, 56, a resident of the ST colony in Peradka, under the Mala gram panchayat in Karkala taluk, has been single-handedly repairing a half-kilometre stretch of mud road after repeated pleas to
local authorities
failed to yield any results.Environmental activist Arathi Ashok told TOI that after the issue was highlighted in the media last year, it was brought to the attention of the Lokayukta.
The Lokayukta directed the panchayat and social welfare department to take action, but no road has been constructed for the ST colony so far. "We even filed an RTI seeking a response, but received none. We have been regularly following up with the authorities, but there has been no progress," she said.Undeterred, Govinda has taken matters into his own hands. Armed with just a pickaxe and spade, he not only built a motorable mud road but also provided basic drainage facilities to prevent waterlogging during the monsoons, benefiting around 25 families in the area. A former daily wage labourer for nearly 30 years, he quit his job during the Covid-19 to focus on this cause. Govinda, an agriculturist, also planted over 50 saplings and plans to plant more along the Sringeri-Mala-Bajagoli Road as part of his
environmental conservation
efforts."Last year, after I approached the Lokayukta, they directed the department to repair about 200m of the road from ward No. 1 to Bugatugundi. Though the road was widened using an earthmover, asphalting work is still pending. The elected representatives do not seem to be showing interest in the project," Arathi said.Panchayat development officer Srinivas S said that asphalting is still pending. "We will write to the concerned and try to seek funds through the Integrated Tribal Development Project (ITDP)," he said.

With diverse family and economic backgrounds, students give their best shot to crack the exam. To uplift the financial burden of meritorious students, the government, NGOs and various private organisations have started to support the students by offering scholarships to eligible shortlisted students. Here's a list of some of the scholarships for MBBS aspirants. The Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) Yojana is a Central Sector Scheme of Scholarship for College and University Students (PM-USP CSSS). The scheme aims to provide financial assistance to meritorious students from poor families to help cover their day-to-day expenses while pursuing higher studies. Selection is based on the results of the Higher Secondary and Class 12 board examination. Students from reserved categories/weaker sections/minorities are eligible based on merit and the Central Reservation Policy. How to apply? This scheme offers scholarships to students pursuing degrees in Engineering, MBBS, MBA, Geology, and Geophysics, specifically targeting those from SC/ST, OBC, and EWS categories. Eligibility The scholarship is available for meritorious students belonging to the SC/ST, OBC, and General (EWS) categories. Students must be pursuing specific courses, including engineering, MBBS, MBA, or Master's in Geology and Geophysics. For students in the OBC category, it is an opportunity for those studying in the first year of Engineering, MBBS, MBA, or pursuing a Master's in Geophysics/Geology. Similarly, for General Category students belonging to the Economically Weaker sections (EWS), the scholarship is for those studying in the first year of Engineering, MBBS, MBA, or pursuing a Master's in Geophysics/Geology programme. Scholarship Amount For meritorious OBC students selected under the 2019-20 batch, 500 students received a scholarship of Rs 48,000 each on an annual basis to complete their education, as mentioned on the official website. The AIPMST (Secondary) scholarship examination is a pre-medical entrance exam for students aspiring to study MBBS, BDS, BHMS, BAMS, and BUMS courses. Delay in draft DP due to pandemic: TMC tells HC
MUMBAI: The Thane Municipal Corporation (TMC) informed the Bombay high court that the delay of two years in publishing its draft development plan (DP) was due to the Covid-19 pandemic. (Shutterstock) The petition, filed through advocate Pravin Wategaonkar, claimed that the draft DP was published beyond the two-year time limit mandated under the Maharashtra Regional and Town Planning (MRTP) Act and, therefore, was untenable in law. TMC has, however, sought to exclude the period from June 2021 to March 2022 from the period. The Maharashtra Regional Town Planning Act (MRTP) on October 11, 2024, via a notice, proposed a land to be converted from garden to residential use under the DP. Ravindra Mahadev Patil, a Thane resident, highlighted that the Unified Development Control & Promotion Regulations (UDCPR) for Maharashtra, 2020, prohibits any construction within 100 metres of the high flood line of natural lakes in regional plans. Patil stated that the proposal was published after the expiry of the mandatory 3-year timeframe, hence, prima facie it was illegal. Notably, the MRTP Act lays down a time period of two years, extendable by 12 months, for publishing DP. Patil alleged that the administrator did nothing for about 15 months after the end of Covid restrictions in April 2022. He pointed out that the MRTP Act lays down that if time fixed for doing anything lapses, the planning authority is deemed to have failed and remaining work shall be automatically transferred to authority mentioned under the provisions of the Act. Kunal Muley, deputy director of Town Planning, in his affidavit stated that the Constitution of India specifically states that every municipality, unless sooner dissolved, shall continue for five years from the date of appointment. He clarified that the TMC had resumed its duties as administrator immediately after the expiry of the prescribed term on March 5, 2022. Muley further submitted that the DP expired on June 16, 2023. However, due to the Covid-19 pandemic, the computing period in publishing the DP should be calculated after deducting the period of pandemic - 287 days (from June 17, 2021 to March 31, 2022), which was specifically informed by the state government on October 21, 2022. Since the DP could not be published within the time limit - March 31, 2024 - the TMC sought extension of the original time limit by a year, which was granted till January 19, 2025. After considering the environmental impact, the TMC successfully completed the preparation of the DP and published it on October 11, 2024. Praying for the dismissal of the petition, Muley concluded, 'All statutory provisions in respect of preparation of draft development plan have been duly followed by the corporation and there is no lacuna on its part. The petitioner had failed to consider the various provisions of the Act and filed the petition on misconceived fact'.
