Supreme Court flags Centre's delay in collegium judges' appointments

New Delhi: The
Supreme Court
Thursday said it was aware of the delays allegedly caused by the Centre in clearing recommendations made by the collegium for appointment of judges to several
high courts
.
A division bench headed by Chief Justice of India (CJI) BR Gavai said the top court is pursuing the matter on the administrative side. Notably, the bench also highlighted the recent instance of collegium's recommendation for the elevation of a Delhi lawyer to judgeship being held up.

The development took place after a mentioning of the case pertaining to
judicial appointments
was made by senior advocate
Arvind Datar
. He told the bench that the matter is still pending.
"There are names recommended in 2019, reiterated in 2021-22, but still pending. These names have been there for four years. They lose seniority," Datar said. In response, the CJI verbally remarked "we are also pursuing from the administrative side. I am aware".
Datar added that collegium recommendations cannot be kept pending by the government for three to four years, and timelines will have to be adhered to by the government. The bench agreed and said it would list the matter for adjudication.

In the June quarter, Bank of Baroda's corporate loan book fell 10% quarter-on-quarter to ₹3.7 lakh crore. Loans to NBFCs, which form nearly a third of the corporate book, were down 11.6% sequentially. "There were some transactions, we had to let it go because the pricing was not working. They are high-quality assets but do not give optimal margins. Because of fine pricing, we could not retain those customers," Bank of Baroda managing director and CEO Debadatta Chand said. In sync with lower bond yields , the pricing of loans to companies has gone from fine to very fine. BoB's corporate loan book fell by ₹42,000 crore in the first quarter of the current fiscal to ₹3.70 lakh crore. It has shed ₹15,000 crore in the NBFC loan book within the corporate loan portfolio. Some of the PSUs were negotiating interest rates on existing loans beyond the repo rate reductions, Canara Bank managing director & CEO K Satyanarayana Raju told ET. "Hence we requested them to repay," he said. The lender shed about ₹12,000 crore of loans in the first quarter given to NBFCs, including a large central PSU. "We need not compromise on margin while chasing balance sheet growth. The demand from the retail segment is good enough to take care of advance growth," Raju said. Canara Bank's gross advances grew 12.4% year-on-year to about ₹11 lakh crore. Canara's net interest margin contracted to 2.55% in the June quarter as compared with 2.73% in the March quarter. BoB's NIM shrank to 2.91% against 2.98% over the same period. A large public sector lender is luring corporation or NBFC borrowers with much cheaper 5.8-5.9% rates for one year, apparently to show top line growth, leading to a rate war, a senior bank executive said on the condition of anonymity. The falling bond yields also gave corporations another window for raising funds at lower rates. Fund raising through issuance of corporate bonds rose to a four-year high of ₹3.27 lakh crore in the June quarter at lower rates compared to bank lending rates, according to a BoB report.

Industry welcomes India-UK trade pact

Ludhiana: The recently signed India-UK FTA, officially known as the Comprehensive Economic and Trade Agreement (CETA), has been welcomed as a transformative development for Punjab's industrial landscape by key industry leaders in the region. Upkar Singh Ahuja, president of the Chamber of Industrial and Commercial Undertakings, said, "This agreement is a transformative opportunity for Punjab's industrial and economic landscape." He emphasised that it will allow Punjab-based exporters to gain a competitive edge through reduced tariffs and improved market access, leading to a significant increase in exports. "It paves the way for technology exchange, skill development, and joint ventures, particularly MSMEs," he said. Echoing similar sentiments, Pankaj Sharma, president of the Association of Trade & Industrial Undertakings, hailed the pact as a "historic development" that will reshape India-UK trade relations over the next five years. "This landmark pact will double India-UK trade by eliminating tariffs on 99% of Indian exports," Sharma said, adding that labour-intensive sectors such as textiles, garments, footwear, and jewellery would gain the most. Pointing out the implications for Punjab specifically, Sharma said cities like Ludhiana, home to a vast network of textile and hosiery units, and Jalandhar renowned for its sports goods industry, stand to benefit directly. "Zero tariffs on textile exports will allow our manufacturers to compete on equal footing with countries like Pakistan, Bangladesh, and Cambodia," he added. The agreement also grants tariff exemptions on exports of basmati rice, fruits, and cotton, major agricultural commodities from Punjab, thus promising a boost for farmers and agro-industries. Sharma further added that the FTA would open up new horizons for young entrepreneurs, especially those working in emerging sectors and advanced manufacturing technologies.
