Oman launches initiative to boost jobs for persons with disabilities
The announcement was made during the opening of the Business and Human Rights Forum, organised by Oman Human Rights Commission (OHRC) in cooperation with the United Nations Working Group on Business and Human Rights.
The initiative aims to promote equal opportunity and non-discrimination by ensuring fair access to employment across diverse private sector environments. It also seeks to implement the forum's outcomes through practical measures aligned with national employment targets and the broader objectives of justice, inclusion and sustainability.
Held under the patronage of H E Qais bin Mohammed al Yousef, Minister of Commerce, Industry and Investment Promotion, the two-day forum which opened on Tuesday has the participation of government institutions, private sector representatives, civil society, academia, UN agencies and international human rights experts.

'Promoting human rights in the workplace is a strategic imperative,' Balushi said. 'It supports sustainable development and builds trust between employees, employers, investors and consumers.'
Dr Damilola Olawuyi, a member of the UN Working Group on Business and Human Rights, commended Oman's new initiative, calling it an important step in aligning trade and employment policies with international human rights standards. The forum's opening day featured two thematic sessions. The first explored national and international frameworks for protecting human rights in business, including the UN Guiding Principles, legal protections in Oman, the role of Oman Vision 2040, and the contribution of higher education institutions in building awareness.
The second session focused on shared responsibilities across institutions. Participants included representatives from the judiciary, Oman Chamber of Commerce and Industry, Consumer Protection Authority, and Ooredoo, which presented a case study on its workplace inclusion practices for persons with disabilities.
The forum will continue on Wednesday with discussions on developing institutional policies to safeguard human rights. Representatives from the public, private and civil society sectors will examine strategies to enhance cross-sector collaboration and ensure effective implementation of rights-based practices.
The forum supports Oman's broader efforts to integrate human rights into the business ecosystem, in line with Vision 2040 priorities and the UN Guiding Principles on Business and Human Rights. It also aims to encourage dialogue, share experiences and address challenges in aligning domestic legislation with global standards.

Moody's upgrades Oman to investment grade
MUSCAT: Oman has received a major vote of confidence from international markets after Moody's Investors Service upgraded the Sultanate of Oman's credit rating to investment grade for the first time in several years. The rating was raised from 'Ba1' to 'Baa3', with the outlook revised to stable, signalling stronger financial performance, improved debt sustainability and enhanced investor confidence. This long-anticipated upgrade is a clear recognition of Oman's disciplined fiscal policies, effective debt management and structural reforms that have taken shape over recent years. According to the Ministry of Finance, the move reflects significant progress made across key financial indicators, including a reduction in public debt, lower debt servicing costs and a narrowing fiscal deficit. Public debt as a share of GDP dropped to 35.5 per cent in 2024, down from 37.5 per cent the year before. Oman also succeeded in reducing its average oil break-even price to $70 per barrel for 2024–2025, down from $84 during the 2016–2020 period. Public spending has been streamlined, falling from 41 per cent to 29 per cent, while the cost of servicing government debt declined from 9 per cent of total revenue in 2021 to just 7.2 per cent in 2024. Macroeconomic stability also remained strong. Oman recorded real GDP growth of 1.7 per cent in 2024 (at constant prices), with inflation kept remarkably low at just 0.7 per cent. The country achieved a fiscal surplus equivalent to 2.8 per cent of GDP and a current account surplus of 2.1 per cent, reinforcing its improving external balance. Ahmed bin Ja'afar al Musallami, Governor of the Central Bank of Oman, described the upgrade as 'a profound testament to our nation's resilience, visionary leadership and unwavering commitment to transformation.' 'It exemplifies a deep-rooted commitment to financial stability, lower public debt and an economy that can thrive in times of global uncertainty.' He further noted that Oman is turning challenges into catalysts for long-term growth by accelerating development in non-oil sectors and preparing for future generations with a resilient economic base. The Ministry of Finance also confirmed that Oman's credit rating trajectory has steadily improved over the past 18 months. Moody's first changed the outlook from 'stable' to 'positive' in August 2024, before issuing the upgrade to 'Baa3' in July 2025. The report from Moody's suggests that further improvement is possible if Oman continues reducing its non-oil fiscal deficit and expands non-oil revenue streams. This upgrade strongly aligns with the goals of Oman Vision 2040, which prioritises economic diversification, private sector development and sound fiscal governance. It is expected to enhance Oman's attractiveness to global investors, reduce borrowing costs, and open new financing opportunities for infrastructure and development projects. AL HAMRA: Al Jabal Al Sharqi (The Eastern Mountain) is witnessing a qualitative transformation that positions it as a key contributor to domestic tourism and local community empowerment, thanks to ongoing efforts to develop tourism infrastructure and enhance the readiness of natural sites. Shaikh Hilal bin Said al Hajri, Governor of Al Dakhiliyah, affirmed that the governorate has prioritised the development of the Al Jabal Al Sharqi, working to create an integrated tourism environment that meets visitors' expectations while adhering to sustainable environmental standards. He noted that the governorate, in cooperation with the Ministry of Heritage and Tourism, is improving service efficiency, regulating visitor traffic, and ensuring smooth entry and exit to guarantee a balanced and safe tourism experience. He said the 'Al Jabal Al Sharqi Oasis' project as one of the most prominent development initiatives in the governorate. The project's tender was floated last April, and bids are currently under review. Spanning 10,000 square metres, the project includes a comprehensive range of tourism and service facilities, such as prayer halls for men and women, a 300-square-metre investment restaurant, an outdoor theatre, 13 seating canopies, pedestrian walkways, open spaces and service amenities designed to enhance the site's year-round appeal. He emphasised that this project embodies the practical implementation of Oman Vision 2040 through high-quality initiatives that leverage the geographical and environmental uniqueness of each wilayat. The focus on sustainable tourism sites goes hand in hand with direct support for entrepreneurs and small-to-medium enterprises (SMEs), which play a pivotal role in service delivery and generating economic opportunities for citizens. The Governor of Al Dakhiliyah stated that Al Jabal Al Sharqi is a year-round destination, particularly for camping and adventure enthusiasts, necessitating infrastructure capable of accommodating this demand. He affirmed that the governorate's development vision relies on engaging local communities in project implementation and fostering an enabling environment for youth initiatives, thereby promoting an entrepreneurial culture in the tourism sector.
