'Today, we are in a duopoly situation as far as the telecom infrastructure is concerned, and we have to develop certain alternative routes for providing broadband to our people. These alternative routes already exist. You have millions of kilometers of fiber (
BharatNet
). That fiber must become an ultimate source to provide connectivity to the people of this country,' Ram Sewak Sharma, former chairman,
Telecom Regulatory Authority of India
(Trai), said.
Sharma was speaking at the World Wi-Fi Day, organised by the Broadband India Forum.
'One of the things which was important was to create a digital public infrastructure of Wi-Fi kind of systems, because then, in 2015-16, the data was selling at about ₹275 per gigabyte,' Sharma said.
India's telecom sector offers one of the affordable data tariffs worldwide at close to Rs 8 (less than $0.10) per gigabyte (GB).
Further, he said that the government crafted a policy, and facilitated a cost-effective Wi-Fi price structure in the country.
'It essentially ensures that every citizen, whosoever, has got a smartphone will be able to access, not free, necessarily, but certainly able to access, even without having a data plan.'
India has more than 800 million smartphone users currently, corresponding to nearly 53% of the overall population.
Sharma further said that the government crafted out a policy, facilitating Wi-Fi price structure in the country so that people having smartphones could have access to it.

BharatNet public infrastructure, according to him, could provide digital connectivity to a large number of people, with infinite capacity.
The Centre aims to connect 2.5 lakh gram panchayats (village blocks) covering nearly 6.5 lakh villages to offer high-speed internet access through the national optical-fibre program, BharatNet, originally unveiled in 2011.
Citing an example of the European and the US markets, he said that India has one Wi-Fi hotspot per about every 40,000 individuals, and added that the number of connections should scale up.
In 2020, the Prime Minister Wi-Fi Access Network Interface (PM-WANI) scheme was launched by the Department of Telecommunications (DoT), and aimed to enhance the proliferation of
public Wi-Fi hotspots
to create a robust digital communications infrastructure in the country, primarily in rural and semi-urban areas.
The scheme, designed by the telecom regulator, sought to offer affordable internet access while boosting employment opportunities for small and micro-entrepreneurs through the establishment of Public Data Offices (PDO).

TRAI explores licensing framework for foreign M2M/IoT SIMs/eSIMs in India
The Telecom Regulatory Authority of India (TRAI) has released a consultation paper seeking stakeholder views on the use and sale of foreign telecom service providers' SIMs and eSIMs in India, specifically for integration into machine-to-machine (M2M) and Internet of Things (IoT) devices that are meant for export. The consultation paper explores whether a new service authorisation should be introduced under the Department of Telecommunications' (DoT) policy framework to allow the sale of foreign SIMs/eSIMs in India. The paper also seeks to identify any regulatory issues that may arise—such as those involving the Reserve Bank of India (RBI), Customs, or other authorities—with respect to the export of Indian telecom service providers' M2M SIMs/eSIMs, especially in scenarios involving import of such devices using Indian SIMs abroad. TRAI has invited inputs on various aspects of the proposed framework, including the terms and conditions for such a service, eligibility criteria, applicable fees, and the validity period for the use of these foreign SIMs/eSIMs in M2M and IoT applications. The response of TRAI came after certain Indian manufacturers who export IoT/M2M devices to international markets have requested that foreign SIMs be made available to them in India for integration into their products prior to export. This would enable the devices to operate on foreign networks immediately upon deployment abroad. In response, the Department of Telecommunications (DoT) has received multiple requests seeking provisions under its No Objection Certificate (NOC) policy to permit the sale of foreign operators' SIMs/eSIMs in India for such specific use cases.

Noida: The Industrial Development Authority has given Greenbay Infrastructure a final deadline to deposit dues amounting to Rs 118 crore by the end of July, failing which it will cancel the allotment of land for a 100-acre township in Sector 22D. Tired of too many ads? go ad free now YEIDA officials said on Friday this was the final ultimatum for the developer. Before this, YEIDA had given the developer a deadline of June 30 to pay its dues. Last month, Greenbay had sought an extension of two months to make the deposit, citing problems with securing full possession of land allotted to it. "If Greenbay Infrastructure does not pay the outstanding amount of Rs 118 crore to the Authority by July 31, proceedings will be initiated to cancel the allotment of the said plot. This will be the final opportunity to deposit the outstanding amount," YEIDA's latest order this month read. In response, Greenbay's management said on Friday it has deposited Rs 40 crore and is committed to paying the full amount. "We are committed to paying all land dues, but we need the Authority's support to ensure full possession of the allotted land and permission to sublease the commercial part of the project," said Amit Sharma, project director of Greenbay Golf Village — the 100-acre township launched in 2011. According to the developer, approximately 30-35% of the 100-acre site is still under cultivation by farmers, and this has made it difficult to carry out construction and raise funds through sales. The township project, with 691 residential plots (of which 300 have been registered), was earlier granted relief under UP govt's 2023 rehabilitation policy for stalled projects. The policy recalculated the developer's total dues to Rs 441 crore, of which Rs 110 crore (25%) was to be paid upfront. It then sought a revised payment plan and in April, it requested YEIDA to allow it to sublease a 4,330 sqm commercial plot within the township project. The developer said that all earnings from the sublease will be used to settle its dues. But the authority rejected this request and said that the policy only permits subleases to homebuyers, and not for commercial use. "Cultivation by farmers in the middle of the allotted plot gives homebuyers a sense of insecurity about their investment. Possession of the complete land and permission to sublease would help speed up development and sales. The proceeds would go towards paying the remaining dues," Sharma said.
