Ringgit opens slightly lower ahead of Bank Negara meeting

KUALA LUMPUR, July 9 — The ringgit opened slightly lower against the US dollar on Wednesday, as investors remained cautious ahead of Bank Negara Malaysia's Monetary Policy Committee (MPC) meeting, with economists divided over the likelihood of an Overnight Policy Rate (OPR) cut, said an analyst.
At 8am, the local note eased to 4.2380/2660 against the greenback from yesterday's close of 4.2365/2445.
Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said the case for a 25-basis-point cut is becoming increasingly clear, as downside risks mount in the second half of 2025 amid tariff shocks.
'The current monetary policy stance is also deemed restrictive, with the real interest rate rising to 1.80 per cent in May-well above the long-term average of 0.88 per cent.
'Even so, the ringgit is expected to trade within a narrow range, likely between RM4.23 and RM4.24, as investors await the MPC's latest policy assessment,' he told Bernama.
On external developments, Mohd Afzanizam noted that the US Dollar Index (DXY) remained relatively stable at around 97.516 points, despite concern over the potential impact of new US tariffs.
At the same time, he said US benchmark equities retreated, with the S&P 500 index down 0.07 per cent to close at 6,255.52 points, while the 10-year US Treasury yield inched up two basis points to 4.40 per cent.
'Markets appear less rattled by the Trump tariff rhetoric compared to April. There may be lingering doubts about the sustainability and implementation of such a policy, given the Trump administration's track record of flip-flopping,' he added.
At the open, the ringgit was firmer against a basket of major currencies.
It rose against the Japanese yen to 2.8850/9042 from 2.8970/9026, strengthened versus the British pound to 5.7569/7949 from 5.7591/7700, and appreciated against the euro to 4.9682/5.0010 from 4.9745/9839.
The local note was mixed against Asean currencies.
It improved vis-à-vis the Singapore dollar to 3.3102/3323 from 3.3152/3217 and rose against the Thai baht to 12.9900/13.0839 from 13.0182/0488.
However, it slipped against the Indonesian rupiah to 261.5/263.3 from 261.4/262.0 and eased versus the Philippine peso to 7.52/7.57 from 7.51/7.53. — Bernama

SHAH ALAM, July 10 — Two categories of consumers in Selangor are expected to be spared from the upcoming water tariff hike, said state Infrastructure and Agriculture Committee chairman Datuk Izham Hashim. He said the two categories are recipients of the Skim Air Darul Ehsan (SADE) free water programme, which covers the B40 group, as well as domestic and commercial users who consume less than 20 cubic metres of water. He said the adjustment marks the second phase of the water tariff increase, which came into force on Feb 1, 2024. 'The increase is being implemented in stages. The first phase, which took place earlier this year, involved the commercial sector, with a slight adjustment for domestic users. 'For this second phase, it was initially planned for July 1, but there has been a slight delay. We are now awaiting approval from the National Water Services Commission (SPAN) to proceed,' he told reporters at Wisma Dewan Negeri Selangor today. On Jan 19 last year, Menteri Besar Datuk Seri Amirudin Shari announced the new water tariff rates for over eight million consumers, effective Feb 1, 2024. The adjustment covers 2,661,743 accounts, including domestic and non-domestic users, ranging from houses of worship and small and medium enterprises (SMEs) to multinational corporations. According to Amirudin, the minimum charge for domestic users, including low-cost housing, condominiums, estates, and government quarters, will increase slightly from RM6 to RM6.50. Commenting further, Izham said the state government had submitted an application to SPAN to raise water tariffs, but the process was implemented in stages since last year due to the large number of consumers involved. He explained that the water utility company had been operating at a loss, as tariffs had not been adjusted for a long time. 'That's why we applied for a tariff increase, to ensure that Pengurusan Air Selangor Sdn Bhd (Air Selangor) can continue operating effectively. Currently, a significant amount of expenditure is required for water management,' he said. Earlier today, the Selangor government held an engagement session with SPAN to discuss water regulation issues in the state. The session, led by Amirudin and attended by Pengurusan Air Selangor Sdn Bhd (Air Selangor), was held in conjunction with the visit of SPAN chairman Datuk Abdul Kadir Mohd Din to the Menteri Besar's office. Yesterday, SPAN, in a statement, disclosed that it had received applications from water service operators in 10 states to review their respective water supply tariffs. As of June 30, applications had been received from operators in Penang, Perlis, Kedah, Kelantan, Terengganu, Pahang, Negeri Sembilan, Melaka, Johor, and Selangor. SPAN, however, clarified that all applications are still under review and no decisions have been finalised. — Bernama

KUALA LUMPUR: The Ministry of Entrepreneur Development and Cooperatives (KUSKOP) has expressed confidence that Bank Negara Malaysia's (BNM) decision to lower the Overnight Policy Rate (OPR) will benefit micro, small and medium enterprises (MSMEs). Minister Datuk Ewon Benedick stated that the 25-basis-point reduction to 2.75 per cent will likely ease financial pressures on businesses. Speaking after officiating Wisma Co-Opbank Pertama (CBP), Ewon highlighted that the Monetary Policy Committee (MPC) also adjusted the OPR corridor ceiling and floor rates to 3 per cent and 2.5 per cent respectively. The OPR serves as a benchmark for interbank lending and influences consumer loan rates, meaning lower borrowing costs could spur business expansion. Ewon also addressed the upcoming 25 per cent import tariff by the US on Malaysian goods, effective August 1. He expressed hope that ongoing negotiations between both governments would mitigate adverse effects on MSMEs. 'Discussions regarding the tariffs, still under negotiation, along with domestic initiatives, should continue supporting our entrepreneurs,' he said. – Bernama
