Sinaloa cartel hacked phones and surveillance cameras to find FBI informants, DOJ says

WASHINGTON, June 27 (Reuters) - A hacker working for the Sinaloa drug cartel was able to obtain an FBI official's phone records and use Mexico City's surveillance cameras to help track and kill the agency's informants in 2018, the U.S. Justice Department said in a report issued on Thursday.
The incident was disclosed in a Justice Department Inspector General's audit, opens new tab of the FBI's efforts to mitigate the effects of "ubiquitous technical surveillance," a term used to describe the global proliferation of cameras and the thriving trade in vast stores of communications, travel, and location data.
The report said that the hacker worked for a cartel run by "El Chapo," a reference to the Sinaloa drug cartel run by Joaquín "El Chapo" Guzmán, who was extradited to the United States in 2017.
The report said the hacker identified an FBI assistant legal attaché at the U.S. Embassy in Mexico City and was able to use the attaché's phone number "to obtain calls made and received, as well as geolocation data." The report said the hacker also "used Mexico City's camera system to follow the (FBI official) through the city and identify people the (official) met with."
The report said "the cartel used that information to intimidate and, in some instances, kill potential sources or cooperating witnesses."
The report did not identify the alleged hacker, attaché or victims.
The U.S. Embassy in Mexico referred questions to the State and Justice departments, who did not immediately return messages seeking comment. The FBI and a lawyer for El Chapo did not immediately return messages seeking comment.
The collection of granular location data from people's phones by a wide variety of commercial and official actors, combined with ever-growing coverage of surveillance cameras, has posed a thorny problem for intelligence and law enforcement officials, many of whom rely on confidential informants.
The report said that recent technological advances "have made it easier than ever for less-sophisticated nations and criminal enterprises to identify and exploit vulnerabilities" in the global surveillance economy. It said the FBI had a strategic plan in the works for mitigating those vulnerabilities and made several recommendations, including more training for bureau personnel.

'What happened was in the seventh inning, I came to bat. I'm ready at the plate and I hear this fan shouting. He was on top of the dugout,' Marte told @DannyBeisbol. 'He yelled at me, saying stuff about my mom. He was like, "I sent your mom a text last night." When everything happened with my mom, I was here in Chicago. I was in this city.' Later, Marte added: 'I think something needs to be done about the fans. It's getting out of hand. People always yell stuff at me, but never about my mom. People know that my mom passed away in an accident. But anyways, we're praying for him and his family, too. May God protect them and help him heal his heart. 'They're always yelling things at me, but I don't mind. But when it comes to my mom that's where the line gets crossed.' Luvollo was seen consoling Marte during a pitching change in Arizona's 4-1 loss. He pointed at the fan and appeared to shout: 'His mom died, you dumb f***. Dumb f***' 'It was a terrible moment,' Luvollo said afterwards. 'Fans are nasty, and fans go too far. I love my players, and I'm going to protect them.' Luvollo continued: 'I looked right at [Marte] when I heard...I looked right at him and he looked at the person, as well. 'He put his head down and I could tell it had an immediate impact on him, for sure... I just reacted as a dad would when I went out to change pitchers. I could see he was sobbing. It hurt.' The fan was later ejected. As reported by ESPN they expressed remorse and admitted to the inappropriate comments and will now be denied entry into all MLB stadiums until further notice. '[I told him], "I love you and I'm with you and we're all together and you're not alone. No matter what happens, no matter what was said or what you heard, that guy is an idiot. It shouldn't have an impact on you,"' said Lovullo, who has managed Marte since their first year together in Arizona in 2017. It was later that year that Marte's mother died in a car accident in their native Dominican Republic. 'I've known Ketel for nine years, and he's had some unbelievably great moments and some hardships, as well,' the Arizona manager continued. 'Some really, really tough moments in his life, and I know those. At the end of the day, we're human beings and we have emotions. I saw him hurting, and I wanted to protect him.' A versatile player and fan favorite in the Phoenix area, Marte comes from a baseball family and is actually married to Toronto Blue Jays slugger Vladimir Guerrero Jr.'s cousin.

When officers informed Kove he had committed a crime by biting his costar, Kove responded that he 'didn't interpret the bite as a crime.' Kim then exploded at Kove, saying: 'Its not interpreted as a crime! He can take you away in handcuffs . You committed a crime, that's why we're here! 'See that, those are your teeth you think that's OK? It's not okay. Kove said: 'I understand that I'm ashamed of my behavior. I'm ashamed that I did that and I would, I would like you to accept my apology and you know me long enough to know that my essence is not a vindictive violent essence at all. 'If anything, we have just lots of fun together,' he added. Kim said: 'I came to you in friendship and I extended I had a friendship like, "Hey mate, don't do that." And what you gave me was rage. Kove was banished from the convention, and recently broke his silence on the incident in a statement to Deadline. 'I deeply regret and apologize for my actions regarding the incident with Alicia [Hannah-Kim], a genuinely kind and wonderful person who didn't deserve to be put in this position,' Kove said in a statement from Jaffe & Company PR & Crisis Management. 'I've always respected her and considered her a highly professional and talented co-worker on Cobra Kai,' he added, before addressing the incident. 'I was being playful in the moment but went too far and there is absolutely no excuse for my behavior,' Kove continued. 'I regret my actions for which I take full responsibility for what I did, and again I apologize to her and her husband. I'm committed to learning from this and it will never happen again,' he concluded. The report from the incident revealed that Kove did apologize to Hannah-Kim and her husband Roche, though he has since done so publicly. Photos were also taken of Hannah-Kim's arm, which showed a, 'very noticeable bite mark on her arm that was already turning blue and bruising.' Kove was told to leave the convention, and the officer instructed him never to do something like that again. Hannah-Kim played Kim Da-Eun, a powerful South Korean sensei who is also the granddaughter of Kim Sun-Yung, the master who taught taught Kove's character John Kreese in his youth. Kove played the Cobra Kai sensei Kreese in the 1984 classic The Karate Kid, as well as in its 1986 and 1989 sequels, The Karate Kid Part II and The Karate Kid Part III. He reprised the role for Cobra Kai, which is set 34 years after the events of the original Karate Kid film. The series originally aired on YouTube Red for its first two seasons before moving to Netflix. The show enjoyed a popular run over six seasons and followed Kreese's old student Johnny Lawrence (William Zabka) and his rivalry with Daniel LaRusso (Ralph Macchio). The series concluded in February of this year. Kove will next be seen in Killing Mary Sue with Sean Patrick Flannery, Dermot Mulroney and Jason Mewes, while Hannah-Kim is filming the South Korean TV series The North Star. In the wake of the biting incident, a past allegation of sexual harassment against Kove — which he has denied — resurfaced. A female extra on Cobra Kai reportedly said Kove made her feel uncomfortable on set with his behavior, and sources told Deadline that she complained that he had been complained Kove had been 'leering' and 'verbally overt' toward her on the Atlanta set of the adapted film franchise. The woman then complained to producers, and Sony subsequently launched an investigation into the alleged incident. has contacted Kove's representatives for comment but hasn't received a response. In response to the investigation, producers reportedly dressed down Kove and urged him to remain in his trailer between takes. They also alleged said he should apologize to the offended extra, though it's unclear if he took them up on that advice.
