E-invoicing Phase 3 begins for businesses earning RM5mil–RM25mil [BTTV]

CYBERJAYA: The Inland Revenue Board (IRB) is accelerating its digital tax compliance drive with the rollout of Phase 3 of e-invoicing today, a move set to impact around 55,000 businesses earning between RM5 million and RM25 million annually.
IRB Deputy Chief Executive Officer (Tax Operations) Shaharrudy Othman said the agency is committed to providing continuous support to taxpayers, particularly micro, small and medium enterprises (MSMEs), through various promotional and educational programmes.
"IRB is actively stepping up efforts to educate and raise awareness among target groups to ensure that the e-Invoice implementation is comprehensive and effective," he said at the launch ceremony and media conference on the implementation of e-Invoice for Phase 3 held here today.
Shaharrudy said a total of 352 million e-invoices have been submitted via the MyInvois system to date.
"This involves over 37,800 taxpayers, including about 5,400 taxpayers from Phase 1 and more than 13,000 taxpayers from Phase 2.
"Furthermore, over 19,000 taxpayers have voluntarily adopted e-invoicing ahead of their scheduled implementation dates," he said.
Last month, IRB announced that Phase 4 of the e-invoice implementation for taxpayers with annual income or sales between RM1 million and RM5 million has been postponed to Jan 1, 2026.
Phase 5, involving the income group of up to RM1 million, will commence on July 1, 2026.
Meanwhile, taxpayers with an annual income or sales below RM500,000 are exempted from the initiative.
Shaharrudy added that the grace period for the implementation of e-invoicing for Phase 2, involving businesses with an annual revenue between RM25 million and RM100 million, had ended on June 3, and taxpayers must now fully comply with the guidelines.
"To ensure ongoing support for MSMEs who are starting their e-invoicing implementation from today, IRB has increased the number of briefing sessions and expanded the use of the MyInvois Portal nationwide.
"IRB has also created a dedicated e-invoicing microsite on the agency's official portal and is using various communication channels to disseminate relevant information," he said.
Shaharrudy said the agency will continue to enhance communication across businesses, tax practitioners, professional bodies and stakeholders to raise awareness and improve their understanding of the benefits of e-invoicing implementation.
"To facilitate a smooth implementation, we have also set up dedicated service counters nationwide to assist taxpayers in understanding the use of the MyInvois Portal, MyInvois application and the free-to-use MyInvois e-Pos system," he said.
IRB also launched the MyInvois e-Pos system, which is designed for MSMEs with annual income or sales of under RM750,000.
Shaharrudy said the system simplifies the implementation of e-invoicing by integrating core business functions such as sales recording, inventory management, financial reporting and e-invoice support.
He added that the system also aims to help MSMEs enhance business operational efficiency while facilitating the smooth implementation of e-invoicing.

'The programme will support microenterprises through business and contract farming financing schemes, aiming to benefit more than 4,000 qualified microentrepreneurs, particularly from low-income communities.' 'We believe this initiative will not only drive positive economic outcomes but also foster social development among microentrepreneurs,' he said, adding that through structured guidance, participants will be equipped with the knowledge and tools to make sound financial and business decisions, ultimately improving their capacity to manage various aspects of their businesses efficiently. Agrobank will monitor the programme's impact and effectiveness six months after participants join. The AgroPintar Programme is spearheaded by Agrobank's Centre of Excellence and Microfinance Division, reflecting Agrobank's ongoing commitment to empowering microentrepreneurs across Malaysia. At the same event, Agrobank also launched a financial literacy video series developed in collaboration with the Financial Education Network. The 12-episode series features popular social media influencer Sir Asai. This initiative is tailored to promote financial awareness among school students using fun and accessible content. It aims to instil healthy financial habits through the 3S approach – Spend, Save and Share – encouraging the younger generation to adopt responsible money management from an early age.

Pritchard PENAMPANG (July 6): The failure of the MyKiosk initiative in Donggongon, Penampang has raised serious concerns. Political secretary to Moyog assemblyman Datuk Darell Leiking, Pritchard Gumbaris calls it a 'poorly planned, rushed and burdensome project that is failing the very people it was meant to help.' 'What was meant to empower small traders has become a showcase of neglect. The MyKiosk area is leaking, poorly located, lacks basic infrastructure like water and cleanliness, and traders are being charged up to RM350 per month after paying a RM1,050 deposit. This is not assistance — it's punishment,' he said in a statement on Sunday. Only two of 10 kiosks in Donggongon are in use. Pritchard revealed that upon inspection of 10 kiosks at the Donggongon site, only two were in use — while the rest were empty. 'This is a clear sign that something is seriously wrong. Traders are either unable or unwilling to operate in these conditions. Why build kiosks no one can use? This is a waste of public funds. 'One trader told me his kiosk leaks when it rains. MPP's (Penampang Municipal Council) response was to cover it with tape. He has no access to piped water and has to buy water daily from a nearby dispenser just to run his business. This is what they're forced to deal with. 'Some kiosks are placed far away near the riverbank at Jalan Kodundungan, where there's almost no foot traffic. Others must compete directly with long-time vendors at the Donggongon market. These location decisions are disastrous. The traders are set up to fail, and their security is also at risk in these isolated spots. 'Despite claims by the federal ministry that rental is capped at RM300, traders here are being charged RM350 monthly, plus RM1,050 deposit — all for substandard infrastructure with no water and no drainage. Where is the fairness in this?' he asked. Pritchard reminded the public that the majority of MPP councillors were appointed by DAP and UPKO, and elected assemblypersons — including those from the government bloc — sit in monthly MPP meetings. 'Why have these issues not been raised? Are they ignoring the suffering of the traders? These are their own constituents. Their silence is unacceptable.' 'Across the country, people are questioning the high cost of kiosk construction. When traders are left with leaking kiosks and no water — we have to ask: where did the money go?' 'These kiosks are within Kepayan constituency. These traders are her voters. As a DAP representative and colleague of Federal Housing and Local Government Minister Nga Kor Ming, Jannie Lasimbang must speak up and act. We cannot afford silent bystanders.' Pritchard also pointed out that there is not a single public dustbin at the kiosk site and the whole of Donggongon town. 'And yet we expect cleanliness? How can basic urban services be so badly neglected?' He urged the Ministry of Housing and Local Government, MPP and relevant state authorities to act immediately: 1. Repair leaking kiosks and ensure they meet proper standards. 2. Install piped water access and improve drainage. 3. Provide public dustbins and regular cleaning of kiosk areas and Donggongon town. 4. Relocate kiosks in low-traffic and insecure zones. 5. Fully disclose the cost and contractors of kiosk construction. 6. Review and standardise rent and deposits fairly. 7. Ensure selection of genuine, local Penampang traders in need. 8. Hold local councillors and assemblypersons accountable for their role and inaction. 'The MyKiosk initiative was supposed to empower — not exploit — our people. Instead, it has become a glaring example of poor planning, failed oversight, and neglect. If the government truly champions micro-entrepreneurs, it must stop hiding behind press releases and start solving real problems on the ground,' added Pritchard.

KUALA NERUS: Despite rising food costs, a dedicated couple continues to serve budget-friendly meals at their eatery, Nasi Berlauk Juedin, to help those struggling with expenses. Sabarudin Ramli, 42, and his wife, Ajuma' Arasikim Din, 41, introduced a 'rahmah' pricing model three weeks ago, offering mixed rice with various dishes for just RM5 per plate. Sabarudin shared that the idea came after hearing customers' difficulties with living costs. 'Previously, our prices were standard, but we wanted to make a difference,' he said. The couple starts their day at 4 am to prepare over 30 dishes, including popular choices like ikan patin masak tempoyak and ayam berempah. Since gaining attention on TikTok, their eatery has seen a surge in customers, with many arriving as early as 10 am. 'We serve about 300 people daily now, and food often sells out by 1.30 pm,' Sabarudin added. Despite the low prices, quality remains uncompromised, with seafood dishes like prawns priced at only RM4. Customer Muhammad Asyraf Haniff Zaki, 35, praised the initiative. 'For RM30, my family enjoyed a full meal that would usually cost RM50 elsewhere.
