High Court Withdraws Rs 1 Lakh Fine After Chennai Commissioner Apologises In Contempt Case
The case was originally filed by advocate and former councillor Rukmangathan, who sought court directions for action against unauthorised buildings in Chennai Corporation's Zone 5, particularly in Royapuram. The High Court had passed a detailed order in December 2021, directing the Greater Chennai Corporation to take action against such violations not just in Zone 5, but across other zones as well.
Rukmangathan later filed a contempt petition against the Commissioner, alleging that the civic body failed to implement the 2021 court order. During a previous hearing, a division bench comprising Chief Justice SV Gangapurwala and Justice Sundar Mohan expressed strong displeasure over the delay and imposed a fine of Rs 1 lakh on the Commissioner, ordering that it be deducted from his salary and donated to the Adyar Cancer Institute.
When the matter came up for further hearing today, Commissioner Kumaragurubaran appeared before the bench as directed. Additional Advocate General J Ravindran, representing the Commissioner, conveyed that the failure to act was not intentional and that the Commissioner accepted full responsibility for the lapse.
Taking note of the Commissioner's personal appearance and apology, the bench recorded the submission and decided to revoke the earlier penalty. The judges noted that since the Commissioner did not wilfully disobey the court's directive and had expressed regret, the fine would be withdrawn.

Crackdown on illegal vendors: 60 CCTV cams to keep watch in prime markets
1 2 Chandigarh: Cracking down on illegal vendors and encroachments on municipal land in the prime markets of the city, the municipal corporation is set to install 60 CCTV cameras in all three prominent markets of the city: Sector 22, Sector 15, and Sector 19. This initiative aims to maintain constant surveillance in these markets. Several illegal vendors operate in these three markets due to their commercial value and high footfall. The authority has identified locations for the cameras and prepared a financial estimate of around Rs 1.23 crore. The MC's enforcement wing has issued over 15,000 challans and recovered Rs 1.61 crore in fines within just six months, from Jan to June this year. The number of challans and the recovery of fines is significant this time, as last year, from Jan 1 to Dec 31, the MC issued a total of 19,473 challans and collected a little over Rs 2 crore in fines. Regular anti-encroachment drives are being held almost every day, with special drives also being carried out in Sector 22, Sector 15, and Sector 19 against illegal vendors and encroachments. Consumers owe Jal Board Rs 1.42 lakh cr in pending water bills, Delhi Police top defaulter
The residents of Delhi owe the Delhi Jal Board (DJB) Rs 1.42 lakh crore in pending water bills, officials have said. Of this, domestic consumers only owe the board Rs 15,000 crore, or 10.5% of the total amount. Officials said that consumers in the commercial category owe the DJB Rs 66,000 crore, followed by government departments, whose unpaid bills stand at Rs 61,000 crore, while domestic consumers owe the board Rs 15,000 crore. In the government category, officials said, Delhi Police tops the list of defaulters, followed by Delhi and Central government departments. At present, there are around 26.5 lakh consumers in 41 zones of DJB, said officials. The government is already working on a one-time scheme to waive the late payment surcharge (LPSC) of water bills of consumers falling under domestic and government categories. 'Work on the plan is currently going on. The plan will be ready in the next one-and-a-half months… by September. The government will waive LPSC charges. People will only have to pay the principal amount… the modalities for the same are being prepared,' Water Minister Parvesh Sahib Singh said. According to officials, the pending bills have been adding up over the last 10 years. 'There are about 29 lakh water connections in Delhi, which is very less as compared to the city's population. The problem is that 70%-80% of the consumers claim that they have received inflated bills. Many also complain about irregular readings… To at least get the basic principal amount from domestic consumers, which stands at Rs 5,600 crore to Rs 6,000 crore, the government is planning to bring the waiver scheme,' said an official. Also, to avoid metering issues in the future, the government is planning to revamp the billing system and implement smart meters to collect water bills in Delhi, officials said. Officials further said that the government plans to do away with the scheme to provide 20,000 liters of free water per month to every household with a functional water meter. 'The scheme was brought by the previous AAP government. The BJP government is planning to make this scheme exclusive to people from the economically weaker sections, who genuinely require free water,' the official said.
