A review meeting chaired by district collector Parul Patwari on Tuesday to assess the implementation status of the two schemes, with a special emphasis on ensuring comprehensive coverage of benefits to PVTGs, revealed significant delays across housing, water supply, road connectivity and health infrastructure projects.
According to official data presented during the meeting, only 2,450 out of 7,370 sanctioned rural housing units have been completed so far.
In the area of piped water supply, only 89 of the targeted 235 habitations have been covered. Meanwhile, 15 minor road projects are currently under construction in micro-project areas with a deadline set for this Dec.
The slow progress in constructing anganwadi centres under PM-JANMAN drew sharp criticism from the collector. The project administrator of ITDA Gunupur was directed to ensure timely delivery of construction materials, especially to remote areas, before the onset of the monsoon.
"The officials concerned have been directed to ensure timely completion of the targets," Patwari said. "All construction materials for anganwadi centres must reach remote areas before monsoon and the remaining houses should be completed in mission mode," Patwari added.
Progress under the PM-KISAN scheme was also found lacking, with only 1,229 of 10,178 targeted beneficiaries verified so far.
In the health sector, the administration recommended integrating mobile medical units to organize regular health camps, particularly focusing on sickle cell screening and raising community awareness.

The collector further instructed all block development officers to closely monitor project progress in their respective areas and expedite implementation. Departments were also advised to submit micro-level road proposals to enhance connectivity in tribal regions.
In a move to boost education infrastructure, the administration approved the establishment of nine new hostels. The district education officer was tasked with preparing a block-wise hostel mapping plan for all PVTG areas and to submit proposals for additional hostels if needed.
The collector emphasized the need for livelihood development through departmental convergence. Instructions were issued to map 104 revenue villages and promote economic activities through 12 approved Van Dhan Vikas Kendras and 18 multipurpose cooperative societies.
"All departments have been instructed to submit village-wise micro-plans to ensure effective inter-departmental coordination and to promote livelihoods in micro-project areas," the collector added.

New Delhi: The Indian economy could see a significant boost if more women are brought into the formal or informal sectors, according to S. Mahendra Dev, Chairman of the Economic Advisory Council to the Prime Minister (EAC-PM). Citing official data and economic studies, Dev said raising the female worker population ratio (WPR) is not just about equity, it is a growth imperative. 'Women's participation in the labour market is essential to achieve faster economic growth, as it has the potential to improve both growth and inclusive growth," Dev said in an interview. The council's chairman said the government is actively working to improve the share of employed women in the population through a multi-pronged strategy that included education, skills training, entrepreneurship support, childcare access, better transport and flexible work options. 'The role of women in all activities of the economy and society has been increasing in India, although the shares of women in some activities are low," Dev said, quoting official figures. Government policies should encourage women's participation in all the sectors of the economy: agriculture, industry and services, he added. According to the Periodic Labour Force Survey annual report 2023-24, worker population ratio for females above 15 years has risen to 40.3% in 2023-24 (July-June) from 22% in 2017-18. The legislation that seeks to allocate 33% seats for women in Lok Sabha and State Legislative Assemblies will also yield positive outcomes for women's empowerment in future, Dev said. "This law will now enable greater participation of women in policymaking and equitable governance at the state and national levels," he added. The Constitution (One Hundred and Sixth Amendment) Act, 2023, provides that reservation of seats for women in the Lok Sabha, state legislative assemblies, including that of the National Capital Territory of Delhi, will come into effect after a delimitation exercise is held after a population census. Dev said the government is following a multi-pronged approach—focusing on education, skill development, entrepreneurship, flexible work arrangements, improved childcare and transportation—to improve the worker population ratio for females. 'India could improve GDP significantly by raising the WPR for Economic Survey 2023-24 highlighted the systemic barriers that impede job opportunities for women," he said. "It says in order to sustain and enhance women's participation in the workforce, it is essential to remove restrictions on women working in certain occupations. This responsibility mostly lies with the state governments." While the worker population ratio of females has improved over the years, there is still a lot of ground to cover to achieve gender equality. According to statistics ministry's data, worker population ratio among men above 15 years of age is 76.3%. In scheduled commercial banks, only about one-fourth of the staff are women as of March 2024, as per another report from the statistics ministry, titled 'Women & Men in India 2024'. As per this report, declining fertility rate and improvement in education is aiding the rise in working women. Meghalaya, Sikkim and Himachal Pradesh are the front-runners in female labour force participation—the share of working or work-seeking women in the population, while Lakshadweep, Delhi and Haryana are the laggards. The report also pointed out the improvement in gender diversity in business ownership, especially in the services sector, where the trend is stronger than in manufacturing and trading. 'There is a lot of focus on women entrepreneurs in India. Women-owned enterprises can improve WPR and boost economic growth. There are government schemes to improve women's entrepreneurship. Certain flagship schemes of the government of India, such as Pradhan Mantri Mudra Yojana, Deendayal Antyodaya Yojana—National Rural Livelihoods Mission, etc. are oriented towards promoting women-led enterprises. This increases direct and indirect employment for women. Skill development and technology can also help raising women's employment," said Dev. 'There is also need for raising share of women in company boards," Dev said. As per data available from the ministry of corporate affairs, only about one-third of the professionals who secured director identification numbers (DINs) in June for board positions in companies are women. The International Monetary Fund (IMF) indicates that women's economic empowerment and the closing of gender gaps in key areas is associated with positive macroeconomic outcomes, including higher economic growth, lower inequality, increased productivity, better financial sector outcomes, and greater financial stability, the council's chairman said.

Prime Minister Narendra Modi, currently on a two-day visit to Tamil Nadu, praised the efforts of Mani Maran, the Tamilian pundit of Saraswathi Mahal Library, who has been doing commendable work in preserving ancient manuscripts. The library has published as many as 20 books, penned by him. Addressing the monthly radio address 'Mann Ki Baat' on Sunday, PM Modi said that Maran's initiative reflects how individuals can contribute to protecting India's intellectual and cultural heritage. Mani Maran, Tamil pundit of Saraswathi Mahal Library, spoke to IANS after PM Modi's appreciation and called it a "fulfilling experience". "I'm not sure how the Prime Minister came to know about me, but it's fulfilling to be recognised. I've always believed that my hard work would one day be acknowledged. I'm grateful to the Prime Minister for the appreciation," he said. Sharing his first reaction on being named by PM Modi in his 'Mann Ki Baat' programme, the Tamilian scholar said that he was thrilled about the development and also elaborated on his extensive research and training sessions for students on manuscripts. "I'm thrilled that Prime Minister Narendra Modi mentioned me in today's 'Mann Ki Baat' programme, which I never expected. For years, I've been working on research in archaeology, history, and manuscriptology, bringing out related information, and training students. Our library has been instrumental in this endeavour. Currently, I'm conducting evening classes where I teach students about Tamil manuscripts. He further said that the information in manuscripts is a treasure trove of Tamil heritage, containing medical notes, historical facts, and technological information. "We have over 2.5 million manuscripts, and there's still much to be uncovered. As a single individual, it's impossible for me to study and publish all of it. That's why I'm training students to read manuscripts, so they can contribute to this field," he informed. He also underlined the need for bringing a level playing field in the sector. "The number of students interested in learning this is limited due to limited job opportunities. If we offer better pay and job prospects, more students would be interested. Over 30 students trained by me are working in various places, but their pay is not comparable to what's offered in the IT sector. If the remuneration were better, more students would be willing to learn," he stated. PM Modi, taking note of his sincere endeavour, in the radio address, highlighted how his students have not only become proficient in reading the texts but have also begun research into traditional medicine based on them. PM Modi underlined the importance of preserving such texts, calling them "chapters of the soul of India" that must be passed on to future generations.
