President Ferdinand "Bongbong" Marcos Jr. concurs with the recommendation of the Local Water Utilities Administration (LWUA) following its investigation into the operations of water service provider PrimeWater.
Palace Press Officer Undersecretary Atty. Claire Castro said in a briefing Wednesday that Marcos has studied LWUA's report and already has an opinion on the matter.
However, Castro did not disclose LWUA's recommendation as it was not yet the right time.
"Ang Pangulo po ay naaral na po ang report mula sa LWUA, siya po mismo ang nag-aral nito at ang rekomendasyon po sa kanya ay kanya naman pong inayunan," Castro said.
(The President already studied the LWUA report and he agreed with the agency's recommendation.)
Marcos had directed an investigation into the operations of PrimeWater Infrastructure Corp. due to numerous service-related complaints.
The water service provider had vowed to be open to any meaningful dialogue that would resolve concerns as it also affirmed it is committed to cooperating with LWUA.
Last week, LWUA Administrator Jose Moises Salonga was asked if it included in its list of recommendations the termination of PrimeWater joint venture agreements (JVAs).
In response, he answered that the agency would prioritize putting water in people's pipes first.
Salonga also noted that the LWUA was previously an attached agency of Department of Public Works and Highways (DPWH), and the possible conflict may be linked to the previous officials of these offices.
Castro had said JVAs between PrimeWater and other local water districts increased in 2019, when LWUA was still an attached agency of the DPWH under the leadership of Senator Mark Villar.
For his part, Villar on Saturday denied any participation in JVAs entered into by PrimeWater and local water districts through the LWUA during his tenure as DPWH secretary.
Castro clarified on Monday that she did not insinuate that Villar had a hand in the PrimeWater deals.

Palace welcomes Marcos' improved trust rating

Malacañang on Tuesday welcomed the recent SWS survey indicating an increase in the trust rating of President Ferdinand ''Bongbong'' Marcos Jr. Palace Press Officer Claire Castro said the President's trust rating grew despite political noise and attempts to discredit his administration. She said the respondents of the survey had clearly seen what Marcos is doing for the country. 'Kahit na sobrang panggigiba sa kanya ng mga obstructionists na ito na walang magawa kundi manira nang manira at hindi makita ang magagandang trabaho ng Pangulo, sa ating palagay 'yung mga taong mga respondents dito na siyang naging parte ng survey na ito ay nakita nila kung ano ba ang ginagawa ng Pangulo at ng administrasyon,' Castro said. (Even though these obstructionists are so destructive to him that they can do nothing but destroy and destroy and not see the good work of the President, we think that the respondents here who were part of this survey saw what the President and the administration are doing.) She added that the public recognizes the administration's initiatives and programs that are aimed at improving the lives of Filipinos. 'Masaya na nakikita na po ng taumbayan ang ginagawa ng administrasyon,' Castro said. (I'm happy that the people are seeing what the administration is doing.) Marcos' trust rating increased by 10 percentage points from 38% in May to 48% in June, an SWS survey commissioned by Stratbase showed. According to the survey conducted among 1,200 Filipino adults, 48% expressed a great deal of trust in the President, while 30% had little trust and 21% were undecided. The respondents were asked to assess their level of trust in key government officials using the following categories: very much, somewhat much, undecided if much or little, somewhat little, and very little. The survey has a ±3% margin of error. — BAP, GMA Integrated News

Marcos to study calls on banning online gambling

President Ferdinand ''Bongbong'' Marcos Jr. will study the calls to ban online gambling, Malacañang said on Tuesday. During a press conference, Palace Press Officer Undersecretary Atty. Claire Castro was asked for reaction on the call of Senator Raffy Tulfo to totally ban online gambling. Castro said this matter should be dealt thoroughly as this will affect the Philippine economy and the residents as well. ''Ang mga pagpapasyang ganito po ay talagang pinag-aaralan kung ito ba'y makakaapekto sa ekonomiya, makaapekto sa mamamayan at hindi po tayo maaring magpadalos-dalos po dito,'' Castro said. (Decisions like this are really being studied to see if they will affect the economy, affect the people, and we cannot rush into this.) ''Dahil minsan po, kapag po mismo ang legal at license ng mga online gaming sites ang iyong iba-ban, mas dumadami ang mga illegal na online gaming sites at iyan po ay mas nakakaapekto sa ekonomiya, so pinag-aaralan po iyan ng Pangulo,'' she added. (Because sometimes, when you ban legal and licensed online gaming sites, the number of illegal online gaming sites increases and that has a greater impact on the economy, so the President is studying that.) Earlier, online gaming operators licensed with the Philippine Amusement and Gaming Corporation (PAGCOR) expressed opposition over proposals for a total ban on online gambling in the country. They warned that Filipinos might shift to unregulated sites on the black market. In a joint statement, the companies said they 'are standing united with the PAGCOR and 'forward-thinking' lawmakers to call for stronger regulation — not a total ban — to keep Filipino players safe and the country's economy thriving. At the House of Representatives, lawmakers including Negros Occidental Representative Javi Benitez and Bicol Saro party-list Representative Terry Ridon are pushing for stricter regulations instead of a total ban. Meanwhile, Akbayan party-list Representatives Chel Diokno, Perci Cendaña, and Dadah Ismulla filed House Bill 1351, seeking to limit access to online gambling or the Kontra e-Sugal Act. — BAP, GMA Integrated News

COA's unmodified opinion doesn't mean absence of irregularities —Palace

Palace Press Officer Claire Castro said an unmodified opinion by CAO does not mean there were no irregularities in the use of the budget by the agency. (Screenshot from PCO) Palace Press Officer Undersecretary Atty. Claire Castro said Friday that the ''unmodified opinion'' score of the Office of the Vice President from the Commission on Audit does not mean that there is no anomalous use of funds. Castro was asked for comment on COA saying that the financial statements of Vice President Sara Duterte's office present "fairly, in all material respects, the financial position of OVP as of December 31, 2024." ''Okay, liwanagin po natin ang unmodified opinion na ibinibigay po ng COA para po hindi masyadong maguluhan ang ordinaryong Pilipino. Kapag sinabi po kasing unmodified opinion, it pertains only to the financial statement presentation. So, ibig sabihin, sumunod lang po sa financial reporting framework, kumbaga iyong format, kung ano iyong laman, nagbalanse,'' Castro said in a briefing. ''Pero hindi po ito nagpapatunay na walang anomalya. Iba po iyong tama ang pag-report at iba iyong tama ang paggamit ng pondo. Kung sinasabing may continuing commitment ang OVP dahil dito sa unmodified opinion for transparency, accountability, judicious use of funds, as well as compliance with principles of good governance, tandaan po natin, iyong opinyon na iyon ay hindi po patungkol sa compliance and performance audits,'' she added. Castro pointed out that this does not mean there were no irregularities in the use of the agency's budget. The COA issues an unmodified opinion or unqualified opinion when the state auditor "concludes that the financial statements are prepared, in all material respects, in accordance with the applicable financial reporting framework."The COA, however, only issues an unqualified or qualified opinion on the Financial Audit part of the Annual Audit Report on government agencies, including the also clarified that an audit opinion 'should not be viewed as a rating, score or grade, with ranking of lowest to highest,' stressing that it only pertains to the financial audit done by state auditors on the House of Representatives impeached Duterte on February 5, with over 200 lawmakers endorsing the complaint. On June 10, the Senate impeachment court convened, with the trial proper expected to begin in the 20th Congress. Among the seven articles of impeachment against Duterte was the alleged malversation of P612.5 million in confidential funds with questionable liquidation documents. Duterte has since denied the allegations.—LDF, GMA Integrated News
