Odisha Law Minister Prithiviraj Harichandan on Monday (May 19, 2025) said strict legal action will be taken if anyone is found leaking sensitive information to operatives in Pakistan.
Mr. Harichandan's statement came amid a police investigation into the potential links between a Puri-based YouTuber and Jyoti Malhotra, who was arrested on the charge of passing on sensitive information to Pakistani intelligence operatives.
Speaking to reporters in Bhubaneswar, he said the National Investigation Agency (NIA) is conducting the probe on sharing sensitive information with the neighbouring country.
'Anyone found connected to this network will face investigation. Strict action will be taken against those involved, whether they were directly involved in espionage or were assisting such activities in any form. No one will be spared,' the Minister asserted.
When asked about possible links of the Odisha YouTuber in the alleged espionage case, he said, 'If at all there is a link, the NIA will do its job properly. If any link is established, the matter will be taken very seriously and the situation will be dealt with accordingly'.
'YouTuber Jyoti Malhotra, who was arrested by Haryana Police, had visited Jagannath temple in Puri, besides Konark and Chilka in Odisha. She was in touch with an Odisha-based YouTuber. We are verifying the facts, and nothing substantial has come out till now,' IGP, Crime Branch, Sarthak Sarangi said.
After the matter came to the fore, in a social media post, the woman YouTuber from Puri said, 'Jyoti was just a friend of mine, and I came in contact with her through YouTube. I was unaware of anything which she is accused of. I would not have been in touch with her had I known that she was spying for enemy Pakistan'.
'If any investigative agency wishes to cross-question me, I would provide full cooperation. Nation is above all. Jai Hind,' she wrote in an Instagram post.

He informed that the attacks are launched at critical and sensitive infrastructure, including water treatment and energy plants, and hospitals to disrupt normal activities and create chaos. "Apart from information gathering, many attacks are orchestrated for financial fraud and duping people. The newest form of financial fraud that has been emerging is that Indian nationals are being trafficked to Cambodia via Thailand and employed in scam centres run by India's enemy countries to dupe Indian citizens," Kumar added. As the menace is growing rapidly, law-enforcing agencies have also been taking a proactive stance against it. On July 5, the Criminal Investigation Department (CID) busted an organised Chinese cybercrime network, arresting seven individuals involved in illegal investment scams and digital arrests. Police sources said the modus operandi of the hackers and their sponsors was to send malicious apps to smartphones linked with bank accounts. "Once the phone owner installed the apps, they automatically transmit OTPs and all bank alerts sent to the particular phone to servers controlled from China. This enabled the Chinese hackers to gain remote access to the Indian bank accounts which were then used to transfer the defrauded money to offshore accounts," the source added.

Assistant police inspector Pravin Swami of the cyber police said that when the police team took down the details of the loan app, it was revealed that it had been developed in Navi Mumbai. "Our team went to Mumbai last week and took Thevar into custody. When we checked his laptop, we found at least eight loan apps on it. There were at least 10,000 complaints about these apps from different parts of the country," Swami said. Swami added that their probe revealed Thevar was in contact with handlers from Singapore, for whom he developed these apps. "Thevar worked as a loan recovery agent and was aware of the process needed to run loan apps. He helped handlers obtain permissions to operate these apps by uploading fake documents, like forged permission letters from the Reserve Bank of India (RBI)," the officer said. 1 2 Cuttack: Orissa high court has taken serious note of irregularities in the preparation of detailed project reports (DPRs) related to the Rs 335.42 crore branch surface water channel (BSWC) drain project in Cuttack. A division bench of Justices S K Sahoo and V Narasingh, while hearing the matter on July 11, came down heavily on the housing and urban development department and noted with concern that the DPRs submitted by Cuttack Municipal Corporation (CMC) were neither authenticated nor bore the names of officials involved in their preparation. The court termed the lapses as "startling". The bench also questioned how a Bhubaneswar-based private consultancy firm came to represent the city engineer (CMC) during a crucial meeting held on April 30. "There is nothing on record to indicate how the private company could represent a govt official," the court observed. The matter pertains to the proposed construction of five BSWC drains in the city. Despite a decision taken in Dec 2023 to consult IIT Bhubaneswar for an expert review of the DPRs, the documents were sent instead to VSSUT. The shift was based on a communication dated June 17 this year from the firm. "It does not stand to reason how the govt's direction to consult IIT Bhubaneswar, keeping in mind the hydraulic analysis required, was ignored," the bench stated. When questioned by the court, the engineer assured the revised DPRs would be submitted by July 25. However, the judges noted the absence of any explanation as to why the firm was involved and why the IIT's expertise was bypassed.
