Edmonton city council extends downtown revitalization levy to 2044
Edmonton city council voted Friday evening to extend its divisive downtown revitalization levy another decade, following a two-day public hearing into the matter.
The 9-4 vote came after council heard from dozens of citizens speaking for and against the levy. Those who signed up to speak represented various parts of the downtown community, including citizens, non-profits, business owners and post-secondary institutions.
"Every North American downtown, coming out of COVID, has struggled," Mayor Amarjeet Sohi said during Friday's hearing, before the vote. "This council has shown a very strong commitment to bring more activity, more life into downtown, and more vibrancy into downtown."
The package of proposed projects in the Capital City Downtown Community Revitalization Levy (CRL), which includes a partnership opportunity with the Alberta government and OEG Sports and Entertainment, which owns the Edmonton Oilers, "allows us to build on that success," Sohi said.
"The time is to act, and to act now," he said. "These kinds of opportunities don't come our way all the time."
Friday's vote means the downtown CRL, established in 2015, will be in place until 2044. It was set to expire in 2034.
The levy lets the municipality borrow money from the provincial government against future property tax revenues to help pay for development in the downtown area. The city has two other CRLs to finance development in other areas.
Downtown has seen $4.7 billion in new development since the CRL started, the city said in a news release Friday evening.
With the extension, the release said, the city will consider spending money from the CRL on seven new or updated projects, such as expanding the Winspear Centre, improving transit infrastructure and remediating brownfield.
But there's conflict around the downtown CRL and its use of taxpayer dollars to fund private projects — namely, a proposed event park beside Rogers Place, the Oilers' home stadium.
Nita Jalkanen, who lives in the Parkdale neighbourhood, is among the Edmontonians who spoke against the CRL extension, suggesting taxpayers have been pouring money into the pockets of Daryl Katz, OEG's founder and chairman.
"It's our money that's being spent like water," Jalkanen said.
The park would be one of three major projects wrapped into an agreement between the city, provincial government and OEG. In March, the parties announced they had signed a memorandum of understanding, signalling a willingness to move forward with the project while negotiations continue to finalize the deal.
Details of the MOU suggested the event park would cost $250 million, about one-third of which — $84 million — would be covered by OEG.
The MOU also includes money to build 2,500 new housing units in the Village at Ice District, just north of Rogers Place, and demolish the Coliseum — the Oilers' former arena — and improve the Exhibition Lands area.
Before Friday's vote, Ward pihêsiwin Coun. Tim Cartmell expressed that he finds the notion that OEG unduly benefits from the levy to be misplaced.
"Everything we do, in terms of the CRL, benefits a private landowner in some way, in some form. So it's really a matter of scale, and we happen to have one landowner who's a public figure," said Cartmell, who is also a mayoral candidate in the upcoming civic election.
Ward Anirniq Coun. Erin Rutherford, one of four council members who opposed, voted based on whether she felt locking in CRL funding for another 10 years was right, she told council Friday.
"Our theory of change is fallible," Rutherford said.
She felt the downtown CRL doesn't align with city initiatives to keep businesses from leaving, nor that it addresses social disorder, she said.
"There's still not going to be vibrancy," she said, noting that residents from the McCauley neighbourhood and Edmonton's Chinatown have raised concerns to council.
"Not everybody is seeing the benefit of this," she said.

Raptors will be looking for bargains in free agency this year
When Masai Ujiri was hired as Toronto Raptors general manager in 2013 the team had won just 57 combined games over the previous two seasons, missed the playoffs in five straight and the leading scorer was talented but flawed wing Rudy Gay. There are some parallels with Bobby Webster's first season in charge, which begins now, with NBA free agency opening at 6 p.m. ET Monday. These Raptors have won 55 games in two years under Darko Rajakovic, and have been out of the post-season mix four of the last five years, with a leading scorer in RJ Barrett who is talented but not without flaws of his own Ujiri's first Raptors group had Kyle Lowry, DeMar DeRozan and Jonas Valanciunas on board already, along with an enigma in Andrea Bargnani and some talented veterans. This one arguably has more talent on hand, with Scottie Barnes, Brandon Ingram, Jakob Poeltl, Barrett and Immanuel Quickley the most recognizable names. Ujiri and his staff, which included a young Bobby Webster and Dan Tolzman, now the general manager and assistant general manager of the club and chief decision makers in the wake of Ujiri's departure, didn't waste much time in making changes. Bargnani was moved within two months of Ujiri's arrival for a package that ended up yielding Poeltl, drafted ninth overall three years later. It's still one of the best deals in franchise history. Five months later, Gay was traded to Sacramento in a stunner that unexpectedly started the 'We the North' era, with Lowry and DeRozan taking off when surrounded by a different mix. Don't expect Webster, Tolzman and the rest of Toronto's front office to make major moves like those ones anytime soon, though Barrett and/or Ochai Agbaji could be traded at some point mainly to ease future salary cap concerns. Toronto has only paid the luxury tax twice in 30 years and though Rogers, Inc. should not cheap out here (MLSE president Keith Pelley interestingly mentioned the team was at the luxury tax three times in last week's media conference on Ujiri's departure), we'll believe they'll pay the tax when they actually do (the team would have the full season to get under if they chose to go that route by moving Barrett, Agbaji, or other players). Additionally, the Raptors at some point need to create some runway for intriguing sophomore wing Ja'Kobe Walter and Gradey Dick, who still has untapped potential despite an underwhelming first two NBA seasons. Toronto is not in a position to add a significant free agent though because the first apron (a more punitive part of the luxury tax) is not an area the Raptors should approach. The team badly needs a backup centre behind Poeltl, but they'll have to find some luck in the bargain bin the way Ujiri did back in 2015 when he inked Bismack Biyombo on a steal of a deal. Moving on from Masai: Getting to know new Raptors bosses Bobby Webster and Dan Tolzman SIMMONS: Firing Masai Ujiri is a huge mistake by MLSE Toronto won't be in the mix for the likes of Myles Turner, Naz Reid (reportedly re-signing with Minnesota), Brook Lopez, or Clint Capela (a one-time draft target of the team), but maybe Orlando's Mo Wagner, Boston's Luke Kornet, Indiana's Thomas Bryant or San Antonio's Charles Bassey would be positional and financial fits? It's not an interesting year for free agency league-wide, with few superstars available and those up for grabs already deciding to stay put (though the cryptic comments Sunday from LeBron James's camp have spiced things up. In an era that prizes boldness and constant visibility, Helen Antoniou offers a different view of leadership – one grounded in purpose, humility and long-term impact. As Chair of the Board of Governors at Concordia University and daughter-in-law of brewing icon Eric Molson, Antoniou has witnessed the kind of leadership that has guided one of North America's oldest family businesses through seven generations. Her perspective challenges conventional wisdom about what makes leaders effective, and her own professional journey – from corporate law to executive coaching – underscores how purpose often outweighs prestige in shaping a meaningful career. The Pivot Point Antoniou's wake-up call came early in what looked like a promising legal career. After graduating from McGill Law School at just 21, she was rising through the ranks of a prestigious law firm, when reality hit. "I found myself, at 25, pressing the button to the 54th floor of the CIBC tower downtown, thinking, 'Oh my God, this is it. I've arrived. All that's left is to become a partner in a few years.' … I wasn't inspired." This analytical mindset, combined with her passion for human development, ultimately led Antoniou to her true calling: executive coaching. 'I found deep purpose in creating space for reflection and growth – helping leaders move towards who they want to become, lead with clarity, and leave a legacy that lasts." The Introvert's Advantage In writing Back to Beer … and Hockey: The Story of Eric Molson, Antoniou gained rare insight into the kind of leadership that endures. Eric Molson, Chairman of what was then known as The Molson Companies from 1988 to 2010, guided the company back to its brewing roots after a period of diversification. He exemplifies what Jim Collins defines as a 'Level 5 leader' — a blend of deep humility and unwavering resolve. "Level 5 leaders aren't loud or flamboyant,' Antoniou says. 'They don't need to dominate a room. What sets them apart is quiet strength –humility and unshakable determination. That's what characterizes Jim Collins' highest tier of leadership — and to me, it's exactly what Eric embodies." In a culture that often equates leadership with visibility, Antoniou points to the power of observation. "One thing that's often overlooked about introverts is how sharp their powers of observation can be. Introverts don't rush to speak. They notice – I mean, they really notice what's going on. Eric had that gift— he didn't just hear the words, he read the room. And when he did speak, people listened. Because he only spoke when it truly mattered." The Courage to Course-Correct Perhaps the most defining moment of Eric Molson's leadership was his decision to refocus the company on brewing after years of diversification. It was a move that required both conviction and courage. "Eric eventually doubled down on what he believed in and steered the company in a direction that was aligned with his vision," Antoniou explains. "That kind of course correction takes courage – especially when the stakes are high." This ability to challenge established direction in service of deeper values is, to Antoniou, the mark of authentic leadership: 'It's not about serving yourself. It's about contributing to something larger and building something that lasts." Stewardship as Strategy The Molson family's longevity—seven generations and counting — is rooted not just in strategic decision-making, but in what Antoniou calls stewardship thinking. "When you see your role as contributing to something bigger than yourself, it frees you. You're no longer driven by ego or fear – you're driven by purpose." This mindset, she emphasizes, isn't taught in boardrooms – it's passed down through example. "For Eric, stewardship isn't just a concept — it's a way of being. That's what he passed on to his sons — not through lectures, but through the way he lives, the choices he makes, and the conversations we have around the dinner table." Lessons for the Next Generation For today's rising leaders, Antoniou encourages pausing amidst the noise – to choose intention over reaction. "Young people today are bombarded — by options, opinions, , expectations. It's easy to get swept up and react to everything. But sometimes the most powerful thing you can do is pause. That moment of stillness before you respond often gives you clarity and agency." She also challenges the pressure to have everything figured out early. "I don't believe you're meant to have it all figured out by your 20s — or even by your mid-30s, for that matter. Discovering what matters to you, what energizes you, is part of the fun. If you treat each step as a learning experience, then every move you make becomes part of who you're becoming.' In a business world increasingly driven by purpose and sustainability, Antoniou's observations about values-based leadership are strikingly relevant. Her own career – trading legal prestige for personal meaning – mirrors what many executives and professionals are now seeking.
