On Panchayati Raj Day, PM Modi to address from a village in poll-bound Bihar
Officials from the ministry of panchayati raj (MoPR) said that, for the first time, a national-level function will be held from a village, Lohna Uttar Gram Panchayat in Jhanjharpur Block of Madhubani district in Bihar, a state that will go to polls later this year.
PM Modi will also distribute the National Panchayat Awards 2025 – nominated by states and finalised by the ministry – at the event. The awards focus on key national priorities including 'atmanirbharta' (self-reliance) through augmentation of own-source revenue (OSR), capacity building and training of Panchayati Raj representatives and functionaries, and climate action.
'In a first-of-its-kind gesture, PM Modi will address the nation directly from a venue within a gram panchayat jurisdiction. The PM will also speak on how panchayats can reverse distress migration if they start functioning effectively, especially by generating their OSR initiatives,' an MoPR official told HT.
The National Panchayati Raj Award was instituted to incentivise the best-performing Panchayati Raj institutions. It was revamped in 2022 after the ministry localised the 17 sustainable development goals into nine broad themes, including poverty reduction, education, health, among others.
Officials from MoPR said the Prime Minister is also expected to speak about SVAMITVA (Survey of Villages and Mapping with Improvised Technology in Village Areas), an initiative to provide property cards to individuals in rural inhabited areas, serving as legal documents. PM Modi had earlier emphasised how the scheme has unlocked the potential for economic activities to the tune of ₹100 lakh crore.
The Prime Minister's visit assumes significance as Bihar's current legislative assembly tenure expires in October this year. Madhubani district, part of the larger Mithilanchal, has 10 assembly constituencies, of which the National Democratic Alliance (NDA) had won eight seats in the last assembly elections. The NDA also dominates in neighbouring Darbhanga district, having won nine out of 10 seats in the last assembly election.

"India's consistent push to address terrorism in all its forms led to the creation of the Brics counter-terrorism working group, and under India's leadership at the 13th Summit in 2021, the group adopted a Counter Terrorism Action Plan, marking a shift from broad declarations to concrete institutional mechanisms for intelligence sharing, capacity building and preventing the misuse of financial and digital networks by terror networks," according to the sources. They also said India was instrumental in using the forum to support its pitch for democratising multilateral institutions - a theme PM Modi articulated in his address to the Summit on Sunday. Sources also mentioned India's initiatives, including the call for the launch of Brics Startup Forum and inclusion of digital public infrastructure in the core agenda, to argue that India has moved from the sidelines to the centre stage of the group. "India has become a voice that is heard. It isn't easy to imagine that 12 years ago, many seriously debated whether to replace India, with the lowest growth rate and high inflation, with Indonesia as a member," said sources.

Dharamshala: Wishes poured in from the world over as the Dalai Lama turned 90 on Sunday. Prime Minister Narendra Modi extended greetings to the Tibetan leader. "I join 1.4 billion Indians in extending our warmest wishes to His Holiness the Dalai Lama on his 90th birthday," said his message, read out by Central Tibetan Administration president Penpa Tsering at the event. A message from US Secretary of State Marco Rubio said: "Washington is committed to promoting respect for the human rights and fundamental freedoms of Tibetans". A message from the President of the Republic of China (Taiwan) was also read out on the occasion. Thousands of Tibetan Buddhists thronged the Tsuglagkhang Complex in McLeodganj to be part of the historic celebrations, watched over by the majestic Dhauladhar mountains. Recorded video messages from three former US presidents were also played, with the crowd bursting into thunderous applause when Barack Obama appeared on the huge screen. Obama called the Dalai Lama "the youngest 90-year-old I know", and thanked him for his friendship. Hollywood actor Richard Gere set the tempo for the event, describing the Dalai Lama as the "greatest ever to have walked the earth". The ‘Khelo Bharat Niti' as a beacon for Indian football
Sports, as a whole, has gained immense priority under the leadership and the vision of Prime Minister Narendra Modi, and it is with great hope that we look forward to the next 10 years, when India, under this vision, could become one of the world leaders in the sporting arena. India has successfully expressed its interest in hosting the 2036 Olympics, and in preparation and anticipation of this, the nation will undoubtedly have the honour of hosting various other prestigious international sporting events as well. Also Read | Union Cabinet approves National Sports Policy 2025 A significant policy point The Khelo Bharat Niti 2025 (National Sports Policy), which was passed by the Union Cabinet on Tuesday, July 1, 2025, marks a policy milestone in transforming the role of sports in building a Viksit Bharat. There are several aspects of the policy that, in my view, should result in much appreciation for Mansukh Mandaviya, Minister of Youth Affairs and Sports, particularly from the perspective of football. There is the five-Pillar approach of the policy in the context of football. First, sports excellence — the importance of the national team's standing in the global arena and the work needed on that front. Second, sports for social development — the role of football in sports for development and inclusion. Third, sports for economic development — how football can contribute to industry and growth through events, manufacturing and jobs. Fourth, sports as a people's movement — community sports. Fifth, sports in education — football in schools. When it comes to the performance of the national team, there is one area in the policy which we have worked on actively — access to talent in India's diaspora and I am happy that the policy has reference to the subject. This is a positive statement of intent and the All India Football Federation (AIFF) will continue to work with the Fédération Internationale de Football Association (FIFA) and the government to do everything possible to strengthen the national team. We have seen countries such as Bangladesh, Hong Kong, Malaysia, the Middle Eastern Nations, Singapore, Sri Lanka, Vietnam and those in Europe tap naturalised players with dual citizenship to strengthen their teams. Some clarifications in the Indian context might be helpful at this stage. As in the FIFA Statutes, a player must hold a passport of a nation he or she wishes to represent and must produce it on match day. While an OCI card grants certain social and economic rights to an individual, it is not equivalent to an Indian passport. Given that India's laws do not provide for dual citizenship, it is for India to strategise how it could capitalise on the opportunity to access the talent within the diaspora and integrate these players into the national team according to FIFA regulations as well as Indian citizenship law. The policy direction provides a ray of hope and we are intent on exploring it to its logical conclusion. EXPLAINED | A look at India's sports policy journey post independence Schools and football At the grass-root level, the AIFF has plans in place to ensure the progress of talented individuals from eight years of age right up to the senior level. At the lowest age category (eight to 10 years) football has been made accessible for children. When they progress to the age group of 12 to 13 years, they are introduced to competitions. As they further move on to the U17 and U18 levels, they get high performance training and then on to the U18 and U20 levels, where the transition from youth to professional level. Such processes would not be possible without the help of facilities of schools, and we thank the Minister for Education, Dharmendra Pradhan, for having facilitated the alignment of the National Education Policy with the National Sports Policy. Through the FIFA Football for Schools (F4S) programme, we have successfully made that link logistically feasible, bringing the beautiful game to over 1,53,000 schools — over 9,26,000 footballs are being distributed. This is how football is being made accessible at the U8 level. I firmly believe that India's National Sports Policy aligns with National Education Policy which will catalyse a new era of transparency, accountability, and inclusivity in Indian sports.
