Court asks woman to pay ₹8.3 lakh for bumping into a stranger while walking; social media reacts

Mint17-05-2025
A court in Qingdao, China, has ordered a woman named Wang to pay 70,000 yuan ( ₹ 8.3 lakh) as compensation to a 59-year-old woman named Liu. But, the reason has baffled many.
Liu was walking in her residential area in May 2023 when she stopped suddenly to answer a phone call and turned around. Wang, who was walking behind her and not paying attention, walked into Liu.
The collision caused Liu to fall and suffer bone fractures. Later, she was diagnosed with Grade 10 disability.
In China, disability is graded on a scale of 1 to 10, with Grade 1 being the most severe and Grade 10 being the least. Grade 10 disability in China typically involves partial damage or deformity to an organ. However, it does not involve functional deficiencies. It requires no medical care, as per the China Labour Bulletin.
According to the court, Wang was careless and should have watched where she was going.
Liu initially asked Wang to pay 188,000 yuan (about ₹ 22 lakh) as compensation for medical costs and injury after the accident. While Liu blamed Wang, Wang said Liu had suddenly stopped.
The judge watched CCTV footage and said both were partly responsible. He blamed Liu for stopping in the middle of the road and Wang for not paying attention. After negotiations, Wang agreed to pay 70,000 yuan in instalments.
The case has gone viral on Chinese social media, with many questioning why the person walking behind was blamed. The case has caused public debate as the judge blamed Wang for 'not keeping a safe distance while walking behind Liu'. In China, such road laws only apply to vehicles.
'The judge should be more cautious when speaking publicly about the case; otherwise, it might have a negative social impact,' the South China Morning Post quoted an online user as saying.
Another commented, 'It would be a different case if the person in front not only stopped but also walked back, but judging from the video footage, the person behind should be responsible for the accident.'
'I do believe people should keep a greater distance from one another while walking or queuing when there is enough space,' remarked another user.
Some users recalled a 2006 case where a man named Peng Yu helped an elderly woman who had fallen. She later sued him, blaming him for her fall.
The judge ruled against Peng, saying no one would help a stranger 'by common sense'. That decision still affects people in China today. Many still fear helping others due to possible false claims.

Japanese woman attacked in a subway in China, raising concern about xenophobia

Tokyo, Aug 1 (AP) A Japanese woman living in China was attacked by a man with a stone-like object in the eastern city of Suzhou and suffered non-life-threatening injuries, according to Japanese media outlets. The assault late Thursday in Suzhou followed attacks earlier in the day in Tokyo against two Chinese men who were seriously injured. The violence has raised concern about xenophobic sentiment in both China and Japan that have been blamed for attacks in both countries. It was the third attack involving Japanese living in China since last year. In the two previous cases in China, Chinese authorities have insisted they were isolated incidents. The Japanese broadcaster NHK did not identify the woman injured in Suzhou by name but, citing the Japanese Consulate General in Shanghai, said she was with her child inside a subway station when the attack took place. The child was not injured, and the mother had returned home after reportedly getting treated at a hospital, NHK reported. A phone call to the Suzhou Police went unanswered on Friday evening, and the local police were yet to release any official statement. But the Japanese news agency Kyodo said the suspect had been detained. In Tokyo earlier Thursday, two Chinese men were seriously injured in attacks, and four male assailants wielding unspecified weapons remained at large, according to a statement released by the Chinese Embassy in Japan. The identities of the assailants were unclear. In southern China last September, a 10-year-old Japanese student died after being stabbed by a Chinese man not far from the gate of the Shenzhen Japanese School in the southern Chinese city of Shenzhen. The man was sentenced to death. In June 2024, a Japanese woman and her child were injured in an attack by a Chinese man, also in Suzhou. A Chinese bus attendant who tried to protect them from the attack was killed. The man was sentenced to death. On Friday, the Japan Chamber of Commerce in China called for Chinese authorities to ensure Japanese citizens' safety and security in China. 'It is extremely regrettable that such an incident has happened again. Ensuring the safety of employees and their families is fundamental for doing business in China," the statement said. The Chinese Embassy urged the Japanese authorities to take action to catch the assailants in the Tokyo attack and to ensure the safety and legal rights of Chinese citizens in Japan 'in response to the recent surge in xenophobic sentiment in Japanese society." Nailing the Pahalgam perpetrators

If coincidence is ever worthy of historical recall, it was here. After a hunt of 96 days—and, as it happened, exactly before a Parliament debate was to start on national security issues flowing from the April 22 Pahalgam massacre—the Pakistani terrorists who executed it were tracked down and killed in Kashmir. Their end came in the Dachigam forests near Srinagar, on the morning of July 28. Forensics confirmed their identity in another day, and the news broke just as Parliament started a two-day debate on Pahalgam and Operation Sindoor, the Indian military's retaliation against Pakistan. Naturally, that blunted the Opposition's artillery, which had expected to fire away from a position of advantage, with a focused critique of lapses in intelligence, operational strategy and foreign policy. In the event, the Narendra Modi government's big guns managed to hold on to moral high ground, while tactfully sidestepping trickier questions like the Chinese collusion with Pakistan and the alleged loss of fighter jets.

Two arrested for duping Hyderabad citizens of over ₹1 crore in separate cyber frauds

Two individuals involved in online fraud operations that collectively defrauded victims from Hyderabad to the tune of crores were arrested by the cybercrime wing of the Hyderabad Police. In the first case, police arrested Paras Singla, a 29-year-old resident of North West Delhi, for his involvement in an import-export scam. The accused, along with absconding associates Mahesh Singla and Lakshya Verma, posed as representatives of a bogus company named 'Aces Trading', presented as a Hong Kong-based enterprise. They induced the victim into transferring over ₹1.11 crore by falsely promising to facilitate a spirulina powder trade deal through Trade Fundamental Private Limited, based in New Delhi. Investigators revealed that the fraudsters demanded multiple payments under the guise of processing charges, legal fees, and refund guarantees, while assuring the victim of a full refund post-deal finalisation. Once the money was transferred, all communication ceased. In a separate operation, Chikkala Santosh Kumar, a 31-year-old resident of Warasiguda, Hyderabad, was arrested for duping an individual of ₹7.27 lakh in a stock trading fraud. The victim was lured by a woman identifying herself as Neha, who befriended him over WhatsApp and coaxed him into investing on a fake trading platform, Initially shown false profits, the victim was repeatedly asked to pay additional sums as tax and exchange fees. When demands escalated, the victim realised he had been cheated. Further investigations revealed that Santosh Kumar was not merely facilitating financial fraud, but was actively involved in procuring bank accounts and online credentials for fraudsters operating from Cambodia. He supplied accounts and trafficked individuals from his native village, promising job opportunities abroad but instead delivering them into exploitative conditions where they were forced to commit cybercrimes, a form of digital bonded labour. Kumar previously operated a consultancy and had international connections, including with a Chinese national named Toto who supervised call centre operations in Cambodia. Four other individuals were arrested earlier in the same case, all of whom played supporting roles as account holders or suppliers. These include a student, an auto driver, a delivery boy and a private employee. The arrested accused, Santosh Kumar, is wanted in six cases across multiple states including Telangana, Haryana, Punjab, Maharashtra, Odisha and Tamil Nadu. Police seized significant material evidence from the accused in both cases, including 30 mobile phones, multiple SIM and debit cards, passbooks, cheque books, laptops, tabs, and even a fake press ID card. They also recovered shell company stamps used in fraudulent operations. Further investigation is underway.
