Affordable home launch positive step to uplift lives

KUALA LUMPUR: The long-delayed Residensi Kecapi project yesterday launched 250 low-cost units priced at RM42,000 each, marking a significant step in providing affordable housing for the urban poor.
The launch was officiated by Federal Territories Minister Datuk Seri Dr Zaliha Mustafa through an initiative led by Sentul Raya Sdn Bhd (SRSB), a subsidiary of YTL Land and Development, in collaboration with Kuala Lumpur City Hall.
The completed project forms part of the larger Sentul Urban Renewal Master Plan aimed at reversing urban decay and uplifting the standard of living for low-income communities.
'The launch of Residensi Kecapi in Sentul West marks the completion of a project that had remained stalled for nearly 10 years. This is not just about building homes or launching a programme, it is about restoring dignity, creating opportunity and delivering hope.
'What we see here today is a powerful example of what can be achieved when the government and private sector come together to uplift lives. This is the true spirit of Malaysia Madani,' Zaliha added.
She said ensuring access to quality housing, especially for lower-income families, is a key part of the national agenda, and lays the foundation for stronger and stable communities.
'I've personally viewed one of the units, which is about 650sq ft and is equipped with three bedrooms and two bathrooms, which I believe offers a comfortable living space with public facilities to support residents' daily needs.
'Of the 250 units built, 135 have been offered to local residents, and so far, 27 agreements have been signed by prospective occupants.'
Zaliha said the initiative ensures that low-income families have access to safe, quality housing in the rejuvenated Sentul area.
She also highlighted that the project supports the government's National Housing Policy by providing affordable homes for deserving families in Sentul.
'What I truly appreciate is the commitment to ensuring that the selection and verification process is conducted transparently and thoroughly.
'A special audit team from the Federal Territories Department, the City Hall and SRSB went to the ground to verify the rights of the original landowners and their heirs.
'This is a commendable example of fair and humane governance, the kind of approach that should be at the core of any urban redevelopment. Ultimately, development should never come at the expense of the people,' she said.
Simultaneously, a community development programme was also held in collaboration with UCSI University, targeting the development of children from the People's Housing Project communities.
Zaliha said the programme aligns with the Usaha Jaya Insan initiative under the Federal Territories Department, which aims to eradicate urban poverty.
She also announced the Bintang Cemerlang 2.0 education enrichment programme as part of ongoing efforts to support academic growth and holistic development among children in Sentul's B40 communities.
'As a major developer in Sentul, SRSB introduced the Bintang Cemerlang programme to support local communities by providing education enrichment opportunities for schoolchildren in the neighbourhood.
'I understand that this programme has now been expanded to include students who fell behind due to the Covid-19 pandemic, with a strong focus on rebuilding foundational literacy and numeracy or 3Ms (reading, writing, and arithmetic).'
Zaliha said the initiative will benefit 23 primary schools in the Sentul area and build on the legacy of the original programme, which has reached over 107,500 individuals since 2008 and garnered multiple awards for its impact on student learning and well-being.
She said the programme also offers training opportunities for teachers to enhance their capacity to support student development.

KOTA KINABALU: A company offering umrah packages and its director were charged in the magistrates' court here today for failing to comply with a decision by the Tribunal for Consumer Claims Malaysia to award claims amounting to RM232,526.80 to six people. The company, Emraz Travel & Tours Sdn Bhd, and its director, Datuk Zulkarnain Endut, 44, each face six charges under Section 117(1) of the Consumer Protection Act 1999, which carries a penalty of up to RM10,000, two years' imprisonment, or both, upon conviction. Zulkarnain, in his capacity as a director and on behalf of the company, pleaded not guilty before Magistrate Dzul Elmy Yunus after the charges were read out. According to the charge sheet, the company and Zulkarnain had allegedly committed the offences between July 2023 and January 2024 at the Sabah Domestic Trade and Cost of Living Ministry in Jalan UMS, here, by failing to pay the awards ranging from RM24,666.80 to RM50,000 to six individuals, totalling RM232,526.80. The court fixed Sept 23 for pre-trial case management and allowed bail at RM1,000 for each charge, with a local surety. An additional condition was imposed requiring the accused to report to the Domestic Trade and Cost of Living Ministry's office in Putrajaya on the 17th of every month. Deputy public prosecutors from the Domestic Trade and Cost of Living Ministry, Shafiq Mahadi and Md Syafique Md Helmie, prosecuted while the accused was represented by counsel Farah Nazriah Chun Lee @ Mohd Fadzlee Lee. Earlier, Farah informed the court that another director of the company, Datin Mazuin Mustafa, who is also Zulkarnain's wife, was supposed to be charged today but was unable to attend due to a high-risk pregnancy that prevented her from travelling to Sabah. Farah said her condition had been confirmed by Putrajaya Hospital on June 20, and she applied for the warrant of arrest against Mazuin to be revoked, which was not opposed by the prosecution. Meanwhile, Shafiq informed the court that according to a letter from the hospital, the accused's wife is currently 11 weeks pregnant. The prosecution requested that the next case management to be fixed within two months, with the same date also intended to ascertain the status of the accused's wife regarding when she would be fit to travel to Sabah. The court was also informed that Zulkarnain is facing similar charges in various states across Malaysia, including Sabah, Sarawak, and Peninsular Malaysia. On July 8 2023, Bernama quoted Tourism, Arts and Culture Minister Datuk Seri Tiong King Sing as saying that the ministry had suspended the licence of Emraz Travel & Tours Sdn Bhd for six months, effective July 10, 2023 until Jan 9, 2024. Lembaga Tabung Haji Lembaga Tabung Haji had also suspended the licence of the same company on April 2 in the same year in a move to protect the welfare of prospective haj pilgrims following public complaints about their umrah services.

MELAKA: A company raking in monthly profits of up to RM400,000 has been exposed for running an illegal fertiliser repackaging operation from three rented bungalows in an upscale residential neighbourhood in Ayer Keroh here. The illicit activity came to light following a raid by the Melaka Domestic Trade and Cost of Living Ministry (KPDN) under Ops Samar 5.0. Melaka KPDN director Dr Mohd Hazimin Jamaludin said the operation was uncovered after a week of public tip-offs and surveillance. "The bungalows were operating like small-scale factories, repackaging fertiliser purchased from other sources into smaller packets. "Two of the homes were also used as business offices and TikTok livestream studios for online sales,' he said on Tuesday (July 15). Dr Mohd Hazimin said the company was found to have violated two major regulations, the Supply Control Act 1961 and the Weights and Measures Act 1972. 'They've been operating for about a year without any official approval from KPDN's Supply Controller to deal in controlled items like fertiliser. "The company also lacked local council approval, retail and wholesale licences,' he said. Dr Mohd Hazimin said that under the Weights and Measures Act, the company was using uncertified weighing tools, raising concerns about inaccurate measurements for products sold through TikTok. He said his team discovered 4,165kg of fertiliser worth RM6,789 ready for repackaging and distribution nationwide during the raid. "The business model allowed the company to generate estimated monthly profits of RM400,000 with the help of 15 employees. Dr Mohd Hazimin noted that the company's decision to operate in a high-end residential area, rather than an industrial zone, was likely a strategic move to avoid detection. 'This is the first case of its kind in the state and possibly in the country. "It was also difficult for our enforcement team to even enter the area due to tight security to these homes are occupied by high-profile and elite individuals,' he added.

Zulkarnain entered the pleas on behalf of himself and the company. Her lawyer informed the court that this is her first pregnancy and is into the 11th week, with travel deemed unsafe. Counsel Farah Nazriah requested that the arrest warrant against Mazuin be revoked, to which the prosecution had no objection. Deputy Public Prosecutor Shafiq requested that a pre-trial case management (PTCM) be scheduled in two months and that the court be updated on Mazuin's ability to attend. He noted the case is of public interest due to its connection with multiple Umrah packages and substantial financial losses. He also proposed bail at RM2,000 per charge with one local surety, along with a condition for the accused to report to KPDN on the 17th of every month. Farah Nazriah appealed for minimal bail, citing that the accused is a Malaysian citizen with no fixed income following the company's winding-up on 17 July 2024. She also highlighted the accused's personal responsibilities, including his wife's medical condition. The accused are facing other charges throughout Malaysia, including in Sabah, Sarawak and Peninsular Malaysia. The court fixed 23 September 2025 for pre-trial case management and maintained bail at RM1,000 per charge with one local surety.
