The Disability Care and Rehabilitation Fund today transferred the first installment of educational aid for the 2024-2025 academic year, along with the fourth and final installment for 2023-2024, to students with disabilities enrolled across all educational levels (schools, vocational/technical institutes, universities, and postgraduate studies).
Dr. Ali Mughalli, the Fund's Executive Director, told SABA that the total transferred amount of 210,796,000 Yemeni riyals will benefit 2,304 male and female students with disabilities in several governorates. This aligns with the Fund's commitment to supporting education and rehabilitation for this group, enabling their access to all educational stages, particularly vocational and university education.
He noted that the Fund continues efforts to enhance educational and rehabilitation opportunities for persons with disabilities as a key pathway to social inclusion and economic empowerment, despite challenges like declining revenues due to ongoing aggression and siege.
Salim Al-Abyad, the Fund's Financial Director, clarified that the transfers include the first installment for the current academic year and cover remaining obligations from the previous year's fourth installment. He confirmed ongoing work to complete disbursement of remaining installments for the new academic year soon.
The disbursement also included entitlements for students with disabilities in occupied areas, transferred via foreign currency exchange, reflecting the Fund's commitment to delivering rights to all beneficiaries without discrimination.

Ministry of Foreign Affairs Condemns UN Envoy's Statement on Issuing New Currency
Sana'a - Saba: The Ministry of Foreign Affairs and Expatriates has condemned the statement issued by the UN Secretary-General's Special Envoy to Yemen regarding the issuance of new currency. In a statement received by the Yemeni News Agency (SABA), the Ministry of Foreign Affairs affirmed that the UN envoy's statement once again demonstrates his absolute bias toward the countries of aggression and their mercenaries, and his departure from the neutral role entrusted to him as a mediator. The statement explained that the Central Bank in Sana'a issued the new currency based on a financial and professional study, considering it a replacement for damaged banknotes, without causing any monetary or economic consequences. It noted that this emergency decision came after negotiations led by the Ministry of Foreign Affairs on this matter reached a dead end due to the obstinacy, stalling, and lack of seriousness by the countries of aggression and the mercenary government — even after ten years of daily suffering endured by the Yemeni people due to the use of the old currency. The statement added that Sana'a had agreed to the proposal to form a joint economic committee to manage national resources and deposit revenues into a special account designated for salary payments. This initiative could have resolved all related issues; however, the committee never materialized due to the other party's lack of cooperation. Yet, the UN envoy did not express concern over this matter. The Ministry stressed that the UN envoy's recent statement is unacceptable, as it aligns with those issued by some of the aggressor countries, notably the United States, the United Kingdom, and France. The envoy was reminded that the countries of aggression and their mercenaries launched a fierce economic war on Yemen alongside their military campaign, taking numerous unilateral economic measures that harmed the Yemeni people — including the printing of billions in unbacked currency and other actions that should have been the focus of criticism by the UN envoy. The Ministry of Foreign Affairs emphasized that Sana'a's efforts to alleviate the suffering of the Yemeni people should be acknowledged and appreciated. It affirmed that the time has come to end the aggression and blockade imposed on the Yemeni people, ease their suffering, and allow them to live in peace. UN Envoy: Houthi Currency Issuance Violates Yemen's Economic De-escalation Agreement
The United Nations Special Envoy to Yemen, Hans Grundberg, has condemned the Houthi group's recent issuance of new currency as a violation of the economic de-escalation understandings reached between Yemeni parties in July 2024. In a statement released Thursday, Grundberg expressed deep concern over the Houthis' unilateral decision to mint 50-rial coins and print 200-rial banknotes, warning that such actions threaten to undermine Yemen's fragile economy and deepen institutional and monetary divisions. 'These unilateral measures are not a viable solution to liquidity challenges,' Grundberg said. 'They risk eroding trust, destabilizing financial frameworks, and complicating efforts to restore economic stability.' The envoy urged all parties to refrain from unilateral steps and instead pursue coordinated approaches that foster dialogue and support broader stabilization efforts. He emphasized the need to prioritize restoring confidence, strengthening institutions, and delivering tangible relief to the Yemeni population. The currency issuance comes despite a UN-mediated agreement in 2024 that called for halting all economic escalations and maintaining neutrality in financial policy as part of a broader roadmap for de-escalation.
