Uttarakhand HC orders probe into death of man in Haldwani clashes – ‘eyewitness statement ignored'

The Uttarakhand High Court has ordered a special investigation team to probe the death of a man who was allegedly shot dead during the Banbhoolpura riots in Haldwani in February 2024.
A Division Bench of Chief Justice G Narendar and Justice Alok Mehra has also ordered the transfer of the investigating officer, Neeraj Bhakuni, out of the district. The SIT has been asked to submit a progress report every month, and the court will monitor the probe.
The petition was filed by Parvez, the victim Faheem's brother, seeking a CBI probe into his death.
On June 4, after the final report was submitted by the IO, the court said that the word 'shocking' would be an understatement.
'The IO appears to have gone around recording the statements of all and sundry and comes to a conclusion that all of them have not confirmed witnessing the act and on that basis, he attempts to justify his act of ignoring the statement of the complainant, who claims to have witnessed certain persons using firearms to shoot his brother and the fact remains that the brother of the complainant died due to gunshot injuries. Despite such a statement of an eye-witness, the IO has filed a closure report, probably one and only of its kind in the country, where an eyewitness statement is ignored and a closure report is based on people who appear not to be the eyewitnesses,' the court had remarked.
Following this, the DGP was asked to look into the closure report and file his statement as an affidavit. The court set up an SIT after perusing the affidavit Wednesday.
The petition filed by the victim's brother had alleged that there was no progress in the investigation despite the chief judicial magistrate's court ordering a probe in May last year.
Earlier, on the IO's statement that the pendrive with videos was tampered with, the court had said, 'Whether the pendrive was subjected to a forensic examination by competent authorities is not forthcoming. The IO by stating that the source of WhatsApp videos has not been disclosed appears to have abdicated his duties as an investigator'.
It further said: 'By stating that the videos on the pendrive are tampered, he has assumed the role of a Judge, and by attempting to circumvent the question and the veracity of the statement of the eyewitness, based on the statements of third parties, he has assumed the role of a defence counsel. That apart, the opinion formed on the basis of the fact that the bullet has passed from left to right, and hence, could not have been fired from a small weapon, here, he assumes the role of a ballistic expert.'

The Cyber Central Police Station team in Faridabad Monday arrested two people from Delhi in connection with a share market fraud case involving Rs 93.51 lakh. The accused were produced before a court on Tuesday and sent to judicial custody. The arrested men were identified as Ankit, a resident of Gori Gama village of Vaishali district in Bihar who resides at TC Camp near Pacific Mall at Rajouri Garden in West Delhi, and Amit Kumar, a resident of Raghubeer Nagar in West Delhi. Ankit drives an e-rickshaw, while Amit works at a footwear shop. According to a police spokesperson, a resident of Ozone Park Apartment in Sector 86, Faridabad, had lodged a complaint alleging that on July 1 last year he was added to a WhatsApp group where fraudsters provided 'investment tips'. The complainant said they convinced him to open a demat account with 'DAIWA SECURITIES AI Smart Demat' for pre-market trading and investments in the US market. The person initially invested Rs 10,000 to test the account and withdrew Rs 1,000, gaining confidence in the scheme. Subsequently, he invested a total of Rs 93.51 lakh, the complaint said. However, communication with the fraudsters soon ceased, leading him to realise that he had been cheated. Acting on the complaint, the police team arrested the two men. Investigations revealed that Ankit, the account holder, provided his bank account to Amit, who further passed it on to others involved in the scam. Around Rs 8 lakh of the defrauded amount was traced to Ankit's account. In April, the Faridabad police had arrested 11 women and a man allegedly involved in a fake call centre operation that defrauded victims of at least Rs 35 lakh across multiple states by pretending to provide credit card services. The accused were caught from the call centre which had been operating from Janakpuri in West Delhi since March 2024. The case came to light following the registration of a complaint by a 29-year-old resident of Shyam Colony in Ballabhgarh near Faridabad on March 12.

Four persons were arrested in Karnataka's Belagavi district on Monday for allegedly assaulting members of a Hindutva group after they reportedly intercepted a vehicle transporting cows and later forcibly entered the home of the cattle's owner, The Indian Express reported. Belagavi Superintendent of Police Bhimashankar Guled told the newspaper that those who were assaulted were members of the Sri Rama Sene. 'While Sri Rama Sene activists broke the law by barging into a house without permission, some villagers did the same by assaulting them,' Guled said. The police took cognisance of the case after a video of the incident, which took place last week, was shared on social media, PTI reported. The video purportedly shows five men being tied to a tree and attacked by a group. The police said that on June 26, members of the Sri Rama Sene stopped a vehicle, alleging that it was transporting cattle for slaughter. They later took the driver to a police station, where he maintained that the cows were being taken for dairy and taming purposes, The Indian Express reported. The cows were later taken to a cattle shelter. On June 28, members of the outfit allegedly barged into the house of Babasav Ramjan Multani, the cattle owner, after he brought the cows back from the shelter. Only women were reportedly present inside the home at the time. An unidentified police officer told The Indian Express that the villagers mistook the men for thieves and assaulted them. However, Sri Rama Sene leader Vithal Gaddi claimed that five of the outfit's members were attacked when they tried to stop the illegal transportation of cattle. Villagers, meanwhile, have claimed that the assault was unrelated to cattle transport and that the members had allegedly '', PTI reported.

When the balance fell to Rs 38 lakh, it finally froze debits — but not before Rs 3.33 crore had vanished A seemingly abandoned flat in Delhi's Trilokpuri, once marked by a mysterious blue board, has emerged as the centrepiece of a major cyber fraud investigation that has left police and bank officials scrambling for answers. The flat was linked to a bogus account under the name 'Jeevika Foundation', which saw an unexplained deposit of Rs 3.72 crore in a single day—most of which vanished within hours through nearly 2,000 transactions. According to The Indian Express, the account was opened in 2023 at HDFC's Karol Bagh branch with a deposit of just Rs 500. Investigators found the balance stood at Rs 556 before the sudden multi-crore deposit on August 8, 2024. Shockingly, Rs 3.33 crore was withdrawn the same day—without triggering any red flags. The bank claims the KYC process was duly completed during the account opening, yet the sudden influx of such a large amount remains unexplained. The fraudulent activity extended to a staggering 1960 transactions in one day on August 8, 2024. According to the report, retired IAF officer Biren Yadav, aged 78, fell prey to the cyber criminals on that day and was apparently kept under 'digital arrest'. They initially coerced him into depositing Rs 42.5 lakh, then further extorted Rs 1.59 crore, distributing the funds into various 'mule accounts' across four banks. The 'Jeevika Foundation' appears to be non-existent, with investigations now spanning six states to trace the mule accounts linked to 'Jeevika'. These accounts have connections with multiple fraud cases nationwide, including cities like Gurugram, Hyderabad, Manipal, Chennai, and Kolkata. The police said that only one Facebook page mentioned a person named Dr. Amarendra Jha, who initially claimed to have an office in Trilokpuri but later denied it. The search continues for more such linked accounts. HDFC bank officials confirmed police inquiries from two states but withheld further details citing ongoing court proceedings.
