New parking concessionaire for Selangor from Aug 1
Company to collect from four local councils, taking 50% of revenue
THE company that will take over parking fee collection from four local councils in Selangor from Aug 1 was shortlisted through the Request for Proposal (RFP) process in January this year.
Selangor local government and tourism committee chairman Datuk Ng Suee Lim rubbished media reports that the appointment of the concessionaire was through direct tender.
'The state government, through Menteri Besar Incorporated's (MBI) subsidiary Rantaian Mesra Sdn Bhd, issued a RFP at the beginning of this year where 26 companies had applied.
'Three companies were then shortlisted before a decision on the awardee was made.
'So, claims that it was done through direct tender are baseless,' he said, during a press conference on the sidelines of the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor, Shah Alam.
Ng said the state government was moving towards the Selangor Intelligent Parking (SIP) initiative to ensure that the management and maintenance of on-street parking in Selangor was modernised and equipped with Internet of Things (IoT) technology.
'By having a company solely focused on on-street parking collection and enforcement, councils will be relieved of those duties and can focus on other responsibilities,' he said.
StarMetro learnt that the company signed the agreement with MBI in March after the RFP period.
Ng said the on-street parking fee collection by the company would affect Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Selayang Municipal Council (MPS) and Shah Alam City Council (MBSA).
'Currently, only 30% of motorists pay their parking fees statewide.
'For MBPJ, that amounts to RM13mil in annual revenue after deducting RM5mil in operating expenses.
'The low compliance is mainly due to the lack of manpower for enforcement.
'With the company dedicated to managing on-street parking, fee collection is projected to reach more than 60%.
'Based on the agreement, a total of 40% of the parking fee collection will go back to the council, 10% to MBI while 50% will go to the company,' he added.
Ng said the concessionaire would also absorb a few enforcement officers by training them and placing them under its payroll.
'The agreement is for 10 years, plus an additional five years if the company meets the target for SIP, including installing closed circuit television (CCTV) cameras and a command centre in the long run.
'There will also be no changes to the parking rate, which ranges between 40sen and 60sen per hour depending on the council.'

‘Suspend drivers' vocational licences only for fatal accidents'
PETALING JAYA: The vocational licences of errant drivers involved in road accidents should only be suspended if there are fatalities, says the Malaysia Trucking Federation (MTF). Its president Datuk Ng Koong Sinn noted that punitive measures will serve as a deterrent to prevent mishaps and help inculcate a sense of responsibility among road users. 'However, we are of the view that suspensions should only be enforced in cases where lives have been lost. He was responding to the announcement by JPJ that it will suspend the vocational licences of commercial vehicle drivers involved in road accidents until investigations are completed. Ng said the issuance of driver cards accompanied by JPJ's inspections and safety audit system, known as Jisa, is a further positive step toward building a comprehensive driver database. 'With this system in place, traceable records of drivers, including accident history, drug and alcohol abuse as well as criminal records, will be readily accessible. 'This will serve as a preventive measure to ensure unscrupulous drivers are not allowed behind the wheel. 'We believe our practices such as managing drivers' hours of service, enforcing blackout periods from midnight to five in the morning and thorough route planning have helped us address driver fatigue. 'We will continue to encourage our members to adopt this safety culture and work to change the public perception of heavy vehicles,' said Ng. On July 6, JPJ director-general Datuk Aedy Fadly Ramli said that to ensure commercial vehicle drivers are competent, suspended individuals must pass a refresher course before their licences are reactivated or removed from the suspension list.

"MBPJ collected RM20 million a year. Assuming the same payment rate and a reduced commission from 90 per cent to 40 pe rcent, it will impact about RM10 million of revenue. "I will write to all city councillors and urge them to take a stand," he told Sinar Daily. The initiative, reportedly part of the Selangor Intelligent Parking (SIP) system, was confirmed by State Local Government and Tourism Committee chairman Datuk Ng Suee Lim at the Selangor State Assembly on July 9. Ng explained that Menteri Besar Selangor (Incorporated) made the appointment as part of the first phase of parking system centralisation. The goal is to improve collection rates, which currently stand at only around 30 per cent from an estimated 1,000 designated bays. While the state contends the move will boost efficiency and earnings, Lee fears it will have the opposite effect for MBPJ. As of press time, Selangor Menteri Besar Datuk Seri Amirudin Shari has not responded to Sinar Daily's request for comment on the matter.

Gold demand surges in Malaysia as investors seek safe haven
KUALA LUMPUR: Global demand for gold bars as a secure investment is on the rise, particularly among central banks and high-net-worth individuals, according to the Malaysia Gold Association. Its president, Datuk Wira Louis Ng, said central banks in countries such as China, Poland, and Kazakhstan are actively increasing their gold reserves to diversify their national holdings. 'While the demand for investment-grade gold is surging, we're seeing a decline in the gold jewellery segment across Asia, including traditionally strong markets like China and India,' he told Bernama. Ng noted that the international gold price has been holding steady at around US$3,300 per ounce, reflecting a 24 per cent increase since the start of the year. 'This price level is being supported by strong institutional demand, particularly from global fund managers acquiring gold through exchange-traded funds (ETFs) on behalf of high-value clients,' he said. He attributed this trend to widespread geopolitical tensions - including conflicts in the Middle East, the ongoing war in Ukraine, and trade frictions between the United States and China - which have heightened investor caution. 'Given these uncertainties, gold continues to be viewed as a reliable store of value. Central banks, institutional investors, and even retail investors are responding accordingly,' he noted. However, Ng acknowledged that retail demand for gold jewellery is facing headwinds. 'The retail jewellery market is on a downtrend and not seeing the same momentum as investment-grade gold,' he said. Looking ahead, Ng expects the gold market to remain stable in the near term.
