New number plates: small traders decry ‘aggressive' traffic police drive

KARACHI: Leaders of the All Pakistan Organisation of Small Traders and Cottage Industries Karachi have urged the Chief Justice of Sindh to take suo motu notice of what they term a 'broad daylight robbery' of Rs8 billion, being extracted from Karachi's citizens and traders under the pretext of replacing motorcycle number plates with newly designed Ajrak-themed ones. In a joint statement issued on Wednesday by President Mehmood Hamid, Vice President Javed Abdullah, Syed Naveed Ahmed, and General Secretary Usman Sharif, the trader leaders said that the new number plate campaign has turned into an excuse for bribery and exploitation by police. They called on the judiciary to protect citizens from this rampant misuse of authority. They alleged that the Sindh government has started collecting Rs1,850 per motorcycle for new number plates. They said without paying a briber of Rs2,500 to agents, obtaining these plates is nearly impossible. 'This is despite the fact that at the time of purchase, the government already collects an advance tax on motorcycles, which includes the cost of number plates. Charging citizens twice is unlawful,' the statement said. They further alleged that around 3.2 million motorcycles in Karachi are being targeted under this scheme, and that a crackdown has already begun on the megacity's roads, with traffic police reportedly stopping and fining riders aggressively. 'Traffic police have left all other duties and are now only focused on confiscating motorcycles and issuing challans,' they said, accusing officers and officials of looting the public with both hands. They expressed outrage over reports that applicants who submitted requests for the new plates last year have yet to receive them, while the enforcement drive continues unabated. Describing the entire process as unjust, they demanded an immediate halt to the fines and confiscations, calling the ongoing penalties and detentions 'oppressive.' The trader representatives emphasised that motorcycles are the primary mode of transport for the megacity's poor and lower-middle class, including small business owners who use them to transport goods. 'Petrol prices are already sky-high. Now traders are forced to carry goods on their motorcycles due to lack of alternatives,' they said. They alleged that traffic police are using the new number plate issue as a pretext to harass and extort riders. 'They pounce on motorcyclists like vultures and even search their pockets,' they said. Warning of serious protest, they stated that if these 'oppressive decisions' are not withdrawn, traders will lay siege to the office of the DIG Traffic and will not end the protest until their demands are met. Criticizing the state of public transport, they said the government thinks the problem has been solved by running just 200 to 300 buses in a city of 35 million. 'The public is already suffering due to the transport crisis. Now, banning Qingqi rickshaws on 20 main roads of Karachi has made life more difficult and pushed thousands into unemployment,' they said. Copyright Business Recorder, 2025

Retailer held for fleecing BISP beneficiary

A monitoring team of the Benazir Income Support Programme (BISP) has apprehended a retailer for making an illegal deduction of Rs11,000 from the amount granted to a woman. The team immediately deactivated the payment device used by the retail service provider, Waqar. The action was taken amid allegations of corruption in the disbursement of BISP financial assistance to deserving women in Khanewal. A beneficiary of the social support programme, named Hayat, was deprived of Rs11,000 by the retailer at Lahore Mor. Upon receiving the complaint, the BISP monitoring team acted promptly, recovered the deducted amount and returned it to the recipient. Departmental action was taken by shutting down the retailer's device. In another incident in Zahoorabad, the team recovered dozens of national identity cards from a retailer named Tayyab, but no further action was taken despite evident violations of the relevant standard operating procedures (SOPs). According to sources, the retailers involved in malpractices collect CNICs from widows and other deserving women through their agents, withdraw their funds, and charge them Rs1,000 to Rs2,000 per transaction. There are around 100 sanctioned BISP aid disbursement facilities in Khanewal. However, only three devices have bean activated allegedly due to collusion between franchise owners and officials, the sources said. The women are forced to wait in harsh weather conditions without adequate facilities, but no effective action is taken by the authorities.

Babar's plea against harassment by FIA: Urgent hearing to take place today

ISLAMABAD: The Islamabad High Court (IHC) fixed for urgent hearing today (Thursday), a petition filed by ex-senator Farhatullah Babar against alleged harassment by the Federal Investigation Agency (FIA). The petition was filed Wednesday under Article 199 of the Constitution by advocates, Imaan Mazari and Hadi Ali Chattha against the Ministry of Interior and the FIA and others as respondents, 'Seeking intervention of Court against the unlawful, illegal, arbitrary and mala fide conduct in continuously harassing the petitioner through repeated issuance of ambiguous and illegal notices and summons, in what is an illegal fishing expedition/roving enquiry by the FIA in violation of laws and principles of natural justice.' The petition said that the FIA enquiry was initiated on March 25 on the complaint of a private citizen, unknown to him, living in Morgah, Rawalpindi alleging 'suspected corruption, tax evasion and illicit asset accumulation' and he appeared before the FIA on March 28 a day before Eid holidays. No copy of the complaint was provided to him. Interestingly, on 11 April 2025, a detailed questionnaire of 12 questions was slammed at him through WhatsApp, directing him to answer them all by 7 April 2025, four days prior to receiving it. The questions delved deep into the past, requiring collecting information from multiple offices within and outside the country. Despite this, the petitioners provided answers to all the questions. Instead of acknowledging the answers provided to the questionnaire, the FIA then asked the petitioner on May 27 to explain the source of properties which it claimed to have received from the Election Commission of Pakistan (ECP) when he served as senator and also explain some banking transactions, within five days. The petitioner rejected the alleged transactions of Rs1,500,000 in his account on 3 April 2025 and another alleged transaction of Rs3 million on 5 July 2025 (almost a month away in the future). Thereupon, the petitioner was then directed to appear in person, the petition said. Just when the petitioner prepared replies to these questions, the FIA sent him another notice by WhatsApp, asking him to appear in person, disregarding the previous notice to send written replies. A day before Eid on June 6, Farhatullah Babar uploaded on X (formerly Twitter) extracts from his replies to the FIA and said; 'Two days ago, FIA regurgitated questions already replied to by me on May 12. One Q alleged transaction of 3 M on 5-7-25 (still a month away). Just when replies were being readied, the FIA WhatsApped to appear in person next day (June 5) on eve of Eid holidays. I couldn't appear in person and sent this reply.' Copyright Business Recorder, 2025
