Chandigarh: The Chandigarh administration has issued comprehensive new guidelines governing the appointment of heads of departments (HoDs) at the Govt Medical College & Hospital (GMCH), Sector-32.
These measures aim to streamline the selection process, promote fairness, and ensure academic and administrative leadership continuity. This allows rotational headship where each HoD serves for a term of three years, which can be extended for another three years by the approving authority. This is the first time ever in the city for a public hospital to have this headship rotational scheme. The PGI and AIIMS Delhi have struggled for this for over a decade.
Prof GP Thami, medical superintendent, GMCH, said, "This has been issued by the chief secretary and will be implemented prospectively."
According to the official memorandum of the UT health department, the appointments will be overseen by a Standing Selection Committee comprising key officials: the secretary and additional secretary of medical education & research, the director principal of GMCH-32, and the director of health services.

Vacancies for HoD positions will be widely advertised through the GMCH website and notice boards. Applications will be invited from eligible candidates, primarily professors, with provisions for associate professors to apply if no suitable professor is available. The top five senior-most applicants will be considered first, and a panel of at least three candidates will be finalised in order of preference. In cases where a junior candidate is preferred over a senior, written justification will be required.
Each HoD will serve a three-year term or until the age of 62, whichever is earlier. A maximum of two terms will be allowed during an individual's service tenure. The continuation for a second term may be recommended based on the candidate's willingness and performance. Importantly, the guidelines allow for early removal of a HoD based on recommendations from the medical superintendent or director principal, with final approval from the chief secretary.
Non-teaching specialists and General Duty Medical Officers (GDMOs) with designated teaching responsibilities may also be eligible for HoD positions to avoid academic communication gaps.
Eligibility will require at least one year of residual service, and integrity clearances will be mandatory. The final selection will be based on presentations, interviews, and past performance as recorded in Annual Performance Appraisal Reports, which must meet the 'very good' benchmark.
The Chandigarh administration emphasised that these updated guidelines have been approved by the competent authority and are intended to bring greater transparency, meritocracy, and structure to the leadership appointments within GMCH-32.

Lucknow: To raise awareness about viral hepatitis, the hepatology department of SGPGI organised a two-day masterclass on viral hepatitis for postgraduate medical students and practitioners in the run-up to World Hepatitis Day on July 28. HoD Prof Amit Goel programme featured a comprehensive series of lectures and discussions on various types of viral hepatitis, with focus on hepatitis B and C. Emphasising that viral hepatitis can be fatal and claims millions of lives each year, the experts said the initiative by this newly established department is expected to strengthen the medical community's response and raise awareness among the wider population. Director Prof RK Dhiman said: "Viral hepatitis could only be eliminated by 2030, if young doctors and practising physicians are adequately trained on its importance." Over 150 medical students and practising physicians from Lucknow and neighbouring districts attended the programme. The participants presented their research on viral hepatitis and were awarded prizes for their work.

VIRUDHUNAGAR: Despite having a survival rate of only 30-40%, a premature girl baby—born at 26 weeks of gestation, with an extremely low birth weight (ELBW)—has made a remarkable recovery in roughly two months, marking the first successful case of treating an infant with the ELBW as low as 680 g at the Government Medical College Hospital (GMCH) in the district. For 76 days since the day of the delivery on May 11, the newborn had been receiving round-the-clock intensive care at the Neonatal Intensive Care Unit (NICU) of the hospital. The infant has now reached a healthy weight of 1.3 kg and was discharged on Friday. According to GMCH doctors, a 26-year-old pregnant woman from Varalotti was brought in following a premature rupture of the amniotic sack. She delivered a baby girl, weighing just 680 g, at the hospital. While the average healthy birth weight of a newborn is around 2.5 kg, babies weighing at least 1.2 kg are generally considered to be out of danger. Led by medical superintendent Dr Aravind Babu, a team of six doctors from the pediatrics department, including head of the department Dr Sangeeth, assistant professors Dr Shanmugamoorthi and Dr Niranjana, and nurses provided continuous care under the supervision of dean Dr D Jeyasingh. 'As the organs of the baby were not fully developed, she was given treatment to support lung development, blood circulation, and respiration, along with necessary antibiotics. She was also fed with donor milk from the mother's milk bank and provided with Kangaroo Mother Care,' said Dr Shanmugamoorthi. The baby would be subsequently monitored through weekly check-ups and follow-ups by the village health nurse, said doctors.
