IOI Properties' Singapore expansion to drive 9pct earnings uplift in FY26

KUALA LUMPUR: IOI Properties Group Bhd's plan to acquire the remaining 50.1 per cent stake in Singapore-based Scottsdale Properties Pte Ltd is expected to deliver a meaningful earnings uplift and enhance its strategic presence in the city-state.
Hong Leong Investment Bank Bhd (HLIB) said the acquisition could contribute an earnings uplift of RM89.5 million or 1.63 sen in earnings per share (EPS) in calendar year 2026 (CY26), representing nearly nine per cent of projected financial year 2026 (FY26) earnings.
"Post-acquisition, net gearing is estimated to rise to 0.93 times from 0.70 times as at June 30, 2024," it said in a note.
Yesterday, IOI Properties announced it is acquiring the remaining stake in South Beach development for S$834 million (RM2.75 billion), taking full ownership of the Grade A office, JW Marriott Hotel, and its retail component.
HLIB said the group's higher gearing remains manageable given its stable recurring income, strong assets, and upcoming real estate investment trust (REIT) listing plan.
The firm also noted that the acquisition involves operational, cash-generating assets unlike previous deals such as IOI Central Boulevard and Marina View, which locked in capital for several years before yielding returns.
"As such, we expect the steady income streams from the South Beach development to sufficiently cover interest obligations, supporting a healthier debt servicing profile," it said.
HLIB has maintained its "Buy" rating for the group with an unchanged target price of RM4.05.
The firm said IOI Properties offers investors a rare diversified market exposure, anchored by its strategic presence in Singapore's resilient and high-value real estate market.
It also holds a deep-rooted position in Malaysia's property sector, which is undergoing a structural uplift driven by economic reforms, infrastructure push, and industrial expansion.
"This diversified footprint provides both defensive stability and growth opportunity, reinforcing IOI Properties' position as a compelling proxy for long-term property sector upside across the region," it added.

PETALING JAYA: The second half of 2025 (2H25) will see more job flows coming the way of construction companies, driven by key structural themes such as the expansion of data centres (DCs) and the ongoing development of the Johor-Singapore Special Economic Zone, which is gaining traction. Hong Leong Investment Bank (HLIB) Research said the DC award cycle in 2H25 follows multiple award decisions for DC tenders made in 1H25, including five multibillion ringgit tenders for one US-based hyperscaler. 'For the DC segment, we take a 'big is better'' view, anticipating further inroads to be made by sector's big-three players (namely Gamuda Bhd , Sunway Construction Group Bhd and IJM Corp Bhd ), riding on competitive advantages such as balance sheet strength, track record and the ability to leverage their integrated structures, including access to building material supply chains and bundled offerings in power and water infrastructure,' HLIB Research said in a report. While concerns have arisen from reports of potential artificial intelligence (AI) chip export curbs on Malaysia, these remain unconfirmed and lack actionable details. HLIB Research added that Malaysian contractors' reliance on US and Western hyperscalers for large DC projects somewhat mitigates these uncertainties, with exemptions possible – this remains their base case. Year-to-date contracts awarded have totalled RM28.9bil, marking a 39.5% year-on-year (y-o-y) growth. 'In 1H25, total DC-related contracts awarded came in at RM3.3bil (31% y-o-y fall), a slower pace when compared to the frenetic pace achieved in 1H24,' it said. Beyond DC projects, HLIB Research said 2H25 could see subcontract and system package awards for the Penang light rail transit, as well as progress on major Sabah and Sarawak road projects such as the Sabah–Sarawak Link Road. As for the commercial segment, including residential projects built on commercial land, HLIB Research said uncertainty over the sales and service tax (SST) treatment could weigh on activity in the third quarter of 2025. Developers may delay project launches until there is clarity on how SST will be applied to such developments. HLIB Research said the recent removal of the SST exemption for the construction sector, from 0% to 6%, should be manageable overall as most contracts allow for cost adjustments. 'We retain our 'overweight' sector call, anticipating sustained contract flows in 2H25 anchored by DCs, infrastructure rollout and still buoyant private sector sentiment. In our view, contractors broadly can still add to order books from the DC segment as well as infrastructure projects.' HLIB Research said forward sector valuations remains palatable, trading at price-to-earning and price-to-book multiples of 19.1 times and 1.3 times, respectively.

Hong Leong Investment Bank Bhd (HLIB) is maintaining its OVERWEIGHT call on the construction sector, citing a promising second half anchored by data centres (DCs), infrastructure rollouts and continued private sector demand. Gamuda and IJM remain the research house's top picks with BUY ratings and target prices of RM5.50 and RM2.96, respectively, supported by robust balance sheets and strong orderbook prospects. The KLCON Index managed to outperform the broader FBM KLCI by 3.6% in a volatile first half, despite multiple negative events. The sector saw a sharp recovery of 29% from April lows, attributed to rescinded GPU restrictions, reaffirmed capex from Big Tech, healthy contract flows and solid 1Q earnings. Gamuda and Sunway Construction delivered 1H gains of 1.1% and 29.6% respectively, outperforming the broader sector. Year-to-date (YTD), total contract awards reached RM28.9 billion, representing a 39.5% year-on-year growth. Notable contracts include the RM8.3 billion Penang LRT Segment 1 to the SRS Consortium (60% Gamuda), RM2.94 billion KSSC redevelopment to MRCB and the RM2.47 billion variation order for LRT3, also to MRCB. However, DC-related contracts in 1H fell 31% year-on-year to RM3.3 billion, which HLIB attributes to timing factors as several large-scale hyperscale tenders were only recently called. Looking into 2H25, HLIB expects a surge in DC awards, including five multibillion-ringgit tenders from a US-based hyperscaler. Larger contractors such as Gamuda, IJM and SunCon are anticipated to benefit most, leveraging their financial strength, execution track records and integrated value chain offerings. The firm remains cautious on potential AI chip export restrictions affecting Malaysia but believes such risks are partially mitigated by the sector's dependency on Western hyperscalers, with exemptions likely to be granted. On the impact of the reimposed 6% SST on construction, HLIB notes that most non-residential projects are protected by contract clauses that allow for cost pass-throughs. Government and residential projects remain exempt, narrowing the range of exposure. For DC projects specifically, the firm believes the impact will be muted due to contract structures like FIDIC and sustained demand despite cost pressures. SunCon's target price has been revised upward to RM6.70 (from RM5.93), following higher replenishment assumptions in FY25–27. HLIB now expects FY25 contract wins to hit RM7.3 billion, factoring in SunCon's growing edge in hyperscale DC execution, including ahead-of-schedule completions for projects like K2 and Yellowwood. Despite possible sector headwinds from the AI chip issue, slower property markets and subsidy rationalisation, HLIB sees room for further rerating, with forward valuations still attractive at 19.1x P/E and 1.3x P/B. SINGAPORE (The Straits Times/ANN): Singapore will step up its support of Timor-Leste's development of its government's capacity, as the region's youngest nation prepares to join Asean as a full member. The upgraded Singapore-Timor-Leste Asean Readiness Support (Stars) package, known as the enhanced Stars (eStars) package, will offer tailored assistance to help the South-east Asian nation meet requirements to join key Asean economic agreements. This was announced by Prime Minister Lawrence Wong on July 14 at a luncheon for visiting Timor-Leste President Xanana Gusmao. Mr Gusmao is on an official four-day visit to Singapore, more than a decade after his first as prime minister in 2013. He received a ceremonial welcome on July 14 before meeting President Tharman Shanmugaratnam and Prime Minister Lawrence Wong. Speaking at the lunch held at the Pan Pacific Hotel, Mr Wong said the refreshed package will also include training aligned with Timor-Leste's national development priorities, as well as leadership development programmes and scholarships for its future leaders. The eStars package, which runs from July 2025 to December 2028, will offer wider access to Asean-related training courses and expertise to support Timor-Leste's integration into the regional grouping. The first iteration of the Stars initiative formally began in 2022. Addressing Mr Gusmao, PM Wong said: 'Timor-Leste's upcoming accession to Asean is a significant milestone, both for your country and for Asean. Speaking at the same event, Mr Gusmao thanked Singapore for its support over the years, particularly in helping Timor-Leste prepare for Asean membership. He cited the training provided to Timorese civil servants in areas such as negotiation and policy writing, describing it as 'a real difference' that reflects cooperation 'measured not in words, but in actions'. Timor-Leste, with a population of 1.3 million, formally applied to join the regional grouping in 2011. It received in-principle endorsement in May, and its accession is expected to be formalised at the 47th Asean Summit in October. In his speech, PM Wong noted how Mr Gusmao has long-standing ties with Singapore, and that it is proud to be a partner of Timor-Leste. 'We remember well your many contributions to Timor-Leste's journey – fighting for independence, unifying the country, and guiding your people through the early years of nation-building,' Mr Wong said. He added that Singapore has 'stood in solidarity' with Timor Leste even before its independence. Mr Wong noted that the Republic was among the first countries to participate in a multinational peacekeeping mission led by Australia in 1999. Timor-Leste gained independence in 2002, following a 1999 United Nations-sponsored referendum in which an overwhelming majority voted to break away from Indonesian rule. The vote was marred by violence from pro-integration militias, following decades of unrest and foreign occupation. Over the decade since Timor-Leste gained independence, more than a thousand Singapore personnel have worked alongside the Timorese people to provide humanitarian assistance, build institutions, and support its 'transition to peace and stability', PM Wong said. Bilateral ties between Singapore and Timor-Leste have grown steadily, with Singapore starting its embassy in the capital Dili in 2024 – 'a reflection of its commitment to deeper engagement', Mr Wong said. Economic links between both sides are expanding, and Singapore companies are exploring opportunities in hospitality, real estate and other sectors, said PM Wong. He also noted that direct flights between the two countries have resumed, with a mutual visa waiver agreement implemented in 2024. Even prior to the Stars initiative started in 2022, more than 1,100 Timorese officials since 2002 have participated in courses under the Singapore Cooperation Programme, which is Singapore's flagship platform established in 1992 for technical assistance and capacity building for developing nations. These courses help to build capabilities across a range of areas, from public administration to language and communications. A Ministry of Foreign Affairs statement said President Tharman and PM Wong reaffirmed their commitment to supporting Timor-Leste's development through capacity building programmes, welcoming more Timorese officials to participate in the Singapore Cooperation Programme. As his country moves towards full Asean membership, Mr Gusmao acknowledged the challenges ahead but emphasised that regional unity and solidarity are more important than ever in an increasingly unstable world. He noted how Singapore's development discipline and clarity of purpose was an example to nations, not only across the region but around the world. Singapore and Timor-Leste are countries of different cultures and histories, but both share a common spirit that their futures must be shaped by their people, said Mr Gusmao. He also spoke about how both nations are diverse and multicultural, and said it was inspiring to see how Chinese, Malay, Indian and Eurasian communities coexist harmoniously in Singapore. Similarly, he shared how Timor-Leste draws strength from its indigenous roots, Portuguese legacy, and its many languages and traditions. 'This diversity is not a weakness. It is a source of unity, a quiet strength that holds our societies together,' he said. He said there is potential to deepen bilateral cooperation with Singapore, in areas such as tourism, education, infrastructure and investment. Highlighting Timor-Leste's natural beauty, from mountain ranges to tropical beaches rich in marine biodiversity, Mr Gusmao said his country's Blue Economy strategy underscores its commitment to sustainability. 'We welcome partnerships that align with that vision. Not just investment, but collaboration, knowledge-sharing and mutual growth,' he said. PM Wong also thanked Mr Gusmao and the government of Timor-Leste for a gift of 60 sandalwood saplings for Singapore's 60th year of independence. These saplings, he said, are a powerful symbol of how both countries can grow and thrive together in the years ahead – both bilaterally and in Asean.
