Pakistan's cash-strapped government has lifted a cap on earnings for bureaucrats attending corporate board meetings, allowing them to collect unlimited fees even as austerity measures tighten across public institutions.
In a notification issued Monday (July 7), the finance ministry announced the withdrawal of a 2014 order that had limited such earnings to Pakistani Rs 1 million per year. The cap, initially introduced under then-Finance Minister Ishaq Dar, required civil servants to deposit any amount exceeding that limit into the national treasury.

The latest order, issued on June 12 with the approval of the former federal cabinet, stated that the previous restriction stood 'withdrawn ab-initio,' meaning it is to be treated as if it had never been issued. This legalises any board-related earnings by officials during the current financial year, regardless of amount, Dawn reported.
The 2014 cap was largely ignored in recent years despite a categorical reaffirmation last year. Its sudden withdrawal now comes as Pakistan faces persistent economic turmoil and fiscal challenges.
Austerity imposed elsewhere
While easing restrictions for senior government officials, the finance ministry also issued a separate notification extending austerity measures across the federal government. These restrictions now apply to attached departments, state-owned enterprises (SOEs), statutory bodies, and regulatory authorities.
Under the directive, SOEs must treat the austerity measures as binding instructions from the federal government in accordance with Section 35 of the SOEs (Governance and Operations) Act 2023. Statutory bodies must follow the measures under their respective governing laws.
The measures include a total ban on the purchase of new vehicles, creation of new government posts, medical treatment abroad at public expense, and non-essential foreign visits funded by the government.
Pension adjustment
In a move likely to offer some relief to retirees, the ministry also announced a 7% increase in net pensions for all civil pensioners. The adjustment includes civilians paid from defence estimates as well as retired personnel from the armed forces and civil armed forces.
The policy shift on bureaucratic board earnings has drawn criticism from analysts, who see it as contradictory in light of the government's ongoing fiscal crisis and repeated appeals for international financial assistance.

Chennai: Prime Minister Narendra Modi arrived in Tamil Nadu on Saturday evening for a two-day visit, marking a significant push for infrastructure and development initiatives across the state. After concluding his visit to the Maldives, Prime Minister Modi landed at the Tuticorin Airport at 7:50 p.m. in a special aircraft. He was received at the airport by Tamil Nadu Finance Minister Thangam Thennarasu, Governor R.N. Ravi, and Union Ministers L. Murugan and Ram Mohan Naidu, among others. Soon after his arrival, the Prime Minister inaugurated the newly developed terminal building of Tuticorin Airport, constructed at a cost of Rs 452 crore. Later, he laid the foundation stone and inaugurated multiple development projects across Tamil Nadu, with a cumulative value of Rs 4,900 crore. These projects span key sectors including energy, transport, and logistics. Among the major initiatives unveiled were, infrastructure projects worth Rs 550 crore in Tuticorin, power transmission works related to the Kudankulam Nuclear Power Plant, electrification of the Madurai–Bodinayakkanur railway line, power distribution systems for Kudankulam Units 3 and 4, doubling of the railway line between Aralvaimozhi and Nagercoil, doubling of the Nellai-Melapalayam railway section, estimated at Rs 283 crore, a four-lane road development project on the Sethiyathoppu-Cholapuram section, inauguration of the third northern cargo logistics terminal at V.O. Chidambaranar Port in Tuticorin, costing Rs 285 crore, doubling of the Nagercoil City-Junction-Kanyakumari railway line and railway projects worth Rs 1,030 crore. The visit highlights the Centre's focus on boosting connectivity, energy infrastructure, and economic development in southern Tamil Nadu. The Prime Minister is scheduled to participate in further events on Sunday, including the millennium celebration of the maritime expedition of the Chola emperor, Rajendra Chola I, at Gangaikonda Cholapuram.

The Prime Minister said he felt 'blessed' to arrive in Tamil Nadu directly after concluding his foreign tour, during which the India–UK FTA was finalised before his visit to the Maldives. As regards Operation Sindoor, he said weapons manufactured under the 'Make in India' initiative played a great role during the cross-border military offensive in destroying enemy targets and made enemies lose sleep. Promising a developed India and Tamil Nadu, he said, 'infrastructure and energy are the backbone of any state's development; our focus on infrastructure and energy in last 11 years shows our commitment to TN's growth.' The NDA government has constructed Atal Sethu, Sonmarg Tunnel, Bogibeel bridge in different parts of the country and these created thousands of job opportunities. As regards the railways, he said it is the lifeline of industrial growth. The projects he inaugurated on Saturday are related to airport, highways, railways, port and power in Tamil Nadu and he said that infrastructure. The inaugurated projects include a new state-of-the-art Tuticorin airport terminal building, developed at an estimated cost of around Rs 450 crore. The PM dedicated to the nation, two strategically significant highway projects– 4-laning of 50 km Sethiyathope–Cholapuram stretch of NH-36, developed at a cost Rs 2,350 crore and 6-laning of the 5.16 km NH-138 Tuticorin Port Road, built at around Rs 200 crore. He inaugurated the North Cargo Berth–III with a cargo handling capacity of 6.96 MMTPA at V O Chidambaranar Port established at a cost of Rs 285 crore. On the occasion, he invoked legendary freedom fighters from the region–VO Chidambaram Pillai, king Veerapandia Kattabomman and chieftain Veeran Azhagu Muthukon. Tamil Nadu Governor RN Ravi participated in the event. State Finance Minister Thangam Thenarasu presented a memento, a replica of the iconic Valluvar Kottam in Chennai, to the prime minister on the occasion.
