Malaysia braces for "tough" tariff talks with US, readies fallback offer
KUALA LUMPUR: The upcoming tariff negotiations between Malaysia and the United States will be "tough" but essential to reinforce both countries' complementary trade ties, said Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Abdul Aziz.
He said the ministry's Deputy Secretary-General (Trade), Mastura Ahmad Mustafa, who has been appointed chief negotiator, would lead on the technical groundwork ahead of the talks, allowing him to focus on strategic-level discussions.
"I'll be going to the US with our chief negotiator, Mastura. Negotiations have been ongoing virtually, but a physical meeting is necessary," he said at a press conference during the Regional Socialisation of the AEC Strategic Plan under the Asean Community Vision 2045.
"If Mastura manages to settle most of the technical matters, there will be less on my plate. But it's not going to be easy, and that's the reality. What's important is to demonstrate that the Malaysia-US trade and investment relationship is complementary. We are not undercutting or competing against the US," he added.
Tengku Zafrul will travel to Washington on June 18 to resume negotiations over tariffs imposed on Malaysian goods. He is scheduled to meet US Trade Representative Jamieson Greer, as well as other officials from the US administration and investors.
Meanwhile, Mastura told Business Times that Malaysia is prepared to present a fallback proposal in its ongoing tariff negotiations with the US should Washington deem its original offer "insufficient".
She said Malaysia's upcoming engagement in Washington would be a timely opportunity to re-engage US officials after earlier talks were postponed.
"I believe the US is currently more focused on its court cases and negotiations with China. They had earlier postponed our physical meeting," she said on the sidelines of the event held here, today.
"We will take the opportunity of the minister's visit to meet with them and get their feedback on our initial offer. If that's not sufficient for them to consider, we're ready with a second layer of proposals to keep the negotiations moving," she added.
Mastura did not disclose the details of either the initial or fallback offer.
Earlier, on April 24, Tengku Zafrul led a high-level delegation to Washington, where he held talks with US Commerce Secretary Howard Lutnick and Greer.
During that meeting, Tengku Zafrul stressed the importance of sustained engagement and reiterated Malaysia's commitment to finding constructive solutions to the concerns raised by the US.
Malaysia has expressed its readiness to negotiate in four key areas, namely narrowing the trade deficit, addressing non-tariff barriers, strengthening technology protection and security and exploring the potential for a bilateral trade agreement.
On April 2, US President Donald Trump announced tariff measures affecting around 60 countries, including a 24 per cent levy on most Malaysian goods.
However, the tariffs have been temporarily suspended for 90 days, with the exemption set to expire on July 8.

Economic Watch: ASEAN integration drives development of independent regional financial system, analyst says
KUALA LUMPUR, June 28 (Xinhua) -- Greater economic integration among the members of the Association of Southeast Asian Nations (ASEAN) is accelerating efforts to build an independent and resilient regional financial system, aimed at reducing reliance on external currencies and enhancing monetary stability across Southeast Asia, according to a Malaysian analyst. These moves are not meant to target any specific country but rather reflect a desire to move away from external financial volatility and facilitate transactions using local currencies for intra-ASEAN trade, which will enable seamless cross-border transactions, provide greater market access for micro, small and medium enterprises (MSMEs), and also boost regional tourism, Lee Pei May, a political expert at the International Islamic University Malaysia, said in a recent interview with Xinhua. "The push for the use of local currencies has been ongoing for some time, as it helps strengthen the economic integration of ASEAN member states -- an important goal that ASEAN seeks to pursue. In fact, other regions are also moving away from relying too heavily on a single foreign currency, such as the U.S. dollar, as external interest rates and shifting government policies may cause significant volatility in currency exchange," she explained, adding that volatility is undesirable in any business. "Apart from the benefits of easier and faster transactions between businesses and banks of ASEAN countries through the use of local currencies, cross-border payments in local currencies can also help to avoid the volatility from outside the area," she said. Lee also said that allowing cross-border settlements in local currencies would be faster and cheaper, and singled out the tourism sector as a big winner, as tourists in the region will not need to go through the hassle of changing physical money when visiting other ASEAN states. "The Regional Payment Connectivity (RPC) initiative was first established to strengthen payment connectivity among the five ASEAN members, notably Malaysia, Thailand, Singapore, Indonesia and the Philippines. To date, the initiative has expanded to include central banks of Vietnam, Laos, Brunei and Cambodia," she said. "The participation would bring about seamless cross-border transactions and boost tourism in the region. Under the local currency settlement framework, many national payment systems have been linked, such as between Malaysia and Indonesia," she said. Lee also noted that the ASEAN push for local currencies and reduced dependency on external monetary systems has gained momentum amid growing awareness of the risks posed by relying on the U.S. dollar. "In the past, certain currencies were viewed as stable, but due to increasingly unpredictable global developments, this perception is shifting," Lee said, adding that if economic tools were to be used to exert pressure on policy differences, it could have negative implications. "Such risks, even if unlikely, remind us why building regional financial resilience is critical," she said.

Police to probe scuffle between cop, protester at anti-graft rally

PETALING JAYA : Police are investigating a scuffle which broke out between a cop on duty and a protester at an anti-corruption rally attended by about 100 people in Kuala Lumpur earlier today. Dang Wangi police chief Sulizmie Affendy Sulaiman said one of the rally-goers had lit a flare at about 4.30pm, producing thick smoke which could have endangered participants, security personnel on duty and members of the public nearby. Because of this, policemen on duty took preventive action, he said. 'As this preventive action was being taken, a scuffle broke out between the rally-goer and a policeman, leaving the latter with minor injuries. The scuffle was broken up by other policemen. Three reports were later lodged over the incident,' he said in a statement. Sulizmie said the investigation was into the use of criminal force against a public servant, the letting off of fireworks, and insulting behaviour. Around 100 protesters gathered outside the Sogo shopping complex at about 2pm today before moving to Dataran Merdeka through Jalan Tuanku Abdul Rahman. They urged Putrajaya to strengthen the legal system and reinforce the independence of anti-corruption institutions.
