
Penny-pinching NSW budget lacks vision and offers few solutions to state's most pressing problems
The Minns Labor government's third budget is one of consolidation, careful management, penny-pinching and modest spending. This budget will please the ratings agencies, and those who value New South Wales's AAA rating.
But it is not for those who hoped to see a bold vision for NSW or big steps forward to deal with some of the state's and the nation's most pressing problems: a cost-of-living crunch, housing crisis, climate emergency and other environmental challenges.
No new major infrastructure projects were announced and fresh measures to help stimulate private investment in housing and increase the number of tradies in the state are modest.
To be fair, the government announced a major package in last year's budget to address social housing: $5.1bn over four years. The program will build 8,400 social housing dwellings (6,200 new and 2,200 replacement).
Now the treasurer, Daniel Mookhey, says he's turning his mind to stimulating private-sector investment in housing.
The development industry has long complained about the levies NSW imposes on new housing, which it says makes construction in NSW the most expensive in the nation.
In this budget, the government has agreed to forgo the $12,000 per lot levy if developers provide in-kind infrastructure, such as lots for schools and roads. This is potentially risky, given some developers' record in actually delivering on what they promised. Just ask the residents of Wilton, on Sydney's south-west fringe, who moved in without a proper sewerage system.
The pre-sale guarantee announced in this budget means the government will use its balance sheet to effectively guarantee to buy 5,000 dwellings off plan to help mid-tier developers gain finance for projects. The guarantee is basically without cost unless property prices drop precipitously. It is capped at $1bn, which makes it modest.
Mookhey says it will unlock 15,000 new homes and help developers wanting to build six to nine-storey developments in transport-oriented development zones within 400 metres of stations.
Yet the population of Sydney will keep growing. Without a coherent infrastructure plan to keep pace, the sort of problems that beset the Carr Labor government in its latter years – congested roads, trains that broke down and overcrowded public transport – will return to haunt the Minns government or whoever is in power.
The trend in infrastructure investment is down. It reached a peak of more than $30bn in 2023-24 and 2025-26 but will fall to $28bn in 2028-29.
Mookhey has recognised that Sydney's water infrastructure is ageing and has promised more investment. Watch this space, after Ipart reports in October on Sydney Water's price rises.
When it comes to the enormous challenge of energy transition and meeting the state's emissions reduction target of 50% from 2005 levels by 2030, the state is falling woefully behind.
The budget contains no new programs to stimulate solar or batteries – though there is some additional spending on transmission lines for the renewable energy zones. Mookhey also points to investment in the Newcastle port facility, which he says will be used to handle massive wind turbines.
In the meantime, the budget reveals the enormous costs of recent floods, which have increased disaster relief by 1,000% in the six years since the 2019-20 bushfires.
On cost of living there is nothing either.
Toll relief will run out for Sydney motorists by 1 January. Mookhey is in the midst of a difficult negotiation with the private toll operator Transurban, which owns 80% of Sydney's motorways and unsurprisingly does not want to take a haircut on its lucrative toll revenues.
The likely outcome will be higher tolls on the Harbour Bridge and Sydney's eastern suburbs, with some cuts in the city's west. But it's not going to be easy, with the built-in indexing in current agreements.
Mookhey argues that by boosting public-sector wages he is helping repair households' purchasing power and that that is his contribution toward relief, with the federal government responsible for the lion's share of cost-of-living support.
But while the budget shows inflation in NSW moderating, households in Sydney are still grappling with living in the most expensive city in the country.
And on the environment the budget is particularly disappointing: no additional funding to achieve the great koala national park.
Luckily it's not an election year. Mookhey was coy when asked whether he was keeping his powder dry.
Instead he hopes modest spending on innovation, plans for a new film studio and a fast track for business wanting to invest in NSW – the Investment Delivery Authority – will keep business sweet.
The citizens of NSW will just have to wait.

A Greens MP is demanding an independent investigation into NSW police arrests at a protest that resulted in a former candidate being taken to hospital with serious facial injuries. Sue Higginson is calling for a critical incident to be declared after Hannah Thomas – who ran against Anthony Albanese in the Sydney electorate of Grayndler – sustained facial injuries during arrest at a Friday protest outside a business in Belmore accused of 'supplying electroplating and surface coating services for a variety of applications including aerospace and defence technology' to Israel. In a letter sent to the state's police watchdog, commissioner for police, and minister for police on Saturday – seen by Guardian Australia – Higginson labelled the policing of the protest 'excessive, unnecessary, and potentially constitute an unlawful exercise of authority to intimidate'. She called for an investigation 'to avoid further horrific instances of innocent people being seriously injured'. 'Having witnessed the grievous injuries caused by the police to Hannah Thomas, spoken to on ground witnesses who witnessed what occurred, and with the knowledge that Hannah has experienced serious injuries and hospitalisation, I am calling for a critical incident to be declared urgently,' the letter said. Police on Friday said Thomas, 35, sustained facial injuries during the arrest and was taken to Bankstown hospital for treatment. Video of the incident, which Higginson shared on social media on Friday afternoon, showed multiple police dragging one of the protesters, as onlookers repeatedly shouted 'get off her' and 'let go of her'. In a statement on Friday, police said: 'As police attempted to arrest the protesters who were not complying with the directions, a scuffle ensued between police and protesters, during which a police body worn camera was taken by an unknown protester.' Higginson had on Friday said the protest was peaceful and claimed Thomas was the 'victim of brutal excessive force by the police'. 'The prognosis provided to family earlier was that they could not tell the extent of her injuries until there was a full examination because the swelling was too severe and that it was possible she may lose vision in that eye.' 'That she may have sustained injuries to the bones of her face, but nothing has been confirmed at this point.' According to police, officers issued a move-on direction to the protesters at about 5.30am on Friday. The force alleged the protest, which attracted between 50 and 60 people, was 'unauthorised', as those involved had not given advanced notice nor submitted a form that protected them from being charged under anti-protest laws. Thomas allegedly declined to comply with the order and was forcibly removed and arrested. In NSW, people who wish to stage a protest must lodge paperwork – known as a 'notice of intention to hold a public assembly' – with the police commissioner in advance of the demonstration for it to be considered lawful. The state's permit system has previously come under fire for being 'undemocratic', with the Minns Labor government urged to scrap it for a human rights charter like those which exist in Victoria and Queensland. Higginson's Saturday letter suggested the incident occurred 'due to the political decisions taken by the Minns Government, in continuing to pass unnecessary laws that target and vilify peaceful protest and non-violent civil disobedience'. 'This has caused officers of the NSW police to feel empowered and protected to go beyond the powers that the law bestows on them,' she wrote. All five people arrested on Friday were granted conditional bail to appear before Bankstown local court on 15 July. Earlier this year an international campaign urged F-35 fighter jet producing nations to stop supplying Israel. Mystery over alleged teen killer's activities at a café just minutes before he was arrested over the alleged murder of Universal Store CEO - as cops scour the business for clues
Bizarre footage has emerged of a teenager at a local café, shortly after he allegedly stabbed Universal Store CEO Greg Josephson to death during a house party at the millionaire's sprawling Brisbane home. A 15-year-old boy has been charged with one count of murder after Mr Josephson was found critically injured at the gathering attended by 30 teenagers on Thursday. Officers arrived at the six-bedroom 1930s Art Deco mansion in Clayfield, in Brisbane 's inner north, just after 8.15pm and found the CEO unresponsive upstairs. Police allege an altercation took place between the teenager and the father-of-three, who are believed to be known to each other. A household item was used in the alleged attack. Winter holidays run from June 28 to July 13 in Queensland, with private schools usually breaking up a few days earlier. CCTV footage from a café near Mr Josephson's mansion showed the alleged killer walking across a patio area while wringing his hands. The teen is understood to have sustained a hand injury in the alleged attack, the Courier Mail reports. He appeared smartly dressed in a button-up shirt and pants as he proceeded to squeeze his way into a narrow rubbish area at the back of the venue. He then appeared to create a barricade by moving several bins in front of him. Police arrested the 15-year-old about 8.15pm after he called triple zero. He was refused police bail and has been taken to hospital. The café has since remained a place of interest, with officers and a dog squad reportedly seen searching the area on Friday afternoon. For almost two decades, Mr Josephson was the director of the Brisbane-based Universal Store, which he established with his brother Michael in 1999. From one store in Carindale, the company has grown to 80 outlets in every state and territory of Australia, as a leader in youth and streetwear fashion with an annual revenue of more than $288million. The Josephson brothers sold the business for $100million in September 2018 to private equity investors Five V Capital, Catalyst Direct Capital Management and BBRC Worldwide, which had previously invested in Bras N Things. Universal Store Holdings was listed on the Australian Securities Exchange in November 2020 and the brand has continued to grow since the Josephson brothers relinquished control almost seven years ago. Mr Josephson and his wife Tamra bought the Clayfield home for $1.91million in 2016. The couple embarked on a major renovation, with Mr Josephson explaining at the time how they had planned to 'create a huge garage with a tennis court above it'. 'We were looking for a big family home and this was in very original condition,' he told the Courier Mail earlier this month. The sprawling Oriel Road property had been on the market for just 43 days when Mr Josephson was allegedly murdered.

Aussie builder reveals the top five ways to cut your power bill before prices surge again
A builder has revealed his top five tips for lowering household power bills ahead of the market electricity price increasing by up to 9.7 per cent from July 1. According to tradies, Aussies aren't just bracing for the spike - they're taking action - with a recent surge in energy-saving home improvement jobs. Glass and glazing installations have gone up 68 per cent in 2025, and insulation jobs are up 34 per cent, hipages data reveals. Double glazing Fouad Reaiche, the managing director at ETH Construction Group, told Daily Mail Australia that people would be surprised by the effectiveness of glazing. 'Thermal blocking blinds and double glazing should be added if you have that opportunity,' he said. 'If you're going to spend the money, get double or even triple glazing. It's definitely something that you want to be doing. 'It makes all the difference in the world and people don't actually realise it until they've done it to their house.' Double glazing creates a layer of insulation, slowing down heat transfer between the inside and outside of a home. It means less heat is lost in winter and less heat enters a building in summer, leading to lower energy bills. 'It makes a big change for both summer and winter. It keeps the cold out in winter and the heat in,' Mr Reaiche said. 'It deflects heat on the outside in summer, so it works all year round. 'A lot of people who just did standard glazing were pushed out of the market.' Double-glazed window costs in Australia typically range from $300 to $1,500 per square metre. According to Bradnam's Windows and Doors, Aussies could save up to 20 per cent more on their energy bills if they were to utilise double-glazed over single-glazed products. Draft blockers Mr Reaiche said another simple way to reduce a power bill is to ensure cool or warm air isn't seeping into a house. 'One thing that we see people buying a lot is draft blockers for all their entry doors to stop drafts coming through,' he said. 'It's a big energy saver.' Newer air conditioners Air conditioning consumes 15 per cent of Australia's total generated power, and more than half the energy used in homes is the result of heating and cooling devices. That's why many Aussies are also looking to upgrade their air conditioning units. 'Putting energy efficient heating and cooling in is another thing to consider. People are ditching their old A/C units and upgrading to ones that are more energy-efficient,' Mr Reaiche said. Installing the correct insulation Home insulation is crucial for maintaining a comfortable indoor temperature and reducing energy consumption. Roof and ceiling insulation can save up to 45 per cent on energy consumption for heating and cooling, according to the Department of the Environment, Water, Heritage and the Arts. 'Insulation is a big one as well,' Mr Reaiche said. 'If you're building a new home, you need to put in the right insulation based on the climate that you're in.' Mr Reaiche's final piece of advice was to simply shop around and not become complacent by showing loyalty to a power company. 'Switching energy providers is one of the most efficient ways to reduce your energy bill by getting a better deal,' he said. 'People don't think to find a new provider. They're just happy to sign up and stay with them.'
