Nearly two weeks after an Air India aircraft crashed in Ahmedabad, killing 274 people, India's Aircraft Accident Investigation Bureau has yet to appoint a lead investigator, raising concerns over the pace and efficiency of the probe.
While the investigation has technically begun, aviation safety experts say the absence of an official order designating an investigator-in-charge is a critical delay that could affect the timeline mandated by international standards, Economic Times reported.
Under the International Civil Aviation Organization's (ICAO) Annex 13, the appointment of an investigator-in-charge is required for the organisation, control, and conduct of an aircraft accident probe. The rules also stipulate that a preliminary report must be submitted within 30 days of the incident.

Appointment delayed, AAIB under scrutiny
A formal order from the Director General of AAIB designating the lead investigator is still awaited, although Dhruv Rebbapragada, a former regional safety director for South Asia at Airbus and a former IndiGo pilot, has been identified to head the panel, according to sources familiar with the matter. Rebbapragada has previously led multiple crash investigations for AAIB but is reportedly unable to initiate this probe without the government notification that confers investigative authority, access to wreckage, and budgetary backing.
Civil Aviation Minister Ram Mohan Naidu confirmed a panel was formed and the investigation had started 'from Day 1' but did not offer a specific timeline for completion.
Experts say the absence of a formal mandate raises concerns about the bureau's operational independence and readiness. AAIB, which draws many of its personnel from India's aviation regulator DGCA , does not have an independent budget and was long headed by civil service officers before its current chief, Indian Air Force officer GVG Yugandhar, took charge. A parliamentary standing committee earlier this year flagged the bureau's 'modest' funding, with only Rs 20 crore allocated for capital expenditure in FY26.
While a separate committee under Union Home Secretary Govind Mohan has been constituted, its role is limited to suggesting broader sectoral safety improvements and does not overlap with the crash investigation.
Black boxes retrieved, data extraction underway
Despite administrative delays, technical aspects of the investigation have progressed. Both the Cockpit Voice Recorder (CVR) and Flight Data Recorder (FDR) were recovered from the crash site– one from a rooftop on June 13 and the other from the wreckage on June 16. The devices were secured under 24-hour police protection and CCTV surveillance before being flown to Delhi aboard Indian Air Force aircraft on June 24.
The front black box reached the AAIB laboratory in Delhi with the Director General at 2:00 p.m., while the rear unit arrived later that day at 5:15 p.m. Technical teams from AAIB and the US-based National Transportation Safety Board (NTSB), as mandated under ICAO protocols since the aircraft was manufactured in the United States, began data extraction on the evening of June 24.

On June 25, the memory module of the CVR was successfully accessed and downloaded. Analysis of the black box data is ongoing, aimed at reconstructing the sequence of events that led to the crash of the Boeing 787 Dreamliner and identifying any systemic failures.
The investigation team comprises aviation medicine experts, air traffic controllers, and NTSB representatives, in line with international standards and India's Aircraft (Investigation of Accidents and Incidents) Rules, 2017.
Authorities say the probe remains compliant with international obligations and domestic laws. However, with no formal lead investigator appointed and the 30-day deadline for a preliminary report fast approaching, concerns persist about whether India can meet ICAO's time-bound investigation standards.

SC allows Lalit Modi to seek civil remedy in plea against Rs 10 crores fine imposed by ED

New Delhi [India], June 30 (ANI): The Supreme Court on Monday has granted liberty to Lalit Modi to move to a civil court to seek remedy against a Rs 10.65 crore fine imposed on him by the Directorate of Enforcement (ED) in a Foreign Exchange Management Act (FEMA) case in connection with the 2009 season of the Indian Premier League. Modi had sought directions for the recovery of the fine amount from the Board of Control for Cricket in India (BCCI), instead of him. A bench of Justices PS Narasimha and R Mahadevan disposed of Modi's plea, allowing him to seek civil remedy, after the counsel appearing for Modi sought to withdraw the same. Modi had moved the top court against the decision of the Bombay High Court in dismissing his plea, with a Rs 1 lakh cost. During the hearing, Modi's counsel argued that as per various earlier judicial decisions, the case is well within the Writ jurisdiction provided under Article 226 of the Constitution of India. However, the bench was of the view that the BCCI has been held as 'not a State' for recovery of the said fine imposed by the ED. 'BCCI is to be held to be 'not a state.' Recovery can't be equivalent to State', the bench stated. Modi's counsel then sought liberty to seek civil remedy by moving to a civil court in the matter. The Court agreed and disposed of the plea after noting that the same is not maintainable under Article 226 of the Constitution. In May 2018, the Enforcement Directorate (ED) had levied penalties on the Board for Control of Cricket in India (BCCI) and its former chief N. Srinivasan, among others, over alleged violations in the Foreign Exchange Management Act (FEMA) regulations in the 2009 edition of the Indian Premier League (IPL). Apart from an 82.66 Cr fine on the BCCI, and an 11.53 Cr fine on Srinivasan, penalties have also been imposed upon the former chairman of the IPL, Lalit Modi (10.65 Cr), former BCCI treasurer MP Pandove (9.72 Cr) and the State Bank of Travancore (7 Cr). The penalties amount to a total of 121.66 Cr. On July 20, 2011, the ED had issued show cause notices to Modi and the BCCI under provisions of FEMA regarding the alleged transfer of a sum of Rs 243.45 crores to Cricket South Africa without prior permission of the RBI, ahead of an IPL tournament in 2009. The ED was subsequently allowed by the Bombay High Court to summon several former BCCI officials, including Manohar and then secretary N Srinivasan, as witnesses in the matter. (ANI)

Head Constable of Delhi Police suffers from chest pain after being caught red-handed while taking bribe

New Delhi [India], June 30 (ANI): A Head Constable of Delhi Police, currently under treatment at Burari Hospital, suffered chest pain after he was caught red-handed while taking a bribe at Burari Police Station. According to the Vigilance Department of Delhi Police, a head constable was caught red-handed accepting a bribe of Rs 25,000 and subsequently suffered chest pain requiring hospitalisation. The incident occurred at the Burari police station in North Delhi on Friday night. The team rushed him to Burari Hospital, and now he is under treatment, officials added. A team from the Vigilance department had laid a trap for the head constable after a local businessman complained about the officer demanding a bribe of Rs 75,000 to not remove the mobile tower from his terrace. The complainant was instructed to offer the bribe in three instalments of Rs 25,000 each. The head constable was apprehended while accepting the bribe, but he suffered chest pain and was rushed to the hospital. According to Vigilance, the officer is currently stable and will be arrested once discharged from the hospital. An investigation is underway to determine the full extent of the officer's involvement in the bribery case. Earlier, the Rouse Avenue Court had granted bail to a traffic cop on June 14 who was allegedly collecting bribe money through a man, being used as a helper, from transporters and other persons in the Samaypur Badli Traffic Circle. The helper, identified as Dalip Kumar, filed a complaint at the Vigilance Branch, claiming that the accused cop had been using him to collect bribe money for the past two years, though he was not aware of it. An FIR was registered by the vigilance, and accused Assistant Sub-Inspector Vijay Kumar was arrested red-handed on May 21, 2025, when he was receiving Rs 30,000 collected by Dalip Kumar. Special Judge Atul Krishna Agrawal granted bail to Vijay Kumar after considering the facts, including the custody of the accused and parity with the co-accused, who is enlarged on bail. The complainant has retracted his allegations in the complaint. 'Considering the period of judicial custody of the accused as well as the fact that the recovery whatsoever has already been effected, and also the fact that co-accused Head Ct. Surender has already been granted bail by the Learned Concerned Court vide order dated 06.06.2025, accused Vijay Kumar is admitted to bail on his furnishing a personal bond in the sum of Rs. 50,000 with one surety in the like amount,' Special Judge Agrawal ordered on June 12.
