Delhi To Waive Late Fee On Water Bills As Dues Cross Rs 1.42 Lakh Crore
In a major relief measure for Delhi residents, the government is preparing to waive 100 per cent of the late payment surcharge on pending domestic water bills. The move comes as outrage grows over rising billing complaints and unpaid dues that have now crossed a staggering Rs 1.42 lakh crore, according to official figures.
Delhi's Water Minister Parvesh Verma confirmed that the waiver scheme is in the works and expected to roll out in the next two months.
"We're working on upgrading the billing software," Mr Verma said. "Once the system is ready, the surcharge waiver will be launched."
The minister clarified that the upcoming relief will apply only to residential consumers, whose total pending dues stand at Rs 15,000 crore. The bigger chunk of the dues - Rs 66,000 crore from commercial users and Rs 61,000 crore from government departments - will not be covered under the waiver, at least for now.
The government hopes the waiver will encourage more residents to clear their dues.
"Many people stopped paying because they didn't trust the bills," a senior official said. "With this step, we want to give them a reason to return and settle their accounts."
Across the city, many residents have long accused the DJB of inflated and arbitrary billing, often claiming that they continued to receive large bills even when their homes were vacant during COVID lockdown.
"During the pandemic, our house was locked for months, and yet the bills kept coming. Now the late fees have pushed the amount into lakhs," said Pawan Kumar, a resident of East Delhi. "We've filed complaints, but no one from DJB ever followed up. At least this waiver is a start."
Mr Verma, however, clarified that complaints related to inaccurate meter readings are not covered under the waiver.
"This waiver does not cover false meter readings. That's a separate issue. But to fix that too, we're introducing smart meters across the city, which will help eliminate manual errors," he said.
Currently, the DJB has around 1,000 meter readers responsible for around 26.5 lakh connections across 41 zones in Delhi.
The previous Aam Aadmi Party (AAP) government too had promised a one-time settlement scheme to resolve billing disputes, but the plan was never implemented.
The current administration aims to make good on that promise - albeit with a narrower focus on waiving surcharges for domestic consumers only, as of yet.
With unpaid dues now crossing Rs 1.42 lakh crore, the real challenge now lies in finding a balance between recovering lost revenue and fixing a system that many residents no longer trust.

Gold, silver prices surge this week; silver crosses Rs 1.10 lakh per kg
New Delhi: Both gold and silver prices saw a sharp rise this week, with gold gaining over Rs 400 and silver surging by more than Rs 2,700 per kilogram. According to the India Bullion and Jewellers Association (IBJA), the price of 24-carat gold climbed to Rs 97,511 per 10 grams, up from Rs 97,021 a week ago -- a gain of Rs 490. In the previous week, gold had already seen an increase of Rs 1,237 per 10 grams. The price of 22-carat gold rose to Rs 89,320 per 10 grams, up from Rs 88,871. Meanwhile, 18-carat gold went up from Rs 72,766 to Rs 73,133 per 10 grams during the same period. Silver also saw a steep rise, gaining Rs 2,710 to reach Rs 1,10,290 per kilogram, up from Rs 1,07,580 last week. This marks the first time silver has closed above Rs 1.10 lakh per kg on a weekly basis, with prices hovering near record highs. The recent surge in precious metals is being attributed to global uncertainty. The announcement by US President Donald Trump regarding tariffs on key trade partners like Canada, Europe, and other countries has contributed to the rising tension in global markets. Gold and silver are traditionally seen as safe-haven assets during times of geopolitical and economic instability. When demand rises amid limited supply, prices tend to increase. Since January 1 this year, the price of 24-carat gold has jumped by Rs 21,349 or 28.03 per cent, rising from Rs 76,162 to Rs 97,511 per 10 grams. Similarly, silver has gone up by Rs 24,273 or 28.21 per cent, from Rs 86,017 to Rs 1,10,290 per kilogram. This is now the highest price silver has ever reached. The previous record was Rs 1,09,550 per kg, which was set on June 18 this year. The rise in both gold and silver is being seen as a response to growing global uncertainty.

Tejashwi seeks to puncture ECI's claims on progress in Bihar SIR
RJD leader Tejashwi Yadav on Sunday (July 13, 2025) cast doubts over the Election Commission's claim that the special intensive revision (SIR) of electoral rolls in Bihar was progressing at a brisk pace and would be completed before the July 25 deadline. Addressing a press conference, the Leader of the Opposition in the State Assembly also took strong exception to the EC's "silence" on the Supreme Court's suggestion that Aadhar card and ration card be included in the list of acceptable documents, to be submitted by voters whose names did not figure in the electoral rolls of 2003 when SIR was last conducted. "In its press note issued on Saturday, the EC claimed that more than 80% of the State's 7.90 crore voters have already been covered under SIR. This is a bewildering claim considering the fact that an estimated four crore people from Bihar live in other states." "We would like to know from the EC how many such migrants have been covered under the exercise. It is well known that during the elections, a large number of people return to their home state to cast their votes. During the COVID-19 pandemic, several special trains had to be run for an estimated 40 lakh returnees. The EC should disclose what arrangements were made this time," the former Deputy Chief Minister said. The EC seems to be playing with figures to give a false impression that it has been undertaking this exercise competently, he alleged. "We have received complaints that booth-level officers (BLOs) are under pressure to achieve targets and they are ending up collecting enumerating forms without getting those duly signed and filled up by the voters concerned," he added. Mr. Yadav also had a few video clips played, in which enumeration forms were shown strewn on the streets, to underscore that the SIR was marred by many irregularities. However, the X handle of the chief electoral officer has been running "fact checks" debunking these videos. Mr. Yadav alleged, "The EC is never coming up with a proper statement or press conference explaining what it intends to do about the SC order earlier this week when it was told to consider including Aadhar card and ration card." There is no clarity on the role that booth-level agents nominated by political parties are supposed to play in the exercise, he said. "In its tearing hurry to meet the July 25 deadline, the EC came up with an advertisement proclaiming that those unable to submit their documents may just deposit their forms, leaving the remaining things for the claims/objections stage. But there was no official notification to this effect and the BLOs are confused," claimed the chairman of the INDIA bloc's coordination committee for the state assembly polls due later this year. Mr. Yadav, who spoke in the presence of a number of alliance partners, also said, "We still hold the view that SIR is an exercise aimed at depriving, wrongfully, many existing voters of their right to franchise in order to benefit the ruling NDA. Leaders like Prime Minister Narendra Modi, Union Minister Amit Shah and Chief Minister Nitish Kumar should be squarely blamed for this undemocratic move." In the 2020 Assembly polls, there were several seats in which candidates of Mahagathbandhan (INDIA bloc's Bihar prototype) lost by margins of 3,000 votes or less. A little manipulation in the voters' list can easily tilt the scales. If indeed the EC believes that the voters' list had been suspect so far, it should declare last year's Lok Sabha elections as null and void, Yadav said. He scoffed at the claim of the BJP that the exercise was essential to weed out "illegal Bangladeshi immigrants and Rohingyas" from the voters' list. "In the 2014 and 2019 Lok Sabha polls, the BJP-led coalition did exceedingly well. Even last year, the NDA bagged 30 out of the state's 40 seats. So the BJP should tell us whether it thinks the alleged infiltrators were voting for Narendra Modi," he added.
