Swiss tensions run high as clock ticks on U.S. tariff deadline

Tensions and fears are running high in Switzerland, as the deadline to strike a trade agreement with the U.S. looms just days away.
Without a deal, Switzerland faces 39% duties on its goods imported into the U.S., after it was hit with one of the highest new tariff rates under U.S. President Donald Trump's latest trade policy shift last week. The higher duty surprised many, as widespread reports had previously suggested a trade agreement was near, and was just missing Trump's signature.
Over the weekend, reports emerged that the higher tariffs followed a disagreeable Thursday phone call between Swiss President Karin Keller-Sutter and Trump — which Swiss officials rejected, according to Reuters.
Guy Parmelin, Swiss federal council member and head of the Department of Economic Affairs, Education and Research, told local media that the government was open to tweaking its proposal to the U.S. — but that it may prove difficult to finalize by the Aug. 7 deadline, Reuters reported.
Swiss leaders are set to meet Monday to discuss the latest developments.
Elsewhere, U.S. Trade Representative Jamieson Greer somewhat dashed hopes of a flurry of imminent trade agreements, telling CBS News that he was not expecting the latest tariffs to be negotiated lower in the coming days, and that "these tariff rates are pretty much set."
Industry groups and business leaders have raised the alarm on potential fallout for businesses, which could include massive job losses.
"It was far more than a surprise. We were all shocked," Jan Atteslander, head of the department international relations and member of the executive board at Economiesuisse, told CNBC's Carolin Roth and Ritika Gupta on "Europe Early Edition" on Monday.
It would be difficult for Swiss businesses to offset the impact of a 39% tariff, Atteslander noted. "Such a high rate for many companies will just cut off trade, and we are convinced that a deal is still better for both sides than just cutting trade."
He added that "there's no substitute for the United States" in terms of export markets, despite Switzerland prioritizing diversification and Swiss businesses finding success around the world.
Key Swiss exports include chemical and pharmaceutical products, watches and jewelry, gold, chocolate and electronics.
Switzerland's blue-chip SMI index was closed for a national holiday when the new U.S. tariff was announced Friday, but opened lower by around 1.2% at 8:30 a.m. in London on Monday. Shares of chemicals firm Sika fell 2.1%, while luxury groups Richemont and Roche traded around 1.5% lower.
The broader Swiss All Share Index was down by 1.5% in early deals.
Analysts at UBS said Friday that the direct impact on the overall Swiss equity market from the new duties would be "negative, but not destructive." They flagged the worst-hit firms would include watch and machinery manufacturers, some medtech businesses and smaller companies bthat are more reliant on exports.
Fears have also emerged over the Swiss economic outlook in a no-deal scenario.
GianLuigi Mandruzzato, senior economist at EFG Asset Management, told CNBC's "Europe Early Edition" on Monday that the risk of a Swiss recession had increased after the announcement, with U.S. export tariffs set to affect about 10% of the economy.
The levies would also put deflationary pressure on the economy and therefore on the Swiss National Bank, which has already cut interest rates to zero to stave off weak inflation and the strength of the Swiss franc, Mandruzzato added.
While business leaders are hoping for a Swiss-U.S. deal to be reached in time, there is currently a lot of uncertainty, according to Economiesuisse's Atteslander.
While the Swiss government was working on a new offer, "it's totally open at the moment," he said.
It remains "very hard to tell" whether the government will be able to negotiate a better deal that the current 39% rate before the deadline, Mandruzzato said, with potential bargaining tools including higher purchases of U.S. energy or more direct investment by Swiss companies into the U.S.
"It seems that the trade negotiations with the U.S. eventually boils down to what Donald Trump prefers," Mandruzzato said, adding that it was also difficult to assess what the final negotiation points could be.

Analysis-Sliding US rig count outpaces efficiency gains, threatening onshore oil output

By Georgina McCartney HOUSTON (Reuters) -The falling number of oil and gas rigs deployed across the United States is reaching a level that would indicate onshore crude output from the world's top producer could fall in early 2026. U.S. energy companies are producing record amounts of oil, much of it from onshore shale fields. New techniques and technology, like longer lateral wells, automation and more powerful equipment, have driven productivity gains across the industry that have allowed oil companies to pump more with fewer rigs and less capital. But the number of rigs working in U.S. shale fields has almost fallen so low - and is projected to keep falling - that those improvements will not be enough to keep onshore U.S. production rising, or even steady in some basins, analysts say. The anticipated decline comes as U.S. President Donald Trump seeks to raise oil and gas output, and as OPEC+ lifts its production targets in an attempt to take back market share from the U.S. and other rival producers. In April 2019, the last time over 1,000 rigs were consistently deployed across the U.S., oil output stood at 12.14 million barrels per day (bpd). Today, there are just 540 rigs in operation, while output has jumped to some 13.5 million bpd. Those close to the industry say that balance is fast approaching a tipping point, with analysts forecasting the rig count to fall further and U.S. onshore production to subsequently decline next year and into 2027. Lower 48 oil output is expected to fall by 200,000 bpd next year, followed by a further decline of 130,000 bpd in 2027, as operators drop rigs in response to persistently low oil prices, Wood Mackenzie analysts said. At the current rig count of 540, energy analytics firm, Novi Labs forecasts a 400,000 bpd drop in lower 48 production by the end of next year, with losses upwards of 200,000 bpd within the first few months of 2026. The U.S. Energy Information Administration in July also said it expects recent declines in rig counts and well completions to continue, pointing to lower crude prices. ALL EYES ON THE PERMIAN The recent decline in oil prices has prompted companies to shed rigs at an elevated rate. In the Permian basin - the largest U.S. oil field, spanning from Texas to New Mexico - some 24 rigs were dropped over a ten-week period beginning in May, according to energy services firm Baker Hughes. During that period, prices plunged as the Organization of the Petroleum Exporting Countries accelerated plans to increase output. Companies have been using newer, more efficient oil rigs, with improvements like autonomous drilling capabilities, more powerful horsepower, and technology that enables them to move without being taken down and rebuilt. "Right now virtually all operating rigs are the most efficient and highly upgraded rigs available. Drillers saw big efficiency gains because they upgraded to a bigger rig but there are no bigger rigs left to upgrade to," said Paul Mosvold, president and COO of Scandrill, whose company has seven rigs in the Haynesville and four in the Permian. "Now it is incremental and tweaking, whereas before it was a wholesale upgrade. Those things aren't going to make the level of efficiency gains we've seen in the last few years," Mosvold added. Energy consultancies have similar estimates for the number of rigs needed to keep production steady in the Permian Basin, ranging between 240 and 260. The Permian rig count last fell by one in the week to August 1, to 259, the lowest since September 2021, according to Baker Hughes. "We have seen a 25% improvement over the last few years in rig efficiency, but the rig count has fallen over 30% over that same period. Put simply, the rig count declines have begun to outpace drilling efficiency gains," said Brandon Myers, head of research at Novi Labs. "This is a recent development," he added. Market intelligence firm Energy Aspects expects the Permian rig count to continue falling, slipping below its own modeled 255 threshold for steady production, early next year. Consultancy Wood Mackenzie sees that basin's rig count falling to 245 in early 2026 as prices fall due to higher OPEC+ output. EFFICIENCY GAINS AND WELL PRODUCTIVITY The Permian has been at the heart of the U.S. shale revolution, propelling the country to the top spot in the league of global oil producers. Output there is expected to reach 6.58 million bpd this month, more than triple what it produced a decade ago in August 2015, according to the EIA. In the Permian's Midland basin, oil companies have raised the number of feet drilled per month per rig, or drilling efficiency, by 25% since the first quarter of 2023, according to Novi Labs. In 2024 around 40% of laterals in Midland were over 2.5 miles long, compared with 15% in 2021. Despite improvements to drilling technologies, oil wells in the Permian basin are becoming less productive as operators have drilled through a lot of the best rock. Those less productive wells cost more to drill and are producing more unwanted byproducts such as gas and water, and less oil. The Permian's Delaware and Midland sub-basins have seen oil per foot drilled fall 8% so far in 2025 compared with last year's average, Morgan Stanley analysts said in a July note. "If the rig count drops don't turn around soon, we're going to see U.S. production declines well into 2026, including in the Permian basin," said Energy Aspects analyst Jesse Jones. He anticipates Permian production, which currently stands at 6.55 million bpd, to fall by 150,000 bpd to 6.25 million bpd in 2026, due to fewer rigs and completions as well as a degradation in well productivity. Declines in oil production as a result of a falling rig count will take six to nine months to show, due to the time it takes to drill and complete wells, analysts said. Novi Labs expects Permian production will fall slightly by the end of the year, before dipping into the sub-6.5 million bpd range in the first quarter of 2026. Meanwhile, Wood Mackenzie sees Permian output growth flattening in 2026 at 6.55 million bpd. The EIA projects output to average 6.53 million bpd in 2025, before edging down to 6.5 million bpd in 2026. "In 2020, when the rig count fell, operators drilled the best rock they were ever going to have. That high-quality inventory doesn't exist in that quantity anymore, and operators won't be able to do that again to the same degree," said Novi Labs' Myers. BRASILIA, Aug 4 (Reuters) - Brazil's Supreme Court put former President Jair Bolsonaro under house arrest on Monday ahead of his trial for an alleged coup plot, underscoring the court's resolve despite escalating tariffs and sanctions from U.S. President Donald Trump. Supreme Court Justice Alexandre de Moraes, the target of U.S. Treasury sanctions last week, issued the arrest order against Bolsonaro. His decision cited a failure to comply with restraining orders he had imposed on Bolsonaro for allegedly courting Trump's interference in the case. Bolsonaro is on trial before the Supreme Court on charges he conspired with allies to violently overturn his 2022 electoral loss to leftist President Luiz Inacio Lula da Silva. Trump has referred to the case as a "witch hunt" and called it grounds for a 50% tariff on Brazilian goods taking effect on Wednesday. The U.S. State Department condemned the house arrest order, saying Moraes was using Brazilian institutions to silence opposition and threaten democracy, adding the U.S. would "hold accountable all those aiding and abetting sanctioned conduct." It did not provide details, though Trump has said the U.S. could still impose even higher tariffs on Brazilian imports. The Monday order from Moraes also banned Bolsonaro from using a cell phone or receiving visits, except for his lawyers and people authorized by the court. A press representative for Bolsonaro confirmed he was placed under house arrest on Monday evening at his Brasilia residence by police who seized his cell phone. Bolsonaro's lawyers said in a statement they would appeal the decision, arguing the former president had not violated any court order. In an interview with Reuters last month, Bolsonaro called Moraes a "dictator" and said the restraining orders against him were acts of "cowardice." Some Bolsonaro allies have worried that Trump's tactics may be backfiring in Brazil, compounding trouble for Bolsonaro and rallying public support behind Lula's leftist government. However, Sunday demonstrations by Bolsonaro supporters — the largest in months — show that Trump's tirades and sanctions against Moraes have also fired up the far-right former army captain's political base. Bolsonaro appeared virtually at a protest in Rio de Janeiro via phone call to his son, Senator Flavio Bolsonaro, in what some saw as the latest test of his restraining orders. Moraes said that the former president had repeatedly made attempts to bypass the court's orders. "Justice is blind, but not foolish," the justice wrote in his decision. On Monday, Senator Bolsonaro told CNN Brasil that Monday's order from Moraes was "a clear display of vengeance" for the U.S. sanctions against the judge, adding: "I hope the Supreme Court can put the brakes on this person (Moraes) causing so much upheaval." The judge's orders, including the restraining orders under penalty of arrest, have been upheld by the wider court. Those orders and the larger case before the Supreme Court came after two years of investigations into Bolsonaro's role in an election-denying movement that culminated in riots by his supporters that rocked Brasilia in January 2023. That unrest drew comparisons to the January 6, 2021 riots at the U.S. Capitol after Trump's 2020 electoral defeat. In contrast with the tangle of criminal cases which mostly stalled against Trump, Brazilian courts moved swiftly against Bolsonaro, threatening to end his political career and fracture his right-wing movement. An electoral court has already banned Bolsonaro from running for public office until 2030. Another of Bolsonaro's sons, Eduardo Bolsonaro, a Brazilian congressman, moved to the U.S. around the same time the former president's criminal trial kicked off to drum up support for his father in Washington. The younger Bolsonaro said the move had influenced Trump's decision to impose new tariffs on Brazil. In a statement after the arrest on Monday, Congressman Bolsonaro called Moraes "an out-of-control psychopath who never hesitates to double down." Trump last month shared a letter he had sent to Bolsonaro. "I have seen the terrible treatment you are receiving at the hands of an unjust system turned against you," he wrote. "This trial should end immediately!" Washington based its sanctions against Moraes last week on accusations that the judge had authorized arbitrary pre-trial detentions and suppressed freedom of expression. The arrest could give Trump a pretext to pile on additional measures against Brazil, said Graziella Testa, a political science professor at the Federal University of Parana, adding that Bolsonaro seemed to be consciously provoking escalation. "I think things could escalate because this will be seen as a reaction to the Magnitsky sanction" against Moraes, said Leonardo Barreto, a partner at the Think Policy political risk consultancy in Brasilia, referring to the asset freeze imposed on Moraes last week. The U.S. Army is consolidating 75 contracts into a single arrangement with Palantir Technologies worth as much as $10 billion — a move the service said will accelerate deliveries and eliminate middleman fees. Why it matters: The 10-year deal is evidence of three things, closely related: The ascendancy of Palantir in Washington and at the Pentagon, in particular. (At an AI summit last month, President Trump remarked, "We buy a lot of things from Palantir.") The changing ways militaries are trying and buying products, especially software. The maturing D.C.-Silicon Valley relationship, which was on the rocks not too long ago. The big picture: The Army and other services have for years fought to streamline networks, intelligence, safeguards and IT, all while contending with a crush of data in the boardroom and on the battlefield. Last year, the company bested RTX for a $178 million Tactical Intelligence Targeting Access Node contract. It's delivering the kitted-out trucks alongside partners Anduril Industries, Northrop Grumman and L3Harris Technologies. Other wins include an AI research-and-development deal in 2023, worth $250 million, and a predictive maintenance and supply chain agreement in 2022, worth $85 million.
