Power smart app introduced to get rid of over-billing
ISLAMABAD: The federal government launched a new power smart mobile application, 'Apna Metre, Apni Reading,' aimed at enhancing transparency in electricity billing and empowering consumers to take control of their monthly metre readings.
Prime Minister Shehbaz Sharif officially inaugurated the App on Sunday developed by the Power Division under the leadership of Federal Minister Awais Ahmad Khan Leghari.
According to the Power Division, the App will allow electricity consumers to take a picture of their metres on a given date and upload it on the App, based on which their monthly bill will be issued.
'Apna Meter Apni Reading' App unveiled
'Apna Metre, Apni Reading' application aims to provide an effective solution to long-standing problems such as over billing, reading errors, reading delays or inaccurate readings, and lack of transparency in the current system.
This is not just a technology feature, but a tangible reform in governance to empower consumers. Under this system, consumers can keep record of their bills and have a check on the metre-reading process.
Similarly, if both the consumer and the metre reader upload readings, the lower reading will be given priority, which will provide financial protection to the consumers. Moreover, if the consumer records the reading on the due date, the metre reader readings taken after that day will not be given priority and only the reading provided by the consumer will be fed in the system.
This system is especially beneficial for those consumers who are eligible for government subsidies. This App will also ensure that beneficiaries continue to benefit from their subsidy by providing timely readings. It will significantly reduce over-billing, unnecessary interventions and complaints.
Addressing a launching ceremony of 'Apna Metre, Apni Reading', a smart mobile phone application, the prime minister said that it is a revolutionary technology reform to ensure transparency and benefit for consumers. He said that the mobile application has been introduced in five languages which will promote the national unity and enhance coordination and harmony among provinces.
He directed to introduce this application for every household from Peshawar to Karachi. He said that the government is undertaking reforms in the power sector, including revamping of the Boards of distribution companies (DISCOs), merit-based appointments and concrete steps against corrupt mafia.
The prime minister said, 'Effective steps are also taken against the corrupt mafia. While a task force and the relevant minister have worked really hard for a reduction in power prices'.
The prime minister said the government also held negotiations with the banks to settle down the circular debt which is a big achievement.
Terming power theft as one of the major challenge for the country, he said Pakistan suffers loss of Rs 500 billion annually due to power theft. He said the Power Ministry and the entire team is working round the clock to resolve this issue.
The prime minister mentioned that the government passed on the benefits of the reduction of oil prices in the international market to the power sector.
Talking about solarisation, the prime minister said the government would not discourage the solarisation boom in the country as he welcomed the ongoing process, which is regarded as the most cheapest way of producing electricity in the world. He said Pakistan is among a few countries where the solarisation process was rapidly taking place.
On this occasion, the prime minister announced to abolish the PTV fee from the electricity bills to provide further relief to the consumers.
Federal Minister for Power Division Sardar Awais Ahmed Khan Leghari, on this occasion, said the government is prioritising use of latest technology to ensure transparency and providing relief to consumers.
He said over billing is a big issue, but the launching of the App will help resolve this matter.

Federal Minister for Power Sardar Awais Ahmed Khan Leghari has written to all chief ministers, urging them to abolish the collection of Electricity Duty through electricity bills from July 2025, the Power Division said in a statement on Monday. In his letters, Leghari called for provincial support in simplifying electricity bills by removing multiple taxes and duties that make billing complex and burdensome for consumers. 'We request provinces to explore alternative mechanisms for collecting their respective levies.' Mega corruption scandal: NAB Lahore recovers Rs2bn
LAHORE: Under the supervision of Director General (DG) NAB Lahore, Ghulam Safdar Shah, the NAB Lahore investigation team has successfully concluded a major recovery of Rs 2 billion in ongoing probe pertaining to a mega corruption scandal involving officers and officials of the Public Health Engineering Department (PHED), Sheikhupura. The DG NAB Lahore formally handed over first installment of the recovered amount to Additional Secretary Finance, Punjab Khalid Mehmood in NAB office, Lahore. According to the details, NAB Lahore launched Inquiry proceedings in September 2024 pertaining to the issuance of bogus cheques worth Rs 5 billion (approx.) by the Officers and staff of the Public Health Engineering and District Accounts Office, Sheikhupura. During the inquiry proceedings, some of the accused persons confessed to their crimes and filed Plea Bargain (PB) requests of Rs2 billion, which were duly approved by the Accountability Court, Lahore. Following court approval, the Bureau succeeded to ensure recovery within a remarkably short period and the initial tranche of the recovered amount has been submitted into the national treasury. On the occasion, DG NAB Lahore commended the exceptional performance of the investigation team, noting that the recovery of looted public funds in such a short time reflects team's commitment and competence. He further stated that investigations are actively underway against other accused persons involved in alleged embezzlement of public funds. Highlighting Chairman NAB's vision, DG Ghulam Safdar Shah emphasized that providing immediate relief to common citizens is NAB's top priority, however, all possible measures are being taken towards this end. He added that in order to recover and distribute the looted amounts to the rightful victims, the process of auctioning-off seized properties of the accused persons has been initiated. In this regard, a public auction of valuable confiscated properties was held at Deputy Commissioner Office, Lahore. The app enables consumers to record their own meter readings and submit them directly to their respective power distribution companies. "We implemented reforms in the power sector, but we have a long way to go. We brought merit-based appointments to the boards of Discos, and took strong action against the corrupt mafia," he said. The premier made these remarks at a ceremony to launch the "Apna Meter, Apna Reading" app. The initiative seeks to gradually eliminate the role of meter readers in power distribution companies (Discos) nationwide, addressing widespread dissatisfaction among consumers. Under the current pro rata system, many consumers are shifted out of the 'protected category' or moved into higher billing slabs, resulting in increased electricity charges. The prime minister maintained that the initiative is a revolutionary step undertaken by the government as part of power sector reforms over the past year. He noted that the energy minister made stringent efforts and held tough negotiations with independent power producers (IPP) that eventually led to reduction in electricity prices by Rs7.5 per unit. "We settled circular debt after negotiations with banks. When global oil prices were falling, we took advantage and reduced electricity prices," he said, adding that despite concerns, the government made the tough decision to rebase prices and not pass the burden to consumers. The premier announced that the Pakistan Television (PTV) fee will be abolished from electricity bills. Consumers are currently charged Rs35 monthly PTV fee through electricity bills. He noted that the biggest challenge is power theft worth Rs500bn annually, and efforts are being made to curb the menace. He emphasized that the government will not discourage solar power as it is the cheapest form of electricity. "Pakistan is one of the countries with the largest growth in solar energy production," he said. The prime minister observed that the main beneficiary of this app will be the power consumers. "It is a revolutionary technology, it will benefit every consumer in every home," adding that the power division should raise awareness among consumers to use the app, which has been introduced in five languages. Federal Energy Minister Awais Ahmed Leghari also spoke on the occasion and said the initiative aims to give the responsibility of the meter reader to the consumers. He pointed out that power consumers under the 'protected category' consuming less than 100 units received higher bills due to delayed or flawed meter reading. He said the government returned Rs10bn in overbilled amounts last year and efforts are being made to ensure transparency in the billing process. In a statement earlier, the Power Division said the new feature allows electricity consumers to take a picture of their electricity meter on a specified date and upload it to the app, based on which their monthly bill will be issued. The aim of this system is to provide an effective solution to long-standing problems such as overbilling, reading errors and delay in reading. "This is not just a technology feature but a concrete reform in governance, which truly empowers consumers. With this system, consumers will not only be able to keep track of their bills, but now they will also be the guardians of the reading process," it added. If the user provides the reading on the due date, the meter reading taken after that day will not be given priority, and only the reading provided by the user will be fed.
