Damaged luggage abroad, no help from airline, airline fined for service failure

Chandigarh: The District Consumer Disputes Redressal Commission has sided with a passenger who was forced to continue his international trip with a severely damaged suitcase held together using glue and cellophane tape.
The commission held Finnair liable for deficiency of service and directed the airline to compensate the traveller with Rs 10,000 for mental distress and refund Rs 18,000, the cost of the suitcase, along with 9% interest per annum.
Gautam Dutt, a resident of Sector 21 C, Chandigarh, lodged a formal complaint stating that he and his wife flew with Finnair on Jan 16, from New Delhi to Tromsø, Norway, via Helsinki. At the Delhi airport, they checked in a Carlton London suitcase, which was tagged for delivery at their final destination, Tromsø.
Upon arrival, Dutt discovered that the suitcase had been badly damaged, with the top portion completely broken. As it was late in the evening, the couple went directly to their hotel. The following day, Dutt attempted to file a damage report on Finnair's website, as per the baggage claim instructions. However, the site showed an error at the final stage of the process. When he tried again, the system indicated that the report had already been submitted.
His wife later reached out to Finnair via their Instagram page, and the airline responded with a compensation link — the same faulty one he had already used. Despite multiple efforts, including follow-up messages and emails with attached photos of the damaged luggage and screenshots of the website issues, they received no resolution or acknowledgment from the airline.
In his complaint, Dutt noted that the suitcase was worth Rs 18,800 and provided proof of purchase and branding.
The commission, after reviewing the evidence, concluded that Finnair failed in its duty of care and customer service. Since the airline neither responded to the complaint nor contested the allegations, the commission ruled in favor of the complainant. The commission directed Finnair to refund Rs 18,000 (cost of the suitcase) with 9% simple annual interest from the date of complaint filing and pay Rs 10,000 as a one-time compensation for mental agony and inconvenience.

The Chandigarh Heritage Conservation Committee (CHCC) has granted clearance for the proposed flyover on the stretch between the PGIMER and Sarangpur. The proposed four-lane structure will have a carriageway width of 17.5 metres and an overall width of 19.1 metres. The estimated cost of the project is around Rs 90 crore. An official confirmed that the committee recently approved the plan during a meeting. The next phase of the project will begin after the formal minutes are received. The flyover aims to ease regular traffic snarls, especially during peak hours, on the busy route connecting the PGIMER with the Botanical Garden in Sarangpur. The UT Road Safety Committee had earlier flagged this stretch as a major congestion zone and recommended urgent intervention. It identified five major traffic choke points in Chandigarh, with the road leading to Khuda Lahora and Khuda Jassu being the most problematic. These areas face regular traffic jams due to a lack of footpaths, encroachments, school-related vehicle parking, poor drainage, and erratic stopping of auto-rickshaws. Unregulated U-turns further worsen the situation. To address these issues, the committee suggested multiple corrective measures. These include constructing a flyover from near Khuda Jassu bridge to the Botanical Garden, shifting the school boundary wall to create footpaths, removing illegal encroachments, and widening the road to 200 feet towards Mullanpur. The flyover project, initially conceived in 2020, had been put on hold due to the pandemic. Once complete, the flyover will provide signal-free movement for commuters travelling towards New Chandigarh and Baddi in Himachal Pradesh and will also benefit the upcoming institutional and residential developments in Sarangpur, including the planned PGIMER extension campus. Before construction begins, necessary environmental and design approvals will be obtained, an official said.

During the meeting, four new IT-based systems developed by HRTC in collaboration with the Department of Digital Technologies and Governance (DDTG) were also launched. These include an online travel pass system for school and college students, government employees and traders, allowing them to apply online for concessional passes, pay digitally and receive RFID-based smart cards. Directions have also been issued to expedite the setting up of e-charging stations at bus stands and workshops to support electric buses in the fleet. The deputy chief minister said, "To attract more tourists and increase revenue, Tourist Day Circuits will be introduced connecting major religious and tourist destinations around Shimla." The Board also approved new revenue measures such as implementing an advertisement policy for HRTC tickets, website and mobile app, and piloting the operation of retail fuel outlets at two to three locations using HRTC fuel pumps. A 'Dhaba policy' will also be introduced to empanel eateries along bus routes, with an emphasis on hygiene and commuter convenience. On staff welfare, the Board approved a change in HRTC staff uniform colour from grey to khaki, in line with demands from employee unions. Due to delays in the tendering process, a cash allowance will be provided in place of one set of uniforms, and procurement will be completed within a month. It was also decided to establish Automated Testing Stations under the public-private partnership (PPP) mode to ensure thorough checking of HRTC buses and generate additional revenue.
