
Gadkari slams delays, pushes for speedy execution of civic projects
Nitin Gadkari
on Saturday criticised officials over delays caused by poor coordination and waning private sector interest.
Reviewing a slew of stalled infrastructure works, he called for urgent measures to rebuild investor trust and fast-track execution of projects stuck due to red tape, land disputes, and agency overlaps.
During a review meeting, Gadkari instructed the Nagpur Municipal Corporation (NMC) to immediately begin work on the Rs56 crore Pardi commercial market, stressing that the civic body already owns the required land.
However, the adjacent vegetable and mutton market project at the same site remains in limbo, as land transfer from the state govt is pending. Originally assigned to the National Highways Authority of India (NHAI) a decade ago, the agency withdrew after receiving Rs40 crore from the Centre.
NMC will now take it up under a design, build and finance model.
Municipal commissioner Abhijeet Chaudhari, MSIDC managing director Brijesh Dixit, senior officials from NHAI among others attended the meeting.

Gadkari also gave fresh impetus to the long-pending Kachipura redevelopment, where 65.95 acre land belonging to Panjabrao Deshmukh Krishi Vidyapeeth (PDKV) is encroached upon by slums, garages, and eateries. Although the matter is pending before the high court, there is no stay on development. Gadkari proposed building a commercial complex on the land and directed the Maharashtra State Infrastructure Development Corporation (MSIDC) to prepare a detailed plan.
He approved MSIDC's involvement in developing the Kamal Talkies vegetable market, earlier part of NHAI's Indora-Dighori flyover package but now to be taken up independently. The minister also reviewed redevelopment plans for Cotton Market, Dik Dawakhana, and other projects under MSIDC's purview, urging officials to resolve technical hurdles and expedite tenders.
Highlighting the lack of private participation, Gadkari cited the Sokta Bhavan project where not a single bidder came forward despite two tenders.
Now, in a bid to salvage the situation, NMC slashed the base price of the Sokta Bhavan project by 11% (from Rs144 crore to Rs128 crore) and floated a fresh tender to revive developer interest. Gadkari emphasised that such cases reflect a larger crisis of confidence among builders, stemming from fears of delayed clearances and poor returns.
To counter this, Gadkari proposed a dedicated workshop in the next 15–30 days where NMC and MSIDC will showcase all upcoming public-private partnership (PPP) and construction projects.
He is expected to address the developers personally to assure them of transparency and govt backing.
"These are not isolated projects — they involve overlapping roles of NMC, MSIDC, and NHAI. That's why such coordination meetings are essential," said an official present at the review, adding that unresolved land issues, funding gaps, and bureaucratic delays have stalled even previously sanctioned works. Gadkari urged officials to compile and present all project details in a transparent manner and hold departments accountable for delays.
He stressed that unless coordination improves and confidence is restored among private players, urban infrastructure development in Nagpur will continue to face bottlenecks.

M/s Varsha Advertising also came under fire for its LED hoarding at Law College Square, which not only showed video clips but also emitted intense brightness. According to the NMC, the display created hazardous visual distraction for motorists and interfered with the visibility of traffic signals — violating Rules 5(a) and 9 of the 2022 regulations. Despite scoring 9,328 out of 12,500 points — an improvement from last year — the city failed to secure the coveted "Clean City" tag or even a garbage-free city (GFC) star. But instead of external shortcomings, it is the civic body's internal dysfunction, lack of planning, and poor coordination that seem to have cost Nagpur its place among India's top clean cities. Sources in NMC claimed that deputy commissioner Vijay Deshmukh, in charge of solid waste management, took little interest in steering the campaign. Despite repeated underperformance, NMC never constituted a dedicated expert taskforce. Departments worked in silos, and no coherent strategy or roadmap was put in place for the survey. In 2022, NMC hired a Mumbai-based firm KPMG for Rs2.4 crore to handle documentation and data presentation. Though the firm offered six months of free service after their contract ended in December 2024, NMC failed to integrate its own officials with the firm—further eroding internal ownership and morale. Key public health engineering department officials were absent from planning and monitoring, despite their role in managing water bodies, sewage systems, and desilting operations. Even the civic chief did not issue any binding instructions to involve the department, resulting in yet another gap in coordination. "Responsibility was dumped solely on the solid waste management department, while other crucial wings — such as public health engineering, water supply, and toilet infrastructure — remained disengaged. Officials failed to share project documentation or collaborate, exposing a complete breakdown in unified planning," said the source. Even as municipal commissioner Abhijit Chaudhari says NMC will contest the survey results with the ministry of housing and urban affairs and demand a review, the civic body is now finally talking about building a more robust internal structure for future assessments.

Investigation into Gangapur dam water pipeline will reveal truth, says MLA Dhikale
Nashik: An investigation ordered by Madhuri Misal, the minister of state for urban development, into the controversial Rs 175-crore direct water supply pipeline from the Gangapur dam to Nashik will reveal the truth and be in the interest of the taxpayers of Nashik city," said Rahul Dhikale, the Nashik East MLA. The work on laying the direct water pipeline from the Gangapur dam to Nashik city is currently underway because the old pipeline, laid about 25 years ago, has been experiencing frequent breakdowns and repairs. Divisional commissioner Praveen Gedam was directed to conduct the inquiry. Dhikale objected to the work procedure followed by the Nashik Municipal Corporation (NMC) and the contractor in the construction of the pipeline, claiming they did not adhere to the guidelines of the Maharashtra Jeevan Pradhikaran and the terms and conditions outlined by the NMC in the tender awarded to the contractor. "It is unbelievable that NMC made the payment of Rs 75 crore to the contractor in the beginning when the Rs 175crore work had only commenced and was yet to gather pace," claimed Dhikale, adding that there were other issues as well. "The contract, as per the guidelines of the MJP, was for laying six metres of pipes each, but the contractor used 12-metre pipes in the work. The contractor neither consulted the MJP nor the NMC regarding this matter. If it saves on the cost of the works, then that benefit should be transferred to the civic body directly," said the MLA. He further alleged that the raw materials used for construction were not sourced from the recommended companies and were instead sourced from companies based outside a 200km radius of the city, one of the contract's norms. This was the reason Dhikale raised the objection in the House, following which the minister of state ordered the inquiry.
