Govt will tighten seed & pesticide laws, tackle stray animal issue: Chouhan
The easy availability of substandard seeds and pesticides was among the main concerns raised by farmers, along with limited availability of climate-resilient seeds, the growing menace of stray animals, and the falling yield of soybeans, he said at a press conference at the conclusion of the fortnight-long mass-contact programme called 'Vikshit Krishi Sankalp Abhiyan'.
The campaign, which began on May 29, reached over 13.4 million farmers in 142,934 villages.
'The new amendments to the Seed Act will improve traceability, bring uncertified seeds under regulation, increase the quantum of penalties, and be more farmer friendly,' Agriculture Secretary Devesh Chaturvedi told reporters on the sidelines of the conference.
He said the amendments would be tabled in Parliament by the winter session at the latest.
Chouhan said that scientists at Krishi Vigyan Kendras will be required to visit farmers' fields three days a week.
'I myself will go to the field among farmers two days a week,' Chouhan said, adding that a similar directive had been issued to officials in the ministry. He said the Centre would also launch a mobile application to provide real-time weather updates to farmers under the Digital Farming Mission.
About wild animals damaging crops, the minister said farmers had suggested using modern technology such as artificial intelligence for crop monitoring and deterrent systems. The government is providing assistance under a scheme to build fencing that does not harm wild animals.
States regulating already approved seeds The central government believes that states should not have a major role in regulating seeds already approved by official agencies. It holds that farmers should have the freedom to decide what to sow. Reacting to the recent order by the Punjab government banning the use of hybrid paddy seeds, a senior official said the matter is currently sub judice and should not be commented on in detail. However, as a matter of principle, the Centre maintains that farmers should have the choice to grow the seeds they prefer.

Rijiju also commented on AIMIM chief Asaduddin Owaisi's dejection to the new Waqf law and said he is opposing it out of compulsion. 'The main problem is what I tell you. Some of these leaders, including the Congress party, have treated the Muslims as a vote bank. When you start taking and making a community as a vote bank, then you become irrational. 'Then you put them into one bracket, that good or bad doesn't matter, they will all be rhetorical," the minister added. Union Minister further said those who are opposing the Waqf (Amendment) Bill, are only trying to keep the Muslims poor and ensure that they remain as their vote bank. 'Our thinking is opposite to that. Ours is appeasement to none, justice to all," Rijiju said. There are many within the Muslim community, lots of groups, women, children and backward communities who have not gotten any benefit out of the Waqf properties, the minister told PTI on Friday. 'So, India's Waqf properties you know very well are the highest number of Waqf properties in the world. More than 9,70,000 Waqf properties are there which must be put into use for the purpose for which those properties were created," Rijiju said. The Waqf (Amendment) Act was passed by Parliament in April and subsequently came into force through a government notification. BJP's TN unit slams DMK over 'civic decay', terms state as den of diseases
Chennai: Tamil Nadu BJP President K. Nainar Nagenthiran launched a scathing attack on the DMK government on Sunday, accusing it of gross administrative failure and claiming that the state has been reduced to a "den of diseases" despite tall claims of progress. In a strongly worded statement, Nagenthiran criticised the DMK for boasting about a "golden era" under its governance, even as basic civic infrastructure across the state, particularly in major cities, continues to deteriorate. He pointed to the recent Swachh Survekshan 2024 rankings, the Centre's annual cleanliness survey, which placed Chennai and Madurai at the bottom of the list among cities with populations of over one million. Chennai ranked 38th and Madurai 40th out of 40 cities. "This is nothing short of a shameful reflection of the DMK's governance model. While the government celebrates a so-called Dravidian model, our cities are drowning in filth and our people are battling disease," he said. The state BJP president further questioned the efficacy of the thousands of crores of rupees reportedly spent on sanitation efforts. "If not a single city from Tamil Nadu features in the top ten cleanest cities in India, where is the outcome of these huge expenditures? What happened to the tall claims?" he asked. Highlighting rising cases of communicable diseases, deteriorating public health systems, and the crumbling condition of government hospitals, Nagenthiran said the situation on the ground paints a grim picture. He alleged rampant corruption in urban administration, claiming that civic bodies have failed to address even basic issues such as garbage clearance, sanitation, and public hygiene. "When garbage piles up in every corner, when government hospitals lack even basic facilities, and when crimes continue to surge, where exactly is the governance?" the BJP leader asked. Calling for accountability, he urged the DMK government to apologise to the people of Tamil Nadu and the nation at large for what he termed an utter failure on the governance front. The statement is part of the BJP's increasing criticism of the DMK ahead of the 2026 Assembly elections, with sanitation, urban development, and health infrastructure emerging as key political battlegrounds.

The session will continue till August 21, with no sittings on August 13 and 14 due to Independence Day celebrations. On the goings-on at the all-party meeting, JD(U) leader KC Tyagi told news agency ANI: 'It is customary to hold such a meeting before the new session of Parliament begins. Kiren Rijiju has already clarified that all issues will be discussed. The condition is that the opposition allows the Parliament session to run smoothly." Patra was referring to an incident of self-immolation by a college student and another case of a 15-year-old being set on fire by a group of men. He said there was a 'complete collapse" of law and order in Odisha and the BJP government there was 'helpless" and had 'failed". Jharkhand Mukti Morcha (JMM) MP Mahua Maji, who also attended the meeting, expressed concern about the treatment her state, Jharkhand, receives from the central government. Despite being rich in minerals, she said the state is one of the poorest in India. 'Jharkhand is a very rich state, it has lots of minerals but it is among the three poorest states. Unfortunately, the Centre is giving step-motherly treatment to Jharkhand… We want our state to be supported, so it becomes easy for our government to implement the schemes for farmers, women and the schemes that we have started," Maji said. WHAT WILL COME UP DURING THE MONSOON SESSION? The upcoming monsoon session will be the first in Parliament following Operation Sindoor, which was launched by India on May 7 in response to a terror attack in Jammu and Kashmir's Pahalgam, which claimed 26 lives. The budget session of Parliament began on January 31 and witnessed the passage of significant legislation, including the Waqf Amendment Bill.
