Maryland residential solar loan program sees success in rough market

A residential solar pilot program in Montgomery County, Maryland, has outpaced expectations by booking more than $3 million in loans since November, despite a declining residential solar market and ongoing uncertainty about the future of federal solar tax credits.
The program is a partnership between fintech platform OneEthos and the Montgomery County Green Bank, facilitated by OneEthos's affiliate Climate First Bank. It launched in November, with a goal of booking around 40 to 50 loans during its first year.
As of March, the program had booked 40 loans, and by the end of May that amount had doubled to 83 — a total of $3,062,224 in loans, program leaders shared with Utility Dive.
'In just a few months, we saw enough loan demand to meet our entire annual budget for the program,' said Rokas Beresniovas, MCGB's senior director of commercial business and climate finance.
The program's success comes amid lowered demand for residential solar nationwide. The market 'experienced its first annual contraction since 2017' in 2024, declining by 31% from 2023, according to a March Solar Market Insight Report from the Solar Energy Industries Association and Wood Mackenzie.
Residential solar companies have been struggling, and on Sunday, Sunnova became the latest of them to file for bankruptcy. In addition, the House's May budget bill proposed winding down the Inflation Reduction Act's 30% residential solar tax credit early, limiting its applicability to projects placed in service by the end of this year.
Marcio deOliveira, CEO of OneEthos, said he 'would not necessarily attribute the success or growth' of the program to customers trying to get ahead of political uncertainties. 'However, we do predict that going forward, uncertainty and changes would accelerate the growth,' he said. 'As we see the possibility of fewer incentives at the federal level, green banks become even more important — to step up, and provide incentives and support at the state and the regional level, to continue programs like this.'
deOliveira attributes the surprising level of interest in the program partially to the structure of what's being offered — a 30-year loan without dealer fees. The average term for a solar loan is from 15 to 20 years, with some lenders offering 25-year loans. Dealer fees often range from 15% to 25% of the project's cost.
While MCGB is 'focused on the commercial sector, and cannot directly lend to the consumers,' it can provide enhancements like subsidies in partnership with entities like OneEthos and Climate First Bank, said Beresniovas. MCGB is subsidizing the loan's 4.99% interest payment for the first ten years for qualifying low-income households. After the first 10 years, borrowers are responsible for a 7.99% interest rate.
'You have an incentive to pay it off in ten years to get the lower interest rate,' said Cindy Peña, the communications manager for the Montgomery County Department of Environmental Protection, who recently secured a loan through the program for solar, new roofing, an electrical panel upgrade and an electric vehicle charging station. 'My goal is to pay it off in ten years. I want to get it off my plate.'
Peña said she lives close enough to the Washington, D.C line to qualify for the district's solar renewable energy credits, which pay significantly more than Maryland's.
'My neighbors, many of them have solar because [of that],' she said. 'In a nice month, you can get $400 a month from D.C. … So I'm looking at that money to help pay off my loan, along with what I would be saving on Pepco.'
Peña said she still hopes to qualify for the federal residential solar energy credit. Her decision to move forward with a solar loan was made after the election, but 'before anybody really knew what was going to be happening at the federal level.'
'I'm hopeful,' she said. 'We wanted to get that federal rebate — I never thought it would be in jeopardy. But now, it could be.'
Peña said her husband had been wanting to install solar for some time, but she was first swayed to the idea in October when she spoke to the owner of a company that installs electric vehicle charging stations, who told her that Pepco rates would be rising soon.
As of June 1, the average residential Pepco customer 'using 614 kWh per month will see a 17.7% ($20.81) increase in their total monthly bill,' according to the D.C. Public Service Commission.
The DCPSC cited several market conditions for the bill increase: tightened supply from local power plant retirements; new reliability requirements; increased demand from new data centers; and increased renewable energy requirements in the region.
In other areas of Maryland, Baltimore Gas and Electric customers have also seen their energy bills increase. Beresniovas said he anticipates that rising energy prices will 'contribute to people considering solar, especially here in Maryland.'
Following its recent success, the partnership is looking to expand beyond solar to include energy efficiency upgrades, Beresniovas said.
'A lot of people install solar panels, but their homes aren't actually energy efficient, so they're still wasting energy through poor insulation, outdated HVAC, old leaky windows,' he said. 'We're looking forward to expanding this program in the next couple of months.'

The United States Senate is looking to accelerate the expiration of federal EV tax credits with a new provision in the Republican tax and domestic policy bill. A previous Senate bill would have ended the credit 180 days after the bill's passing, with a House version eliminating the bill at the end of the year. If the Senate passes its most recent proposal, federal EV tax credits will expire on September 30, 2025. Senate Republicans are hoping to expedite the expiration of federal EV tax credits with a new provision that would sunset the program on September 30, 2025. The provision is part of the major tax and policy bill being pushed through the United States Senate right now. A House version of the bill would have eliminated the credit at the end of 2025, while a previous version of the Senate bill would have terminated the $7500 credit 180 days after the bill's passage. The original wording of the Inflation Reduction Act would have terminated the credit at the end of 2032. The accelerated timeline is in direct contrast to automakers and dealers, with the National Automobile Dealers Association telling Automotive News that it urged Congress to give retailers more time before removing incentives. "Dealers are still carrying a high EV inventory with approximately 140,000 EVs currently on dealer lots. If EV tax credits are going to be repealed, NADA urges Congress to include a reasonable transition period," the group said. Along with ending the $7500 tax, the proposed legislation would remove the $3750 credit available for plug-in hybrids. The updated bill would also eliminate the $4000 credit available for used EVs and PHEVs. Following votes on the proposed provisions, the Senate is expected to take a final vote on the budget bill today. If the revised bill passes the Senate, it must make a second passage through the House before the president can sign it into law. Keeping electricity affordable for consumers is a 'formidable challenge' amid projections of declining generation capacity reserves and persistent uncertainty around the scale and pace of future load growth, ICF International Vice President of Energy Markets Maria Scheller said Thursday. Meanwhile, broad policy uncertainty and an increasingly shaky regulatory environment give utilities and capital markets pause about expensive new infrastructure investments that could become stranded assets, Scheller said in a webinar on ICF's 'Powering the Future: Addressing Surging U.S. Electricity Demand' report. Policy conversations around import tariffs, federal energy tax credits and permitting reform are unfolding as the balance of electricity demand shifts from residential and business consumers to technology and industrial customers, which tend to require around-the-clock power, Scheller added. The coming shift in U.S. electricity consumption represents less of a new paradigm than a return to the industrial-driven demand the country saw from the 1950s into the 1980s, after which deindustrialization and consumer-centric trends like the widespread adoption of air conditioning, electric resistance heating and personal computing shifted the balance toward the residential segment, Scheller said. The shift is important because unlike residential loads, which show considerable seasonal and intraday variation, industrial loads are flatter, less weather-dependent and more sensitive to voltage fluctuations, Scheller said. By 2035, ICF expects nearly 40% of total U.S. load will have a 'flat, power-quality-sensitive profile,' and that overall load will grow faster than peak load, she said. In 2030, ICF projects more than 3% annual power consumption growth, compared with less than 2% annual peak load growth, according to a webinar slide. That's not to say residential demand won't also grow in the next few years as consumers electrify home heating and buy more electric vehicles — only that data centers and other industrial demand will 'dwarf' it, Scheller said. The only significant regional exception to that expectation is California, where ICF says light- and heavy-duty transportation electrification will drive most load growth through 2040. Capacity reserves will quickly dwindle across most of the United States as a result of near-term load growth, regardless of the regional drivers, said Lalit Batra, ICF director of energy markets. 'We expect the capacity reserve across most regions to be absorbed in the next few years,' Batra said. ICF sees nationwide capacity reserves — currently between 20% and 25% — below the 15% target reserve margin by 2030 and in negative territory by 2035, according to a webinar slide. Without a meaningful acceleration in new generation deployment, some combination of delayed power plant retirements, load flexibility or slower overall load growth will be needed to avoid shortages, Batra said. Building new power plants fast enough to keep pace with load growth will be more difficult if Republicans in Congress effectively repeal the Inflation Reduction Act, according to ICF's projections. If the final budget reconciliation bill preserves the rapid phaseout of clean energy tax credits in the version the U.S. House of Representatives passed in May, ICF projects the U.S. would deploy 280 GW fewer renewables and storage capacity and 43 GW more gas and nuclear through 2040, even as cost-competitiveness, supportive state policy and corporate power buyers' preference for clean electricity supports robust regional markets for those technologies. Regardless of the policy scenario, ICF expects electricity prices to rise as much as 25% in some regions through 2030 due to necessary grid expansion, wildfire hardening and other infrastructure projects, along with gas price volatility, said Deb Harris, ICF vice president for climate change and sustainability. ICF expects U.S. gas prices to be 7% higher in 2035 and 17% higher in 2045 if the House budget becomes law relative to a status-quo scenario, according to a webinar slide. Utilities and regulators already have the tools to mitigate some of these changes, Harris said. For example, demand response programs and flexible load interconnection could avoid about 30% of infrastructure investment costs that would otherwise be necessary, Harris said. Large loads are more open than some realize to ramping down load or investing in more efficient processes, such as liquid rather than air cooling of server racks, she added. 'These large load customers do offer a lot of opportunities' for efficiency and demand response, she said. 'Energy is the number one [operating] cost they face.' Permitting reforms like uniform siting standards, incentives for brownfield redevelopment and wider adoption of advanced GIS tools to locate 'areas of minimal impact' for energy development could speed up new builds and keep prices in check, Harris added. The catch, she said, is that while efforts to mitigate rising electricity prices may benefit customers and the politicians who represent them, project developers and their lenders and investors want to see durable price signals before committing to build new generation and transmission. State utility regulators urge FERC to slash ROE transmission incentive

Utility regulators from about 35 states are urging the Federal Energy Regulatory Commission to sharply limit a 0.5% return on equity incentive the agency gives to utilities that join regional transmission organizations. 'The time has come for the Commission to eliminate its policy of granting the RTO Participation Adder in perpetuity, if not to eliminate this incentive altogether,' the Organization of PJM States, the Organization of MISO States, the New England States Committee on Electricity and the Southwest Power Pool Regional State Committee said in a Friday letter to FERC. The state regulators and others contends the RTO incentive adds millions to ratepayer costs to encourage behavior — being an RTO member — that they would likely do anyway. In 2021, FERC proposed limiting its ROE adder to three years. FERC Chairman Mark Christie supports the proposal as well as limiting other incentives aimed at encouraging utilities to build transmission lines. However, it appears he has been unable to convince a majority of FERC commissioners to reduce those incentives. Christie's term ends today, although he plans to stay at the agency until at least FERC's next open meeting on July 24. Limiting the ROE incentive could reduce utility income. Public Service Enterprise Group, for example, estimates that removing the incentive would cut annual net income and cash inflows by about $40 million for its Public Service Electric & Gas subsidiary, according to a Feb. 25 filing at the U.S. Securities and Exchange Commission. The utility earned about $1.5 billion in 2024. Ending the incentive would reduce American Electric Power's pretax income by $35 million to $50 million a year, the utility company said in its 2023 annual report with the SEC. In April, WIRES, a transmission-focused trade group, the Edison Electric Institute, which represents investor-owned utilities, and GridWise Alliance, a grid-oriented organization, urged FERC to terminate the two dockets that propose to reduce existing transmission incentives. Since FERC started exploring changing its transmission incentives about six years ago, there have been major changes in the power sector that support continuing the incentives, according to the groups. 'With the declaration of a national energy emergency, President Trump has emphasized the urgent need to revamp and expand the nation's electric grid to meet growing demands, ensure reliable power supply, and lower the total cost of delivered energy,' the groups said. Removing the transmission incentives would create uncertainty, possibly chill investment and increase customers costs, according to WIRES, EEI and GridWise. Meanwhile, on May 15, a coalition of energy users noted that an appeals court rejected their challenge to one of FERC's incentives — the 'abandoned plant' incentive that allows a utility to recover its project-related expenses even if it is never fully built. The court ruled that the groups lacked standing to bring the challenge. 'Under the existing regulatory regime, consumers are disincentivized from protesting an abandoned plant incentive application before FERC (because it would be an exercise in futility), while utilities (in the absence of any viable challenge) are even further encouraged to seek and obtain the right to recover 100% of prudently incurred costs in transmission rates for abandoned projects, regardless of the degree of risks presented by the project,' the groups said in a joint filing. Given the expected buildout of the transmission system, requests for transmission incentives will likely surge, putting 'severe upward pressure on rates,' Industrial Energy Consumers of America, American Forest & Paper Association, PJM Industrial Customer Coalition, Coalition of MISO Transmission Customers, the Resale Power Group of Iowa and Wisconsin Industrial Energy Group said in their joint filing.
