Transition finance: Where business meets green growth
The tension between delivering inclusive growth to improve people's lives and protecting the environment to ensure future generations' needs can be met is at the heart of Asia's climate paradox. It is also why transition finance – aimed at enabling decarbonisation in high-emitting sectors – is gaining ground as an investment theme.
'Unlike green finance, which focuses on projects that are already climate-friendly, transition finance enables step-by-step change,' says Helge Muenkel, chief sustainability officer at DBS. 'It supports the rewiring of systems, including those that aren't green yet – but can become greener over time.'
Importantly, transition financing is a tool not just for decarbonisation, but for broader business transformation. And it also drives climate adaptation outcomes – helping businesses and communities build resilience as they transition, Muenkel added.

One key application for transition finance is in the power sector, including coal-fired power which is responsible for around 20 per cent of global greenhouse gas emissions, making it the single largest source of emissions globally. There are about 5,000 operational coal-fired power plants in Asia, many of which are still relatively young, with years or even decades left in their operating life. A recent study by Global Energy Monitor shows that by the 2040s, the average age of a coal power plant in South-east Asia will be about 28 years. This figure varies by country; for example, the average age of a coal plant in Thailand will be 39 years, in Indonesia 27 years, and in the Philippines 28 years. New coal capacity is also being added, with Asean countries currently having close to 30 gigawatts of coal capacity in various stages of development. This presents a complex challenge.
'Decarbonising the power sector is not about flipping a switch overnight,' Muenkel says. 'We are running an ultra-marathon, not a sprint. But we do need to act with urgency – and finance plays a vital role.'

Since 2021, DBS has reduced its thermal coal exposure by more than half from $2.7 billion to $1.3 billion in 2024.
Shilpa Gulrajani, head of sustainable finance at DBS' Institutional Banking Group, explains: 'Reducing emissions is essential. But for many countries, energy security and affordability remain pressing concerns. Solutions must be grounded in local realities and balance environmental, social and economic priorities.'
Therefore, instead of abrupt shutdowns of critical infrastructure, a more pragmatic approach involves managed coal phase-outs, including the planned early shutdown of coal-fired power plants in the region.
DBS co-leads a working group in the Monetary Authority of Singapore-convened Transition Credits Coalition (Traction), which aims to support the early and managed phaseout of thermal coal power plants across the region by helping to create a new financial tool: high integrity transition credits.
Natural gas continues to play a role in South-east Asia's energy mix as a transitional energy source to support the phaseout of coal and expansion of renewables and energy storage that are not yet a commercially viable option in specific parts of Asia. This applies to the extent that stringent environmental safeguards are met – including robust methane leakage mitigation. This approach supports a responsible, time-bound pathway from coal, while laying the groundwork for longer-term decarbonisation.
Catalysing real-world change
Transition finance is also about supporting real economy hard-to-abate sectors like steel, cement and aviation – integral to economic development but among the most challenging to decarbonise – as they retool operations, upgrade technology and adapt to a low-carbon future.
This includes supporting the scale up of 'enabling activities' – projects that may not directly reduce emissions but play a critical role in facilitating wider decarbonisation in a value chain. For instance, supplying low-carbon materials to electric vehicle producers or providing storage solutions for renewables can accelerate the transition across entire value chains.

In 2025, DBS enhanced its Transition Finance Framework (TFF), materially increasing the number of activities the bank will support. The new TFF also provides for robust governance and transparency for assessing such opportunities. The framework provides greater clarity to clients and stakeholders on eligible transition financing activities, and helps unlock capital for sectors that need to decarbonise but fall outside of conventional green taxonomies.
'This transformation requires financing solutions for activities that often fall outside of existing taxonomies,' says Gulrajani. 'We strengthened our framework to give clients and the broader industry clearer guidance on what a credible transition in Asia can look like, even as global standards evolve.'
The enhanced TFF leverages the bank's deep industry knowledge, combined with the sustainable finance team's transition expertise, to help clients better manage risks and identify opportunities amid their decarbonisation journey. In addition, the framework also sets expectations on transition plans and available financial products, supporting a more structured and transparent transition financing ecosystem across the region.
'We work closely with clients to ensure their transition plans and timelines are both pragmatic and rigorous, and that capital is deployed where it can drive real decarbonisation.'
As financial institutions ramp up support for transition financing, an increase in their financed emissions in the near term is to be expected.
This rise reflects the practical realities of enabling real-economy shifts, especially in hard-to-abate sectors where emissions reductions take time, says Gulrajani. It is also a signal that capital is being directed where it is most needed to achieve long-term transformation.
'At DBS, we are willing to take on this risk because we believe it is a necessary part of enabling the transition,' she adds.

According to DBS, transition finance is still in its early stages in Asia, but momentum is building. As one of the region's earliest movers, the bank has developed internal frameworks, supported industry partnerships and pioneered innovative financial instruments to accelerate change.
DBS has also been co-leading the transition finance working group of the Singapore Sustainable Finance Association, which aims to position Singapore as a regional transition finance hub.
'We are helping create a broader ecosystem where capital, policy and innovation come together,' says Muenkel. 'Asia has the innovation, talent and the impetus to act. With the right collaboration, we can lead the world in this journey.'
Complexities in the global landscape have raised questions on whether sustainability can continue delivering both impact and returns. Still, climate change continues and for DBS, the answer is clear.
'Notwithstanding recent geopolitical developments affecting sustainability globally, climate change will further accelerate, affecting the communities we operate in, and needs action,' says Muenkel. 'DBS aims to be the best bank for a better world – and that means staying the course even in challenging times. We are here for the long haul.'

Singapore eyes breakthrough in landmark regional clean-power deal by October: EMA chief
[SINGAPORE] The Republic hopes that talks on how to charge for clean electricity flowing across four South-east Asian nations could be finalised by October, paving the way for it to expand imports under a landmark regional grid deal that could deliver up to 200 megawatts (MW) of renewable power, said a top executive of the city-state's energy authority. The parties in the four-way agreement involving Laos, Thailand, Malaysia and Singapore are 'looking through what are the transmission charges – or sometimes they call it wheeling charges – the different grid operators will impose', Puah Kok Keong, chief executive of the Energy Market Authority (EMA), told The Business Times in an interview. Wheeling charges refer to the cost of using power infrastructure to transfer electricity from one point to another. 'We are hoping that by the coming Asean energy ministers' meeting in October, that that should be finalised,' said Puah, who has led EMA since July last year. The first phase of the Laos-Thailand-Malaysia-Singapore power integration project (LTMS-PIP) was launched in 2022. It involves the export of up to 100 MW of hydropower from Laos to Singapore, via the other two countries. The second phase doubles the capacity, with additional supply also coming from Malaysia, as announced by EMA last September. Sign Up Sign Up The LTMS-PIP is one of several efforts to build an Asean power grid – an idea that was conceptualised decades ago but picked up steam only recently. Puah believes that the development of a regional grid is 'riding on good momentum' – with Malaysia pushing for greater interconnectivity as this year's Asean chair, while Indonesia in June signed an agreement with Singapore on cross-border electricity trade. Electricity imports are a key strategy for Singapore in its goal to hit net-zero emissions by 2050. While the city-state is also studying alternative energy sources and technologies – such as geothermal power and carbon capture – these will need time to mature, Puah noted. 'Therefore, electricity imports – quite clearly already really feasible, as shown in Europe and many other regions around the world – is something that will be a key strategy for us in the short to medium term to decarbonise,' he said. Revenue support for imports Singapore aims to import 6 gigawatts (GW) of low-carbon electricity by 2035, accounting for about a third of its power demand then. EMA has thus far granted conditional licences to six projects importing clean energy from Indonesia – amounting to a total capacity of 3 GW. Another four projects, with a total capacity of 4.35 GW, have been granted conditional approvals. One of the biggest challenges for a project is in moving from a conditional approval to a conditional licence. 'This is where, I will say, the rubber really hits the road,' Puah said. 'From the developer point of view, they will really have to finalise their numbers. They will have to call for contracts… so that they can nail down exactly how much it will cost. This is also the time that they will try to nail down their customers in Singapore, talking to various potential offtakers.' Securing customers is crucial, as project developers face high upfront costs for infrastructure such as hydropower dams and solar farms. Projects located further away also have to procure high-voltage direct current cables, for which demand is surging globally. Acknowledging these challenges, Puah noted that since the launch of the first request for proposals in 2021, EMA has allowed participants to request 'revenue support' if needed. This would mean that EMA steps in as an offtaker, giving developers more certainty on their long-term revenue profile and lowering risk and financing costs. 'The project may last 20 to 30 years, and therefore, over this period they (need to) make sufficient returns to justify why shareholders are parting with their money. We understand that,' Puah said. He declined to disclose whether the import projects thus far have requested such revenue support, citing commercial confidentiality. He also noted that EMA will consider such support carefully. 'First, we have to think about the national interest. If we are entering into various support (agreements) with the importers… we are doing it on behalf of the overall energy sector. Therefore, we will make sure that we get a decent deal,' he said. 'Resilient' LNG market While Singapore is pushing for more renewable energy, the city-state is still reliant on liquefied natural gas (LNG) for 95 per cent of its power generation. Puah is sanguine about the stability of Singapore's LNG supply and prices, even amid geopolitical tensions. In March, China halted its purchase of US LNG as the tariff war escalated. But more recently, Asian economies such as Vietnam have been looking to increase US LNG imports to negotiate with the Trump administration. Despite the uncertainty over how these developments will play out, Puah believes that the LNG market is 'quite resilient' to disruptions. 'The US today is a major exporter of LNG, but the LNG market is also a global one that is very fluid… If you don't buy from country A, you can buy from country B,' he said, adding that while there could be some impact from disruptions, the market is 'well-honed to manage it'. Market experts are also anticipating a 'very healthy stream' of investments globally into new LNG capacity, Puah noted, with increases in LNG terminal operations and shipping to meet rising demand for the fuel. 'So we think that the supply of LNG will increase, and that is good for an LNG buyer like Singapore,' he said. Puah also highlighted that Singapore has introduced safeguards since the 2021 energy crisis, when several electricity retailers went bust. These measures include a temporary price cap to mitigate volatility in the wholesale electricity market, as well as more stringent requirements for electricity retailers in terms of paid-up capital and hedging. Another safeguard is the formation of a new centralised gas buyer, Gasco, which can buy fuel contracts of varying durations and contracts, as well as those tied to various price indices. This is so that 'if a particular price index were to shoot up, then maybe only some of my gas supplies are affected', Puah said. 'This diversification across geographies, markets (and) tenures will help to prevent (or) reduce the shock that we have in future if there's a spike in oil and gas prices,' he added. No 'big impact' from tariffs He is likewise optimistic that the US' tariffs on clean-energy components – such as solar panels – are unlikely to have a big impact on projects to import renewable power into Singapore. In April, the US imposed tariffs as high as 3,500 per cent on solar exports from four South-east Asian countries: Cambodia, Malaysia, Thailand and Vietnam. This month, US solar manufacturers petitioned for such tariffs to be extended to Indonesia, Laos and India. While the tariffs will certainly affect regional solar panel makers, they are 'not really having a big impact' on project developers sourcing the panels. '(If) exports to the US are going to be less competitive, maybe the manufacturers will look into the domestic market to offload their capacity,' Puah said. Regional geopolitics is another issue Singapore will have to navigate as it imports clean energy. Last year, a senior minister in Indonesia said that the country may review plans to export clean electricity as the government prioritises national interests. Asked about this, Puah noted that the Riau Islands and Sumatra – where several projects are based – are close to Singapore and far from the 'major energy demand centres' in Indonesia, such as Java. Therefore, the projects 'do not in any way compete with the supply of renewable energy to other demand centres in Indonesia', he said, adding that there are also economic benefits for Indonesia. 'Apart from attracting investments to Indonesia and creating jobs, (they) would also help to allow supplies of panels and batteries for Indonesia's own domestic demand,' he said. 'As costs continue to come down, they will come to a price point that many more locations in Indonesia will want to deploy solar energy. We do think, quite clearly, it will be mutually beneficial.' Another positive trend is that the solar and battery industry has also expanded, with manufacturers seeing higher demand. 'As they gain scale, as they gain more manufacturing know-how, costs have continued to come down. So that bodes well for the developers and bodes well, eventually, for the consumers in Singapore,' Puah said.

South Korea to prepare mutually agreeable trade package as US tariff deadline looms
SEOUL - South Korea will prepare a trade package that is mutually agreeable with the United States ahead of minister-level meetings planned next week and a US tariff-pause deadline of Aug 1, the presidential office said on July 26. The package will include shipbuilding cooperation, a sector of high interest to US Commerce Secretary Howard Lutnick, who discussed the matter with South Korea's Industry Minister Kim Jung-kwan on July 25, it said in a statement. The July 25 meeting was a follow-up to a meeting on July 24, where Mr Lutnick and Mr Kim reaffirmed their commitment to reach a trade deal by Aug 1, after a joint meeting of finance ministers and top trade envoys that had been scheduled for July 25 was postponed. South Korea, facing 25 per cent tariffs, is rushing to reach a trade deal with Washington , with National Security Adviser Wi Sung-lac visiting the US recently for high-level talks and Minister for Trade Yeo Han-koo also in the US for negotiations, as pressure grows on officials to clinch a deal that is no worse than Japan's that cut tariffs to 15 per cent. South Korea's trade negotiations with the US have included non-tariff barriers in the agricultural and digital service sectors, but foreign exchange has not been part of trade talks beyond usual consultations, according to South Korean officials. US President Donald Trump arrived in Scotland on July 25 for bilateral talks with European Commission President Ursula von der Leyen on July 27, which could yield a trade deal with the European Union, after making a deal earlier this week with Japan and the Philippines . Why more South Koreans are becoming side hustlers
SEOUL - Ms Kim Sol-nim, 33, writes blogs for hospitals and law firms after returning home from her main job at around 6pm. She spends one to four hours daily on side work, earning between 600,000 won and 800,000 won (S$554 to $739) per month as extra income. She used to run an Airbnb and gave weekend lectures related to her current job in insurance in the past. Now, she is preparing a pet furniture design business with friends. This does not mean that she plans to quit her main job anytime soon. Her main job provides health insurance, retirement benefits and job stability, which are benefits she is unsure her freelancing income can offer long-term. Kim considers herself an 'N-jobber' — someone who has or is seeking to have multiple jobs. 'The biggest reason for having side jobs is money,' she told The Korea Herald. 'My salary from my main job is not insufficient for my living expenses, but it's nowhere near enough to buy a house in Seoul.' She is one of many South Koreans who are taking on, or considering taking on, side hustles. For those interviewed by The Korea Herald, money was the top motivator, but workers also cited a desire to try new things and discover what they truly enjoy. Experts say the trend is likely to accelerate amid soaring prices and growing job instability — a shift partly driven by rapid technological changes, including the rise of artificial intelligence. According to a survey by the local classifieds outlet Flea Market in August, 82.1 per cent of 1,327 salaried workers said they were either doing or considering side jobs. The top reason was low salaries (55.1 per cent), and the most popular type of work was social media content creation, such as blogging or YouTube (20.2 per cent), with average earnings of about 620,000 won per month. A separate report by KB Financial Group in November found that 54.8 per cent of 2,000 salaried workers were engaged in side jobs — up 12.8 percentage points from the same survey in 2022. The most common reasons included saving for emergencies (38.7 per cent), using spare time (18.7 per cent) and covering living expenses (13.2 per cent). Like Ms Kim, many salaried workers find it hard to survive in Seoul, where consumer prices are high and housing costs are skyrocketing. The average price of an apartment unit in July was 1.46 billion won, according to Real Estate 114. The average Seoul worker's annual salary is around 48 million won. In a simple calculation, even saving an entire salary for 30 years would barely be enough to buy a home. Lily, who asked to be identified only by her English name, also juggles multiple side hustles. In her 30s, she has tried blogging, food delivery on foot and leading online group activities like book clubs through platforms such as Trevari. 'When I saw people earn a lot of money through stocks and coins, I always regretted not doing the same,' she said. 'But I don't have the courage to take that kind of risk. So I began having side jobs.' 'My main job is stable, but wage increases are minimal. Instead of switching jobs, I started side hustles,' she said. Career transition Some also take on side jobs to safely transition from an unsatisfying main occupation to another job they truly enjoy. A 37-year-old engineer at one of Korea's top conglomerates — who writes under the pseudonym Amtun on the blogging platform Brunch — has tried several side hustles over the years. 'I worked really hard, but one day I had a reality check,' she said. 'I was running fast in the corporate race, but I was hit by a sense of emptiness. It made me question whether spending my time like this was really worth it. So I began to let go of the company a little and started looking for a better work-life balance.' She bought an 80 million-won fixer-upper in Gangwon Province and converted it into an Airbnb. 'I love traveling, and I always enjoyed staying in Airbnbs overseas,' she said. 'I only take one team every two days, and I let them check out late in the afternoon.' Living in Seoul, she hired someone to clean the property and handled only the reservations herself. She earned about 7 to 8 million won a year from it until recently, when she gave birth to her first child. 'This was something I truly enjoyed and found meaningful, so I didn't feel as tired. I used to run a blog and act as a proxy for overseas shopping orders, but those felt like having a second full-time job.' She said she would consider quitting her day job if her side hustle income grew. 'Running an Airbnb offers more than just income. It gives people a space to rest and connect. That means something to me.' Professor Lee Byung-hoon, honorary professor of sociology at Chung-Ang University, said the phenomenon stems from both financial and cultural factors. 'First, people take on side jobs because they are dissatisfied with the income or meaning they get from their main job and want to prepare for something new,' he said. 'Second, people no longer see their main jobs as lifelong careers. They're mentally prepared to leave when the time feels right.' Prof Lee also pointed to deeper societal roots. 'Korea's education system doesn't help people figure out what they enjoy. So many only start asking those questions after they've entered the workforce,' he said. From an employer's standpoint, this trend may not reflect ideal work ethics, Lee noted. 'Companies want their employees to rest after hours.' However, the trend is expected to accelerate. Unlike in the 20th century, jobs today are less secure and are disrupted by advances like AI. More people will likely move around based on job opportunities instead of staying with one company for life, he said. According to The Korea Herald's analysis of microdata from Statistics Korea's Economically Active Population Survey, 677,300 people said they had worked a side job in the past week as of June — a 35 per cent jump from 498,440 in June 2015.
