Iraq launches Climate-Resilient Water Management Project
At the 5th Baghdad International Water Conference , Iraq and Germany officially launched the joint Climate-resilient Water Resource Management (CWRM) project-an initiative designed to address Iraq's deepening water crisis with sustainable and practical solutions.
Implemented by the Ministry of Water Resources in cooperation with Germany's development agency, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ). The Hilla River, running through Babylon, Diwaniyah, and Muthanna governorates, has been selected as the pilot area.
The project focuses on: Modernising water resource information systems and data monitoring,
Strengthening climate-resilient planning through water accounting and scenario modelling,
Enhancing technical capacity within Iraq's Ministry of Water Resources-with a focus on empowering women,
Assessing and piloting drainage water reuse as an alternative resource.
Experts including Youssef Brouziyne, of the International Water Management Institute (IWMI) and Gerald Corzo Perez (IHE Delft Institute for Water Education) contributed insights, underlining the importance of data-driven water planning and the use of AI and hydroinformatics in managing water under climate pressure. A new step towards a sustainable future for Iraq's water sector: we are proud to officially launch the Climate-resilient Water Resource Management (CWRM) project - a joint initiative between Iraq and Germany aimed at securing a more sustainable and climate-resilient future.
The launch took place at the 5th Baghdad International Water Conference, where the Ministry of Water Resources and GIZ signed the implementation agreement, marking an important milestone in tackling Iraq's growing water challenges. As Iraq is facing a worsening water crisis, the Federal Government of Iraq and Germany have joined forces on this critical initiative. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), we work closely with Iraq's Ministry of Water Resources on practical solution aligned with specific needs of the country. For this, the Hillah River, traversing Babylon, Diwaniyah and Muthanna has been designated as the pilot area.
The project will focus on: Upgrading water resources information systems, including monitoring systems and data management.
Strengthening climate-resilient planning by employing innovative tools for water accounting and scenario modelling.
Building technical capacities withing the Ministry of Water Resources with a special focus on empowering women.
Assessing the potential of drainage water reuse as an unconventional water resource and developing pilot projects ready for implementation.
The launch featured contribution from leading experts: Youssef Brouziyne, Head of MENA Regional Office at the International Water Management Institute, highlighted the vital role of water data and planning in the face of climate change. Additionally, Gerald Corzo Perez, Associate Professor of Hydroinformatics at IHE Delft Institute for Water Education, shared insights on the applications of innovative technologies and artificial intelligence, showcasing successful case studies from around the globe.

Turkiye Terminates Iraq Crude Oil Pipeline Agreements
By John Lee. The Government of Turkiye has officially announced the termination of the long-standing Iraq-Turkey Crude Oil Pipeline Agreements, effective 27 July 2026, by Cabinet Decision No. 10113. The termination applies to the following agreements and related documents: The Crude Oil Pipeline Agreement dated 27 August 1973, approved by Cabinet Decision No. 7/9843 of 22 April 1975; The Pipeline Protocol dated 10 October 1976, approved by Decision No. 7/12745; The Memorandum of Understanding (MoU) and accompanying letters approved by Decision No. 8/2403 of 16 February 1981, particularly Section VI and its annexes; The Supplementary Agreement to the Crude Oil Pipeline Agreement, approved by Decision No. 86/10556 on 11 April 1986; The Amendment Agreement dated 15 April 2011, approved by Decision No. 2011/1705, which modified the original 1973 agreement and subsequent related protocols, MoUs, meeting minutes, and annexes. According to a statement from Government of Turkiye, this decision marks a significant legal and geopolitical step in redefining the terms of energy cooperation between Turkey and Iraq, as the original agreement had governed the operation and transit terms of the Kirkuk-Ceyhan crude oil pipeline for over five decades. The reasons for the termination have not yet been officially disclosed, but the move is expected to have wide-ranging implications for regional energy trade, pipeline operations, and diplomatic relations. Exports of crude oil from northern Iraq via the Turkish port of Ceyhan have been halted since 25 March 2023, following legal action by Iraq's federal oil ministry against Turkey's energy ministry. The KRG stated this stoppage has cost the federal government, the region, and oil companies more than 25 billion dollars. Schlumberger to Develop Akkas Gas Field; Ukrainian Contract Cancelled
By John Lee. The Ministry of Oil has signed a contract with US-based Schlumberger to increase natural gas production at the Akkas gas field in Anbar province. Speaking at the signing ceremony, Deputy Prime Minister for Energy Affairs and Minister of Oil, Hayan Abdul Ghani, described the project as a major milestone in Iraq's gas development strategy. He confirmed that Midland Oil Company has been tasked with overseeing the implementation of the project, which targets increasing production at the field to 100 million standard cubic feet per day (mmscfd). The new contract follows the cancellation of a previous agreement with the Ukrainian company Ukrzemresurs. Minister Abdul Ghani said the project will include: Drilling new wells by Schlumberger; A forthcoming contract for the construction of surface facilities; A parallel contract with the State Company for Oil Projects (SCOP) to build a pipeline network linking wells to central processing units. to build a pipeline network linking wells to central processing units. The gas produced will be directed to the Anbar Combined Cycle Power Plant, currently under construction by the Ministry of Electricity. Gokhan Yarim, President of Integrated Projects at Schlumberger, expressed satisfaction at signing the agreement and affirmed the company's commitment to the project timeline. Deputy Oil Minister for Extraction, Bassem Mohammed Khudair, said the deal reflects Iraq's commitment to ending gas flaring, expanding domestic gas production, and providing a secure investment environment in Anbar. He highlighted the project as a key step in the ministry's strategy to develop gas fields like Akkas and Mansouriya through national efforts, supported by international expertise. Mohammed Yaseen, Director General of Midland Oil Company, emphasised the strategic and economic dimensions of the project, noting the use of a new economic model and a more direct role for service companies. CBI Re-Issues Tender for Currency Counting and Sorting Machines

The Central Bank of Iraq (CBI) has re-issued General Tender No. (2025/1) for the second time, inviting bids for the supply, installation, and operation of 68 currency counting and sorting machines for its branches in Basra (35 machines) and Mosul (33 machines). The tender covers both Iraqi and foreign currencies (USD and Euro), in line with the technical specifications and legal conditions outlined in the standard procurement document prepared by the Bank. The estimated total cost is IQD 1,186,600,000 (approximately 1.19 billion Iraqi dinars), funded from the 2025 investment budget allocations for the two branches. Legally authorised local agents of specialised international companies are invited to purchase the bid documents either: In person from the CBI Legal Department, Contracts Section, located at Building No. 2, 3rd Floor, Al-Rasheed Street, Baghdad, for a non-refundable fee of IQD 250,000; or Electronically via the designated procurement platform, with the same fee plus applicable digital service charges. Tender closing date is Sunday, 24 August 2025, and bids must be submitted to the Legal Department, Contracts Section, at the CBI headquarters in Baghdad.
