BSP may require financial institutions to limit user access to online gaming
According to the central bank, it has already circulated a draft circular for such measures, and is now reviewing feedback from stakeholders.
'The circular would seek to require BSP-supervised institutions (BSIs), primarily banks and electronic money issuers, to better protect users of their digital platforms from these risks. Protection may come in the form of various limits to gaming access,' the BSP said.
'The BSP is taking a collaborative approach to crafting the circular, to ensure that the final policy strikes a balance between protecting consumers and preserving access to digital payments for licensed businesses,' it added.
To recall, the BSP in 2021 issued a directive that prohibited regulated entities from dealing with unlicensed gambling operators. It also ordered e-wallets and other BSIs to remove links to electronic sabong or e-sabong from their platforms in 2022.
'The BSP remains committed to promoting a safe, secure, and inclusive digital finance ecosystem for all Filipinos,' the BSP said.
Earlier this week, Senator Sherwin Gatchalian proposed a measure imposing strict regulations for online gambling, including banning the use of an e-wallet for online gambling, increasing the minimum age from 18 to 21, and having a minimum bet of P10,000 and a top up of P5,000.
Malacañang last month said the government has shut down 7,000 unauthorized gaming websites, citing concerns related to online gaming addiction. — BM, GMA Integrated News

CIDG: 9 Chinese arrested over human trafficking in Cebu

Nine Chinese were arrested at an alleged Philippine offshore gaming operation and scam hub in Mandaue City, Cebu, the Criminal Investigation and Detection Group (CIDG) of the Philippine National Police said on Friday. The CIDG said the suspects were arrested for alleged human trafficking at the establishment inside a subdivision in Barangay Alang-alang on Wednesday. The raid on the POGO hub was launched after a Filipino victim asked to be rescued. 'Investigation revealed that the rescued female victim and other Filipino workers of the alleged guerrilla POGO and scam hub were detained against their will, forced to work, and were not allowed to leave the house where they were working for the scam,' the CIDG said. The arrested Chinese suspects failed to present passports and valid documents supporting their stay or work in the Philippines, according to the CIDG. Seized from the raid were various electronic devices, including 21 desktop computers, 40 cellular phones, one tablet, and electronic accessories, which were turned over to the Regional Anti-Cybercrime Unit 7 for forensic examination. The suspects will be facing complaints for the violation of the Anti-Trafficking in Persons Act of 2003 as amended by the Expanded Anti-Trafficking in Persons Act of 2012 and 2022, as well as immigration laws. 'This successful operation underscores the National Government's and PNP CIDG's intensified efforts against illegal POGOs and [internet gaming licensees], pursuant to Executive Order Number 74,' CIDG chief Police Brigadier General Romeo J. Macapaz said. 'Rest assured that your CIDG is unyielding in catching and cracking down on individuals and syndicates, local or foreign nationals, who are involved in all types of crimes in the country, including trafficking in persons and illegal operations of POGOs/IGLs,' he added.

DTI-BOI green lane certifies 31 food security projects worth P18.7B
The Department of Trade and Industry (DTI), through the Board of Investments (BOI), has granted Green Lane certifications to 31 food security projects as of the end of the first half of 2025. In a statement, the DTI said the approved 31 food security projects are worth P18.7 billion in investments and are expected to generate over 7,000 jobs. In February 2023, President Ferdinand "Bongbong" Marcos Jr. issued Executive Order 18, which mandated the creation of green lanes as part of efforts for ease of doing business and promoting strategic investments. Obtaining green lane status expedites permit and license issuance, including resolving strategic investment issues. Strategic investments are those which are aligned with the Philippine Development Plan or any similar national development plan and can be characterized by: significant capital or investment to the country; consequential economic impact; positive impact on the environment; significant contribution to the country's balance of payments; with complex technical processes and engineering designs; and will improve the country's infrastructure capabilities. The DTI said the food security projects range from modern breeder farms to a major coconut processing facility. The Trade Department said strategic investment projects will boost local food production while stimulating employment in agriculture and agribusiness. The agency added that a single coconut processing facility alone is projected to employ 4,725 workers, while a set of breeder farms is expected to create 1,009 jobs. "Our drive for food security goes hand in hand with creating sustainable jobs for Filipinos. This initiative directly addresses President Ferdinand Marcos Jr.'s directive to strengthen local production and lower food costs for Filipino families," said Trade and Industry Secretary and Board of Investments (BOI) Chairperson Cristina Roque. Broken down, the DTI said 31 projects consist of the following: 17 breeder farms, eight fattening pig production facilities, a feed mill, a cold storage facility, a greenhouse vegetable production, an integrated dairy farm, a wean-to-finish farm, and a coconut processing facility. The Trade Department noted that 17 of these projects are in the pre-development stage, seven are under construction, six are already operational, and one is in the pre-operational status. Since its launch in February 2023, the Green Lane initiative has approved 222 projects worth a combined P5.75 trillion in investments through the DTI-BOI's One-Stop Action Center for Strategic Investments. Collectively, these projects are expected to generate over 319,000 jobs. OIC urges members to boost aid for BARMM, lauds Marcos' commitment to peace
The Organization of Islamic Cooperation has called on its member countries and affiliated groups to increase the support they are providing to the Bangsamoro Autonomous Region in Muslim Mindanao as it lauded the commitment of President Ferdinand 'Bongbong' Marcos Jr. to peace in the region. Based on a resolution of the OIC Council of Foreign Ministers tackling the 'Question of Muslims in the Southern Philippines,' the member-states were urged to augment the volume of their medical, humanitarian, economic, social, educational and technical assistance 'to develop BARMM with a view to accelerating socio-economic development.' The Philippine government was likewise asked to facilitate a joint delegation of the general secretariat, member-states, and representatives of the Islamic Development Bank to visit the county and develop a viable mechanism to provide necessary development assistance and financing to BARMM. Presidential Adviser on Peace, Reconciliation, and Unity Secretary Carlito Galvez Jr. welcomed the resolution, saying that it is 'both timely and relevant considering the peace, security, and development challenges the BARMM is currently facing' and in light of the first parliamentary elections in the region set on October 13. 'This resolution is a testament of the OIC's unwavering support for the Bangsamoro peace process over the years, particularly its desire to help build on and sustain the gains of peace in the region by promoting genuine dialogue and mutual understanding between the Government and the Philippines, leading Moro groups, and other key stakeholders,' Galvez said in a statement on Friday. Marcos recognized In the same resolution, the OIC acknowledged the 'full and unwavering commitments' of President Ferdinand 'Bongbong' Marcos Jr. to the Bangsamoro peace process and BARMM. The President's 'strong commitments to push for unity, inclusivity, socioeconomic development and interventions to promote peace and development in BARMM area' was also welcomed. Galvez also said that the Marcos administration is 'fully determined' to advance the Bangsamoro peace process. The OIC likewise encouraged the Philippine government and the Moro Islamic Liberation Front (MILF) to sustain their constructive engagement towards the full implementation of the peace process.
