Lucknow: Chief Minister
Yogi Adityanath
on Tuesday emphasised equipping the youth with cutting-edge skills such as artificial intelligence (AI) and digital literacy and said the state govt has over the last 8 years taken several decisive steps to transform 'scale into skill'.
"Skilled youth are the backbone of a self-reliant India and the double-engine govt is committed to providing jobs and self-employment opportunities," Yogi said during his inaugural address at the Skill Fair and Exhibition on World Youth Skills Day.
He said as part of this digital empowerment mission, the state is distributing smartphones and tablets to 2 crore youth, of which 50 lakh have already benefited.
Addressing the gathering, he said UP holds immense potential, with almost 60% of its 25 crore population falling in the working-age category.
"For this, we are making consistent efforts in generating employment for youth," he said.
Yogi noted that this year's theme — "Youth Empowerment through AI and Digital Skills" — is particularly significant for the state, as it aligns with the govt's broader vision of steering the youth toward a tech-driven future.
UP currently has around 400 govt and 3,000 private ITIs, where skill development training is offered at minimal cost.

Students enrolled in private ITIs also receive scholarships and incentives. "Every youth deserves access to training and employment that reflects their talents and aspirations," he said.
Speaking about the state's investment-driven growth, the CM highlighted that over the past eight years, enhanced law and order and investor-friendly policies resulted in the implementation of investment proposals worth over Rs 15 lakh crore which in turn created lakhs of jobs.
Referring to the CM Yuva Scheme, Yogi said youth with skill development, ITI, polytechnic, or academic degrees are being offered interest-free loans up to Rs 5 lakh. Launched on Jan 24 this year, the scheme has already benefited over 50,000 youth. Under this, only the principal amount needs to be paid by the beneficiaries while the govt covers the interest. An additional loan facility of up to Rs 7.5 lakh will also be made available for scaling up.
He also highlighted the govt's efforts in reviving traditional industries through flagship schemes like One District One Product (ODOP) and Mukhyamantri Vishwakarma Shram Samman Yojana.
He said under ODOP, over 1.5 crore people gained employment while more than 1 lakh artisans and craftsmen received training and toolkits under the Vishwakarma Yojana. These initiatives, he said, significantly strengthened the rural economy.
Yogi also lauded the success stories of 15 youth who were recognised for their outstanding work.
"Of these, many were aimless after completing formal education, but skill development transformed their lives. Today, they are earning between Rs 25,000 and Rs 1,00,000 per month," the CM said.
Underscoring the need for greater synergy between educational institutions and industries, Yogi apprised the audience about an initiative where students engaged in industrial training complete their project work within industries, thereby gaining real-world experience.
As part of this, the govt will offer a monthly stipend of Rs 5,000 for one year under the PM and CM internship schemes. After the internship, industries may choose to recruit the interns, or the experience will help them secure employment elsewhere.
Highlighting the role of the National Education Policy (NEP) 2020, Yogi said the policy empowers students to pursue academic degrees and skill-based training simultaneously.
He praised the collaborative efforts of the secondary education department and ITIs, which are now offering vocational education within schools, allowing students to pursue dual degrees or certificate programmes.
He also pointed to emerging opportunities in futuristic sectors such as drone technology, robotics, artificial intelligence and 3D printing while reaffirming the continued demand for skilled professionals in traditional trades like plumbing, electrical work and air conditioning repair.
"Our goal is to align youth training with market demands to ensure maximum employability," he said.
Director, UP Skill Development Mission, Pulkit Khare, said the CM presented the 'Youth Icon' award to 15 outstanding youths and handed over appointment letters to 11 candidates during the event. He also flagged off five skill chariots to spread awareness across the state. In addition, industry representatives were honoured with the 'Industry Ambassador' award.
An MoU was also signed with Motilal Nehru National Institute of Technology, Prayagraj, appointing it as a knowledge partner.

Amid objections, Standing Committee sends back Bawana waste-to-energy plant proposal for amendments

Even as the Union Environment Ministry gave an environmental clearance (EC) to a proposed Waste-to-Energy Plant (WTE) in Bawana last month, the proposal to set up the plant in Narela has been sent back to the Department of Environment Management Services (DEMS) of the Municipal Corporation of Delhi (MCD) on Wednesday for a revisit. The decision was taken at the Standing Committee meeting on Wednesday amid staunch opposition against the project from the local residents. Following the decision by the Standing Committee at its second meeting since it was recently constituted, the item will be listed again for reconsideration after the DEMS makes amendments to the proposal, said officials. An official of the Delhi Environment department said, 'The MCD is authorised to take such an action. The role of our department is to grant NOCs.' The Centre's clearance to the project came on June 20 and was made public by the Delhi Pollution Control Committee earlier this month. The EC was granted based on standard and specific conditions applicable to thermal power projects, including compliance with the Environment Impact Assessment Notification, 2006. The 15-acre plot where the proposed plant is to be developed was allotted by the civic body in February under a concession agreement, the Environment Clearance report stated. The 30-megawatt plant is to be developed under a public-private partnership with Jindal Urban Waste Management (Bawana) Limited in Sector 5 of the Bawana Industrial Area. However, residents have been protesting against the waste-to-energy plant facility to be set up at a cost of Rs 660 crore. They have expressed concerns over worsening of air quality, health risks, and handling of waste. But in the EC report in response to the concerns raised, the firm stated that an 'Ambient Air Quality Monitoring System will be installed in the plant to track pollution levels and ensure compliance with environmental regulations…' This is the fifth plant that is set to come up in the city. There are four other WTE plants in the city — Okhla, Ghazipur, Tehkhand and Narela. Meanwhile, the Standing Committee also passed a proposal for the collection and transportation of municipal solid waste under the Central Zone at the meeting. According to the proposal, the civic body has decided to prepare a fresh tender document for a short period of six months, till the main tender is finalised. The Committee has also cleared a proposal to set up a dung processing plant at the Ghazipur slaughterhouse. Chairperson Satya Sharma passed the proposal 'One Road – One Day.' 'Under the plan, one major road in each zone of the MCD will undergo a complete makeover every day. This will include road repair, cleaning and improvement of footpaths, repair of signage, restoration of streetlights, removal of illegal encroachments, pruning of trees, and beautification efforts,' Sharma said. An automated multilevel puzzle parking facility will be constructed at Bharat Darshan Park (Punjabi Bagh). Sharma also said that no meat shops will be operated within a 100-meter radius of schools and religious places. Shops running illegally or without valid licences will be sealed with immediate effect, he said. The members raised issues of waterlogging in the Capital, as well as cases of rising dog bites.

L-G orders probe into AAP's free coaching scheme for students from disadvantaged backgrounds

The Anti-Corruption Branch (ABC) of the Delhi government has been asked to probe alleged corruption into the free coaching scheme started by the Aam Aadmi Party (AAP) government for students from disadvantaged backgrounds, Education Minister Ashish Sood said on Wednesday. Lt Governor V K Saxena has ordered the probe, he added. Under the Jai Bhim Pratibha Vikas Yojna SC, ST and OBC students were provided free coaching at private institutes for competitive exams. Addressing mediapersons with SC/ST Welfare Minister Ravinder Indraj, Sood alleged that a bill of Rs 145 crore was prepared during Covid-19 pandemic in 2021-22 for payment to private coaching institutes. He added that the previous AAP government neither sought any list of students from the coaching institutes nor verified if they were being provided coaching. 'Chief Minister Rekha Gupta had recommended that ther allegations be probed,' he said. 'The scheme, initiated in 2018, aimed to provide free coaching by transferring government funds directly to coaching institutions. AAP leaders insulted Dr BR Ambedkar's legacy and turned a welfare scheme into a nexus of corruption… In 2018, 4,900 students were supposed to receive coaching, and in 2019, the number was 2,071. However, during the pandemic, AAP leaders colluded with the coaching mafia. Originally allocated a budget of Rs 15 crore, the scheme saw a massive spike in billing, with coaching institutions submitting claims of Rs 145 crore between July 2021 and August 2022… Upon investigation, it was revealed that coaching institutions provided data for 13,000 students, but only 3,000 could be verified. The rest had no supporting documentation or register entries,' said Sood. The AAP, meanwhile, accused the BJP government of 'systematically dismantling' welfare schemes. 'The BJP is using corruption allegations as a smokescreen to justify the closure of these schemes despite not a single allegation being proven to date… From shutting down mohalla clinics, ending free bus travel for women, to withdrawing free medicines from government hospitals and moving towards the privatisation of Delhi's water supply, every step is calculated to erase AAP's model of governance,' AAP Delhi president Saurabh Bharadwaj said. The party, in a statement, also alleged that BJP had not taken a single step to address the issues faced by ordinary people. 'The women of Delhi, to whom the BJP had promised Rs 2,500 per month, are still waiting for the money. Instead of fulfilling this guarantee, the BJP has delivered betrayal,' it said.
