Timor-Leste's ASEAN membership to boost regional reach and partnerships

KUALA LUMPUR: After 26 years, the Association of Southeast Asian Nations (ASEAN) is set to welcome its first new member since 1999 as Timor-Leste nears full accession.
This milestone carries significant implications for both the nation and the regional bloc amid shifting geopolitical and economic dynamics.
Timor-Leste's inclusion is expected to reinforce ASEAN's strategic influence and global relevance.
Political analyst Professor Camilo Ximenes Almeida from the National University of Timor-Leste highlighted the potential for joint economic growth and regional stability.
'The integration of Timor-Leste represents a strategic opportunity for ASEAN, expanding its interregional relations and fostering a stronger, more united bloc,' he told Bernama.
The path to membership has been long.
Timor-Leste, Southeast Asia's youngest nation, applied in 2011, nine years after gaining independence in 2002.
Despite challenges, Dili has shown strong commitment to meeting ASEAN's rigorous requirements.
In November 2022, ASEAN granted Timor-Leste observer status, allowing participation in meetings and summits.
With a population of 1.3 million, Timor-Leste relies heavily on oil and gas exports, though agriculture and services are growing contributors to its economy.
The country recorded a GDP growth of 4% in 2024, up from 2.4% in 2023.
Malaysia has played a key role in supporting Timor-Leste's bid, including a US\$200,000 pledge to the ASEAN Secretariat and technical assistance through the Malaysian Technical Cooperation Programme (MTCP), which has trained 319 Timorese officials.
'This support strengthens bilateral ties and underscores ASEAN's inclusivity,' Ximenes noted.
Timor-Leste's membership could also introduce new dynamics, particularly in peace-building.
Its reconciliation experience may serve as a model for other ASEAN members, including Myanmar.
Additionally, Timor-Leste's Lusophone heritage could enhance ASEAN's ties with Portuguese-speaking regions in Europe, Africa, and Latin America, fostering trade and cultural exchanges.
Full membership is expected to be formalised at the 47th ASEAN Summit in October, pending completion of the Full Membership Roadmap, which covers political, economic, and socio-cultural criteria.
ASEAN, founded in 1967, currently has 10 members, with Cambodia being the last to join in 1999.

The formal decision for Timor-Leste to join ASEAN has already been made and is reflected in the final communiqué,' said Ramos-Horta, adding that the 'ceremony to mark our full membership is scheduled for the ASEAN Summit in October this year.''If the ASEAN Chair wishes, they may respond to Myanmar's objection, but preparations for Timor-Leste's accession are well underway,' he added. Media reports said Myanmar submitted an official letter to Malaysia, the current ASEAN Chair, asserting that Timor-Leste "does not adhere to the principle of non-interference in internal affairs as enshrined in the ASEAN Charter." Valentin da Costa, executive director of the Timor-Leste NGO Forum (FONGTIL), also pushed back against Myanmar's accusations, saying the objection stems from Timor-Leste's consistent support for democracy and human rights in Myanmar. Timor-Leste's firm support for democratic values in Myanmar has been consistent. In August 2023, Prime Minister Gusmão warned that his country might reconsider its ASEAN membership bid if the bloc continued legitimizing military regimes. KOTA BARU: The Asean Youth Robot Challenge 2025 (Asean Y-RoboC'25) is not just a robotics competition but a platform to highlight the importance of digital innovation and strengthen the preparedness of the future workforce, said Youth and Sports Minister Hannah Yeoh. She said the programme represents a regional movement that reflects the spirit of unity, creativity, and shared aspirations among Asean youth. "This programme is one of the key initiatives of the Ministry of Youth and Sports (KBS) in conjunction with Malaysia's Chairmanship of Asean 2025, under the theme of Inclusivity and Sustainability, bringing together youth from across Southeast Asia. "A total of 12 youth teams from 10 Asean member countries are participating in this edition, including Timor-Leste," she told reporters after launching the competition here today. She added that the programme also supports the Asean Work Plan on Youth 2021-2025, which focuses on strengthening digital skills, youth-driven innovation, and inclusive regional cooperation. On the Technical and Vocational Education and Training (TVET) Career Day of the East Coast Zone Youth and Sports Skills Training Institutes (ILKBS), which was launched concurrently today, Hannah said the initiative connects graduates directly with industry players through dialogues, open interviews and the signing of memoranda of understanding involving 16 companies. According to her, the effort reflects the government's continuous commitment to enhancing graduate employability, in line with the National TVET Policy and Malaysia's aspiration to reach 35 per cent skilled workforce by 2030.
