‘10k unrecognised schools operating in Bihar, Jharkhand'

Over 10,000 unrecognised school are operational in Jharkhand and Bihar, with over 1.6 million students enrolled in those schools, in violation of the Right to Education Act, data from the minutes of a recent Project Approval Board (PAB) meeting of the education ministry has shown.
With 5,879 such schools, Jharkhand has the highest number of unrecognised schools in the country with an enrolment of 837,897 students and 46,421 teachers, the data showed, while Bihar has 4,915 such schools with an enrolment of 775,704 students and 42,377 teachers.
The observation came during PAB meetings for the approval of budget and plans under Samagra Shiksha scheme for 2025-26 with officials from all states between March and April 2025.
During the meeting, the ministry flagged that unrecognised schools violate section 19 of the RTE Act, 2009, which mandates pre-existing schools to meet prescribed norms within three years of the Act's commencement. Unrecognised schools are private, unaided institutions operating without formal government recognition and regulatory frameworks.
'The Act also mandates that if such schools fail to fulfil the norms, the recognition shall be withdrawn, and the school shall cease to function,' the minutes of the meetings uploaded on ministry's website recently said.
Further, the ministry has both states to 'take action and issue suitable instructions to the concerned authorities to recognise these unrecognised schools or to take appropriate action as deemed fit at the earliest.'
While the ministry used data from the Unified District Information System for Education (UDISE)+ 2023-24 report, these records are not publicly available in the report which was released in January this year.
While officials in the education ministry did not respond to HT's request for comment, an official in Jharkhand said that directions for appropriate action have already been issued to the schools.
'These [Unrecognised] schools started functioning before the implementation of RTE Act 2009. The state government has already issued directions for recognition of such schools. We have formed district-level recognition committees for recognition of such schools,' Sachidanand Diyendu Tigga, administrative officer at Jharkhand education project council, said.
According to the minutes of the PAB meetings, the ministry has also flagged 'large variation' in reporting of data about out-of-school children (OoSC) by Bihar and Jharkhand on the education ministry's Project Appraisal, Budgeting, Achievements and Data Handling System (PRABANDH) portal and the National Sample Survey Office (NSSO) survey.
The ministry advised both the states to 'monitor the data uploaded on the portal by responsible officer under the supervision of the State Project Director (SPD).'
'We will look into discrepancies in the number of OoSCs. We are running the campaign 'back to school' to enroll those students who are not going to the schools,' Tigga said.
HT reached out to officials from the Bihar Education Project Council, but was yet to receive any response.

The chairman informed the House that in December, he received a motion under Article 124 of the Constitution for the removal of a judge of the Allahabad High Court, ostensibly backed by 55 members of the Upper House. However, on verification, it was found that one particular MP had signed twice, reducing the effective count of signatories to 54. 'An enquiry was conducted to ascertain from the member about the duplicate signature. The honourable member declined having signed at two places. That made the matter more serious, requiring us to get to the bottom of the issue,' Dhankhar said, adding that the authentication and verification process of signatures was still underway. He cautioned that if a motion carries two signatures of the same member, and the member denies having signed twice, 'the matter becomes serious and culpable.' Dhankhar said he would consult floor leaders to decide what action should be taken in such cases to maintain the dignity of the House. 'This august House has to set very high standards. If we do not live up to the expectations of the people, we will be putting things under the carpet and not subjecting them to deep investigation,' he said. This too is quite serious and will be placed before floor leaders for guidance,' he added. The chairman further explained the procedural nuances under the Judges (Inquiry) Act, 1968, and the Constitution regarding removal motions. Since the current motion was also submitted in the Lok Sabha with over 100 MPs' signatures, he said both Houses must admit the motion simultaneously for a statutory committee to be formed.

Parliamentarians on Monday submitted notices of a motion to the presiding officers of the Lok Sabha and the Rajya Sabha for the removal of Justice Yashwant Varma, from whose New Delhi residence burnt wads of currency notes were found during a fire incident. A bipartisan delegation submitted a notice, bearing the signatures of 145 Lok Sabha members, for the removal of Justice Varma to Lok Sabha Speaker Om Birla. The notice was submitted under Articles 124, 217 and 218 of the Constitution. The signatories included Leader of the Opposition Rahul Gandhi, BJP leaders Ravi Shankar Prasad and Anurag Thakur, NCP-SP leader Supriya Sule, Congress leaders KC Venugopal and K Suresh, DMK leader TR Baalu, RSP member NK Premachandran and IUML member ET Mohammed Basheer, among others. A similar removal notice was submitted by 63 Rajya Sabha members to RS Chairman Jagdeep Dhankar. "Sixty-three opposition MPs, including those from AAP and INDIA bloc parties, have given a notice to the Rajya Sabha Chairman for removal of Justice Varma," Congress member Syed Naseer Hussain said. He also said, although Trinamool Congress (TMC) members were not present on Monday, they are on board on the issue and will submit their signatures later. According to the Judges (Inquiry) Act, when notices of a motion are submitted on the same day in both the Houses of the Parliament, a committee to examine the charges levelled against the judge will be constituted by the Lok Sabha Speaker and the Rajya Sabha Chairman. The panel comprising a senior judge of the Supreme Court, a sitting chief justice of a high court and a distinguished jurist will then probe the charges levelled against Justice Varma and will be asked to come out with a report in three months. The inquiry report will be tabled in Parliament, followed by a discussion in both Houses after which there will be voting on the motion for the removal of Justice Varma. Following the cash controversy, Justice Varma was repatriated from the Delhi High Court to the Allahabad High Court.

The Agency areas of the erstwhile Adilabad district witnessed a near total bandh in response to a call given by the Adivasi Hakkula Porata Samithi (Tudum Debba) against the Government Order No 49 announcing 'Kumram Bheem Conservation Reserve'. The GO 49, dated May 30, 2025, declared the tiger corridor straddling between the Kawal Tiger Reserve in Telangana and the Tadoba-Andhari Tiger Reserve in Maharashtra as the conservation reserve. Adivasi organisations like Tudum Debba have been vociferously opposing the GO 49, saying the proposed conservation reserve will lead to largescale displacement of Adivasis from their traditional habitat and loss of their forest-based livelihoods, leaving them with uncertain future. The bandh evoked good response in the agency areas of Telangana's tribal heartland of former composite Adilabad district with shops and other business establishments downing their shutters voluntarily in response to the bandh call. The impact of the bandh was felt in most parts of Kumram Bheem Asifabad and Adilabad districts. Normal life was cripped in several agency mandals in Kumram Bheem Asifabad district. The TGSRTC bus services were disrupted for a few hours on Monday morning. The bandh evoked partial response in Mancherial and Nirmal districts, sources said. Members of various Adivasi organisations staged a sit-in at the bus depot in Adilabad town on Monday morning. Addressing the demonstrators, Tudum Debba State leader Godam Ganesh alleged that the GO 49 is violative of the rights of Adivasi communities in scheduled areas protected by special legislations like the Panchayat (Extension to Scheduled Areas) Act. The proposed conservation reserve will not only lead to largescale displacement of Adivasis from more than 300 tribal settlements along the fringes of forests in the erstwhile Adilabad district but also snatch away their traditional livelihoods and threaten their age-old traditions and customs, he said. He demanded that the GO 49 be immediately scrapped to protect the interests of tribal people.
