New land pooling rules to boost Amaravati development
The rules, issued through GO Ms. No.118 by the Municipal Administration and Urban Development (MAUD) Department on July 1, aim to promote planned urban growth with a focus on transparency, citizen-friendly procedures, and digital integration.
According to S Suresh Kumar, Principal Secretary, MAUD, the revised rules mark a major milestone in the transformation of Amaravati and its surrounding areas into urban settlements and satellite towns.
The Andhra Pradesh Capital Region Development Authority (APCRDA), established under the APCRDA Act, 2014, will oversee the implementation of the scheme, including infrastructure development and the construction of the new capital city. The 2025 rules build upon the earlier 2015 framework with key enhancements such as simplified procedures, reduced bureaucratic delays, and the use of advanced technologies for land surveys and ownership verification. Plot details will now be directly integrated into Encumbrance Certificates (ECs), facilitating easier land registration.
Environmental safeguards, including protection of water bodies, will be ensured in line with National Green Tribunal (NGT) and Supreme Court guidelines.
The government emphasised that a well-planned urban infrastructure is essential for economic growth, poverty reduction, and long-term sustainability.
The new rules reaffirm the State's commitment to inclusive development.

Ahmedabad: A 48-year-old businessman from Naranpura fell victim to a cyberfraud after he contacted a number listed online for a piped gas company. The unidentified fraudster, posing as a company representative, duped him of Rs 3 lakh under the pretext of updating e-KYC details. The incident came to light after the businessman filed a complaint of cheating and criminal breach of trust at the Naranpura police station on Friday. According to the FIR, the victim was trying to surrender the gas connection from his old house and searched for the agency's contact number on the internet. He contacted one of the numbers but couldn't get through. Later, he received a callback from a person claiming to be from the gas agency, who offered to assist with the surrender process. As there were no immediate deductions from his account, he chose not to block his banking services. However, on Wednesday, he received a message notifying a PIN change linked to his mobile number. Alarmed, he blocked all his accounts, debit and credit cards, and online banking services. Despite this, transactions worth nearly Rs 3 lakh were made between 10.56 am and 11.16 am the same day. The businessman informed the city's cybercrime unit and later lodged a formal complaint with Naranpura police station.

Centre steps up crackdown on substandard helmets; urges strict BIS enforcement for road safety
The Department of Consumer Affairs, Government of India, and the Bureau of Indian Standards (BIS) have urged consumers across the country to use only BIS-certified helmets. Additionally, the Department has called for strict enforcement against the manufacture or sale of helmets without BIS certification , a press release said. With over 21 crore two-wheelers on Indian roads, rider safety is paramount. While wearing a helmet is mandatory under the Motor Vehicles Act, 1988, its effectiveness depends on quality. Sub-standard helmets compromise protection and defeat their purpose. To address this, a Quality Control Order has been in force since 2021, mandating ISI-marked helmets certified under BIS standards (IS 4151:2015) for all two-wheeler riders. As of June 2025, there are 176 manufacturers across India holding valid BIS licences for protective helmets. The Department has observed that many helmets sold on roadsides lack the mandatory BIS certification, posing significant risks to consumers and numerous fatalities in road accidents. Therefore, there is an urgent need to tackle this issue head-on. To enforce quality standards, BIS conducts regular factory and market surveillance. In the last financial year, over 500 helmet samples were tested and more than 30 search-and-seizure operations were carried out for misuse of the BIS Standard Mark. In one Delhi operation, over 2,500 non-compliant helmets were seized from nine manufacturers with expired or cancelled licences. Similar action at 17 retail and roadside locations led to the seizure of around 500 substandard helmets, with legal proceedings underway. To enhance road safety and protect consumers, the Department of Consumer Affairs had written to District Collectors (DCs) and District Magistrates (DMs) to launch a nationwide campaign targeting manufacturers and retailers selling non-compliant helmets. This initiative was a response to growing concerns over helmet quality and their critical role in safeguarding lives on the road. The Department urged district officials to personally oversee the enforcement of the Quality Control Order and integrate the drive with existing road safety campaigns. BIS branch offices were instructed to coordinate with district administrations and police departments to support the initiative. The campaign saw encouraging results, particularly in the Delhi NCR region, and is now being expanded to other parts of the country. Earlier this year, the BIS Chennai team conducted a roadshow distributing ISI-marked helmets and held an awareness drive in collaboration with local traffic authorities to promote adherence to safety standards. The campaign is also being amplified via media, social channels, and civil society partnerships. To empower consumers, BIS has enabled verification of licensed helmet manufacturers on the BIS Care App and portal, and provided options for lodging complaints. As part of a national awareness initiative, BIS's 'Quality Connect' campaign and 'Manak Mitra' volunteers are actively educating consumers on mandatory certification for helmets and other safety products. The Department of Consumer Affairs has reaffirmed its commitment to consumer safety by removing substandard helmets from the market and promoting BIS-certified protective gear to reduce preventable road accident fatalities.

VMRDA approves plans to build residential towers at Madhurawada
The Visakhapatnam Metropolitan Region Development Authority (VMRDA) has given approvals for the construction of residential towers at Madhurawada and an affordable multi-storeyed housing project for the middle-class, in the city. Several crucial proposals were cleared during the VMRDA meeting held under the leadership of its Chairman, M.V. Pranav Gopal, on Friday. Principal Secretary, MAUD, Suresh Kumar was also present. In a statement released by VMRDA Chairman M.V. Pranav Gopal and VMRDA Commissioner K.S. Viswanathan said that approvals were given for the construction of six residential towers (50 floors each) on a 4.07-acre site at 331/1 in Madhurawada under a Joint Venture/PPP model. The towers will include 3BHK and 4BHK flats, 4BHK duplexes, along with a clubhouse, swimming pool, pool deck, children's play area, cycling track, jogging track, and other modern amenities. Meanwhile, the officials have also given permission for the construction of multi-storey apartment complexes —2BHK, 2.5BHK, and 3BHK in Midhilapuri Colony (Madhurawada), Marikavalasa, Veeragunta, and other VMRDA lands. These will be developed in the PPP model to provide affordable housing to the middle-class families. The authorities have approved the construction of the State's first international-standard 'Skateboard Park' near the skating rink at VMRDA Park on Beach Road, with an estimated cost of ₹2.50 crore. The park is anticipated to host the 63rd National Roller Skating Championships. Approvals were also given to construct a park in 5.68 acres of land at 608/1P in Kotturu village in Anakapalli district, with a proposed cost of ₹5.35 crore. Meanwhile, administrative clearance was also given for VMRDA-GVMC road development project between Vepagunta and Pinagadi.
