
Who's afraid of the Budget?
If the budget is to be strategic, as the finance minister says, and if it has to reflect the leadership's resolve, as the prime minister says, and if it has to fuel structural reforms, as the entire cabinet says, then today's budget will need to show the kind of courage that no previous budget has shown.
For this to happen, the government will need to be fearless.
Here's the problem, though. The fear of being fearless haunts the budget makers more than it should. It is a fear triggered by the demands of assorted lobbies, pressure groups and political gravy trains. Only a fearless government can resist such pressure, defy such demands, and barrel ahead with reforms that Pakistan so desperately needs.
These needs are well known. On the revenue side, broadening the tax net and privatising state-owned enterprises remain key challenges. On the expenditure side, reducing the size of the government and reforming the pension system top the priority list among various other items. Not much can be done with interest payments, or revenue share of the provinces, or the defence budget. So, within these constraints, the government has to show courage and do what previous governments have feared to do.
The base is set. While launching the Economic Survey on Monday, Finance Minister Mohammad Aurangzeb talked about the macroeconomic improvements from last year. He is not wrong. Inflation and interest rates have come down impressively while foreign exchange reserves and stock markets have risen significantly. As has consumer confidence, if latest surveys are to be believed. The exchange rate has held steady, and the IMF programme is on track. Credit must be given where credit is due.
Clarity of policy played a role, IMF's requirements played a role, and fiscal discipline played a role. Courage though was not the main ingredient. Now it will need to be. The government will need courage to tax those powerful sectors and lobbies that remain outside the net; it will need courage to right-size the federal government in face of stiff resistance from political and bureaucratic vested interests, and it will need courage to push through reforms in the power sector. So far, we have not seen a display of such courage from this government.
Neither have we seen any serious conversations between the federation and the provinces on the National Finance Commission Award. The finance minister mentioned during Monday's press conference that such a discussion might take place in the next few months. Good. But why was this not done earlier? Lack of resolve?
Speaking of resolve, much will be needed if the policy of export-led growth has to deliver dividends. The finance minister has been making the right noises about not falling prey to the boom-and-bust cycles of yesteryears in a rush for growth. But export-led growth will require the government to actually promote and incentivise exports, not tax them like it does presently. This would also require innovation and dynamism to help the private sector move on to value added exports.
So far, the government has opted for shortcuts to get macro numbers in order. It has taxed the already over-burdened salaried class, shied away from major government right-sizing, kicked the privatization can down the road and vocalized power sector reforms instead of implementing them. The time for such shortcuts is now over. The business-as-usual type of budget will not cut it anymore. Neither will high sounding claims meant for political consumption. If the finance minister's budget speech today does not have real substance for real reform, it will betray the government's inability to muster the courage required at this time.
More so because few governments have had the open field to drive through reform than this one. The civil-military equation is at its supportive best, the state is fresh off a morale-boosting victory over India, the opposition is in tatters and international financial institutions – as well as major regional and global powers – are lending a hand (and dollars) wherever needed. There is never a better time to display courage, resolve and determination to cut through all pressures, lobbies and vested interests.
Today's budget is a test-case to see if this government – with all the advantages that it enjoys – can walk the talk. There is a broad consensus that continuity of policy can breed good economic dividends. This means staying the course and not being distracted by political compulsions or expediencies. The present system faces no risk to its longevity for now. This is a luxury few have had in previous terms. It would be unfortunate if at this critical juncture the government wastes the opportunity to reform the system with courage and conviction. We will not have to wait long to deliver the verdict.

IMF slams tax-free sugar import
The International Monetary Fund (IMF) has reacted to a major breach of the $7 billion programme and conveyed its reservations about the government's decision to import 500,000 metric tonne of sugar by waiving taxes, in violation of written commitments. The development came as sugar prices officially hit Rs200 per kg for the first time in the country's history, according to the Pakistan Bureau of Statistics' (PBS) inflation bulletin released last Friday. Government sources told The Express Tribune that the IMF did not accept Pakistan's plea that the tax-free sugar import was justified due to a food emergency. The Federal Board of Revenue (FBR) had written to the IMF on behalf of the government. The supply situation tightened due to the government's earlier decision to export 765,000 metric tonnes of sugar. Sources said the IMF's reaction aligned with the finance ministry's assessment, which had forewarned of the $7 billion programme being "detracted" by two breaches. Pakistan is now in serious breach of the IMF programme after it violated written commitments not to grant preferential tax treatment or engage in commodity purchases. The Ministry of Finance, FBR, and IMF did not officially comment on the development. However, officials involved said the IMF had taken exception to the government's move to bypass it when deciding to import sugar, breaching two programme commitments. This marks the first test for the new IMF Mission Chief to Pakistan, Eva Ghirmai, and how she handles the situation. The government bypassed the IMF and swiftly waived taxes and issued an import tender, a move likely to create further mistrust between both sides, said the sources. Last week, the federal cabinet approved the import of 500,000 metric tonnes of sugar, waiving nearly all applicable import taxes to mitigate the negative impact of its earlier decision to allow sugar exports. The tax waiver was intended to reduce the imported sugar price by an estimated Rs82 per kilogram. With all applicable duties and taxes, the import price is estimated at around Rs245 per kg, though the exact price will be known once the government receives bids by this Friday. Federal Minister for National Food Security and Research Rana Tanveer Hussain stated that, due to a food emergency, the federal cabinet approved the import of 500,000 metric tonnes of sugar to stabilise local prices with immediate effect. Following the cabinet decision, the FBR issued three notifications to completely waive import duties and apply a nominal 0.25% sales tax and withholding tax rate, mainly for record-keeping purposes. The tax waivers apply to both private importers and the Trading Corporation of Pakistan (TCP), in breach of the IMF agreement. According to the FBR notification, "Pursuant to the Cabinet Decision, the withholding tax under section 148 shall be collected at the rate of 0.25% of the value of commercial import of sugar up to 500,000 tonnes by Commerce Division through TCP or private sector." The sales tax rate was reduced from a cumulative 21% to 0.25%, and duties were fully exempted. IMF programme documents state, "Do not grant tax amnesties, and do not issue any new preferential tax treatment, including exemptions, zero rating, tax credits, accelerated depreciation allowances, or special rates." The government proceeded with the sugar import despite its commitment to the IMF to phase out federal and provincial price-setting for agricultural commodities by the end of FY2025-26. The TCP has already issued a tender to import 300,000 metric tonnes of sugar, with a bid submission deadline of July 18. The government also committed that by December 2025, it would review relevant legislation underpinning market interventions and prepare recommendations on addressing issues like market abuse and anti-competitive behaviour through competition policy and less protectionist trade policies, according to sources. Sources said that after the cabinet waived taxes via circulation of the summary, the finance ministry raised objections with the Prime Minister's Office. According to insiders, the finance ministry stated that the summary for sugar import was approved by the Cabinet without input from the finance minister. The finance minister, last week, did not respond to a request for comment on whether he raised the issue with the prime minister. Sources said the ministry informed the PM that the waiver of duties and taxes on sugar imports violated Pakistan's agreement with the IMF. It reiterated that the government had agreed not to issue any new tax exemptions or preferential treatment. The ministry's concern was that these breaches could detract from the IMF programme. Sources said that, following the IMF's response, the government was evaluating options to manage the situation. These include TCP backing out of the imports entirely and withdrawing the tax waiver for the private sector. However, no final decision has been made. Sources added that the food minister again met with the Pakistan Sugar Mills Association (PSMA), which assured him it could meet domestic needs by starting the crushing season early. The government anticipates a sugar shortfall of 535,000 metric tonnes in OctoberNovember this year. The government of Prime Minister Shehbaz Sharif had earlier exported 765,000 metric tonnes of sugar, which pushed local prices from under Rs140 to Rs200 per kg.

End of 'The End of History'
Year 2025 has seen immense turbulence. Since Donald Trump's formal inauguration as President of the United States, 60% of international development funds have been slashed, immigration controls in the West have multiplied exponentially, trade barriers have gone up, AI has wiped out hundreds of thousands of jobs, the Palestinian genocide has entered its final phase, and conflicts involving nuclear powers have intensified. In the words of Antonio Gramsci, "The old world is dying, and the new world struggles to be born: now is the time of monsters." Following the end of WWII, America experienced 25 years of relatively inclusive growth. Real wages - adjusted for inflation - for both white and blue collar trades rose consistently until 1970. Technological breakthroughs were frequent and significant. The digital computer, data storage devices, microchip technology, and packet-switched networks, which served as precursors to the internet, all entered the fray during the '50s and '60s. In aviation, the sound barrier was broken, the first satellites went into orbit, and rockets landed on the moon. In biomedicine, the DNA structure was mapped, the polio vaccine discovered, and oral contraceptives approved. In media, portable radios and colour TVs were made ubiquitous. Perhaps most significantly, basic amenities like food, clothing, shelter, education, and healthcare were easily affordable for single-earner middle class families. Simultaneously, a comprehensive international development architecture was set up. At the Bretton Woods Conference in 1944, the World Bank and IMF were formally established to foster macroeconomic stability in 'developing' countries - particularly following decolonisation - via policy formulation, short term credit agreements, and infrastructure-related assistance. The UN was inaugurated a year later to promote trade, sociocultural exchange, and peace/harmony between nations. The WHO was set up in 1948 to address public health crises. The United States Agency for International Development (USAID), created in 1961, spearheaded development in the domains of economics, governance, and humanitarian assistance across the world for subsequent decades. During this period, these global institutions played a genuinely constructive role in industrialisation, agricultural modernisation, and institutional strengthening in developing countries. While conflicts (such as the Vietnam War and Korean War) broke out in the context of the Cold War, significant people's movements such as the Civil Rights Movement, Anti-war Movement, Counterculture Movement, first two waves of feminism, and several anti-colonial independence movements also took off and expanded liberties and sovereignties worldwide. The tides began to shift in 1971, when the dollar was unpegged from gold by President Nixon - sending shockwaves across global economies. The US Federal Reserve could now print money to its heart's desire: thus triggering massive inflationary pressures that corroded purchasing power. A couple of years later, the mainstreaming of 'finance capital' was observed. 1973's oil embargo sent prices skyrocketing by almost 300%, following which OPEC countries saw a massive influx of dollars - which they parked in US banks due to limited domestic capacity. These reserves were then recycled into US Treasury securities in exchange for military protection. This fueled a movement away from growth/innovation in tangible goods and services in favor of 'speculative trading' in bonds, stocks, derivatives, etc - a trend that led to greater inequality and declining real innovation. Things took an even worse turn under President Reagan, who kickstarted neoliberalism and aggressive imperialism. The first functioned to empower big corporations via massive reductions in taxation, regulation, trade restriction, etc and widespread crackdowns on organised labour - effectively subverting the state apparatus to the interests of big capital. The 1989 Washington Consensus codified 'privatize, liberalize, deregulate' as global economic orthodoxy, trapping the Global South in debt and resource extraction arrangements that revived colonial dynamics. Second, a series of military and intelligence interventions were launched as part of a broad strategy to lay the pressure on the Soviet Union. While Afghanistan was the major confrontation, the backing of several regimes and militia groups - particularly in Latin America - was a central feature of the 'Reagan Doctrine'. The former included the governments of El Salvador, Guatemala, Honduras, Argentina, and Chile; while the latter constituted the Contras in Nicaragua and 'Mujahideen' in Pakistan. This initiated a cycle of violence, with entire economies of arms/ammunition, sex/drug trafficking, and extremist indoctrination projects proliferating across vulnerable communities. Many of these groups were later involved in the 9/11 attacks, triggering decades-long wars in Iraq and Afghanistan that killed millions. This pattern - economic precarity at home, violence overseas - continued throughout the 2000s and 2010s. The 2008 financial crash, Obama's drone warfare, the rise of ISIS, turmoil in Afghanistan, Israel's continued occupation, and the abysmal handling of Covid-19 were all indications of terminal decline. Even in tech, progress almost ground to a halt during the two decades: reduced to marginal annual improvements in consumer electronics (like the iPhone) with hardly any groundbreaking discoveries. Large language models in recent years have admittedly been the major breakaway from this uneventful pattern, but even these potentially revolutionary tools have been deployed to advance military, surveillance, and immigration control systems - accelerating the movement towards fascism. Having withdrawn from the WHO, drastically reduced contributions to UN agencies, ignored directives from the International Criminal Court, and shut down USAID, it is all but evident that the 'rules based international order' led by the US following WWII is drawing to a close. The recent '12 Day War' with Iran only laid bare US vulnerabilities, as the former was able to preserve uranium stockpiles, give Tel Aviv a pounding, and launch attacks on Gulf airbases. Domestically, New York City - the capital of the 'American Dream' - recently voted for a staunchly anti-corporate and pro-Palestine candidate as Democratic nominee for mayorship, thus rejecting two central ideological tenets of Western hegemony, i.e. Capitalism and Zionism. In 1992, shortly after the collapse of the Soviet Union, political theorist Francis Fukuyama proclaimed the 'End of History', asserting liberal capitalism's final triumph. Three decades on, his claim sounds laughable. What comes next is difficult to predict, but two possibilities have been proposed. One is nuclear armageddon, where nations blow each other up following tit-for-tat engagements in 'World War 3'. The other is the ushering in of a 'globalist' order, one premised upon total control and subjugation: an Orwellian nightmare. There is a third path: a break from endless war, exploitation, and despotism. Its name is Socialism.

IMF sees growth ahead for Pakistan

Photo: APP Listen to article A senior International Monetary Fund (IMF) official said on Sunday that growth across the Middle East, North Africa (MENA) region and Pakistan was expected to strengthen in 2025 and beyond, despite "exceptional uncertainty" that could weigh on the global economic outlook. In a comprehensive guest lecture at the Sustainable Development Policy Institute (SDPI), IMF Resident Representative for Pakistan Mahir Binici, cautioned against elevated trade tensions, geopolitical fragmentation and weakening global cooperation. Binici, according to a press release issued here, reaffirmed the continued IMF support for Pakistan's economic and climate reform agenda and underlined the urgent need for prudent and forward-looking policy actions. Focusing on Pakistan, Binici noted that the country's performance under the IMF's Extended Fund Facility (EFF) had been "strong so far," adding that the successful completion of the first review by the IMF Executive Board in May 2025 was a key milestone. Binici emphasised that structural reforms remained central to Pakistan's long-term economic sustainability, particularly reforms that strengthened tax equity, improve business climate, and encourage private-sector-led investment. "Early policy measures have helped restore macroeconomic stability and rebuild investor confidence, despite persistent external challenges," he said. He also highlighted Pakistan's progress on climate-related reforms under the IMF's Resilience and Sustainability Facility (RSF). He said that key areas of reform under the RSF included enhancing public investment planning, promoting efficient and sustainable use of water resources, improving institutional coordination for disaster preparedness and financing, expanding availability and transparency of climate-related data. The press released said that Binici stressed that the support through "the RSF will not only strengthen Pakistan's climate resilience but also help unlock green investments and foster a more climate-conscious economic trajectory." The lecture was followed by a discussion on fiscal and monetary policy frameworks, external buffers, and the role of international institutions.
