
Defence Spending Is Like Insurance – How Will NZ Pay The Higher Premiums?
New Zealand has now committed to paying those higher defence insurance premiums. The government's 2025 Defence Capability Plan, released in April, includes NZ$9 billion in extra funding over the next four years. That's a sizable increase on a current annual budget of just under $5 billion.
New Zealand is not alone, of course. Driven by geopolitical tensions and US President Donald Trump's demand that other countries spend a higher proportion of their GDP on defence, global military spending rose for the tenth year in a row to US$2,718 billion in 2024, with huge increases in Europe and the Middle East.
How much 'insurance' a country should buy in the form of defence spending will vary. Too little, and it cannot respond when it needs to; too much, and resources are needlessly wasted. For New Zealand, it is a matter of finding the right balance.
Economically, however, defence spending is more complicated than simply buying weapons and recruiting more personnel. There can be benefits beyond basic security considerations.
One involves what economists call 'technology spillovers'. Past innovations developed for military use – such as jet engines, GPS and the internet – often found important civilian applications.
The challenge is to design defence investments to deliberately build skills and technologies with wider economic benefit: advanced manufacturing, cybersecurity or clean tech. New Zealand's defence plan includes this kind of spending, including between $100 million and 300 million on cybersecurity.
On the other hand, promises of new jobs from large projects are often overstated, with New Zealand's best known example being the ' Think Big ' policy of the 1970s. Rather, there can be job substitution as people move from civilian roles into military ones.
Guns and butter
In the end, of course, increased defence spending must be funded – through higher taxes, more debt or reduced spending on other items. Higher GDP growth would make the expenditure more affordable, but even then we face the same tradeoffs. It's not possible to have lower taxes and debt as well as higher government spending.
Most of the expenditure set out in the defence plan will be on equipment. But any increase in the output of the defence industry will likely crowd out other consumer and investment goods.
While clearly an extreme example, one only has to look at how defence spending rose during WWII. The increase in military output came at the expense of other goods, leading to shortages and rationing.
New Zealand doesn't face that scale of change, but there is still likely to be some shift in production from 'butter to guns'. We might also see a shift in how businesses spend their research and development money, towards military and away from civilian applications.
New Zealand does not have a large defence industry and will need to import much of the new equipment. This implies a need for higher exports to pay for those imports, meaning fewer goods for New Zealanders to consume.
Costs and benefits
Most countries are understandably reluctant to cut spending on health, education and other things voters care about in order to boost defence. Hence, governments can be tempted to label new expenditures as 'defence' when it could otherwise be classified as 'updated infrastructure'.
Spending on dual-purpose capital works is likely to increase, therefore, with projects earmarked for defence more likely to be funded. The New Zealand defence plan already allows for housing, airfield and port facilities that can all have multiple uses.
There are also ethical considerations. Many consumers prefer not to invest in the arms trade, but components used in weapons manufacture often have non-military uses as well.
Similarly, many consumer items, such as phones, vehicles and food, can be purchased by the military but clearly have non-military uses. We may see more of the output of companies that also produce non-military items directed into defence.
All of this can make it difficult to classify a company as a defence contractor, and may be challenging for large investors (such as superannuation funds) with ethical investment policies. At the same time, the cost of not investing in defence firms might also rise as demand for their products or services increases and they become better investments.
Like people in general, countries prefer lower insurance premiums. But when risks increase, so too does the price of insurance. Voters will disagree on how much should be spent on defence, but that is largely a political question.
What economics teaches us, however, is that if you want to reduce your insurance premium, then reduce your risk. And that is something easier said than done.

PHOTO: REUTERS Start with China, the world's biggest emitter by far of greenhouse gases: 27% of the entire world's emissions, and more than twice that of the second-biggest emitter, the United States. In fact, it's more than all the emissions of all the other developed countries combined. Bad China. But wait. China is now installing wind and solar power at an unprecedented rate. It has just reached 1000 gigawatts of solar power, and the pace is still picking up: 93gW went on line in May alone. Beijing's official target was to reach peak emissions before 2030 and then start heading back down, but it may actually have peaked last year. China also leads the world in newly installed wind power, new nuclear plants under construction, electric vehicle production (half the vehicles made in China are EVs) and in the all-important field of battery storage, which is essential for stable, reliable power if your electrical grid is eventually going to be fossil-fuel-free. Not only that, but it's making a profit from it. Volume production and technical innovations have brought the price of solar panels down so low that it's exporting them in huge quantities even to developing countries. They simply beat all forms of fossil fuel on price: 90% of all new power capacity installed worldwide last year was renewable. Some countries are ahead of the game. Brazil, for example, already gets 88% of its energy from renewables (mostly hydro), but increasingly from solar as well. England, the first country to burn coal for industry and transport, closed down its last coal-fired plant last year. But for most countries, the great shift to clean energy only began in the past two years. There is, of course, the problem of the US, where Donald Trump is trying to go back to the 20th-century heyday of fossil fuels. (In May the Department of Energy even ordered a coal-fired plant in Michigan not to be retired as the owners had planned.) But the free market still more or less rules in the US, and fossil fuels just cost too much. Commercial enterprises have to make a profit, and they are often answerable to shareholders for their investment decisions. That is why solar power and battery storage alone are expected to make up over 80% of new energy capacity in the US this year. The US will lag further and further behind, but it will mostly follow the energy trend at a distance. Coal, gas and oil together account for about 75% of overall greenhouse gas emissions, so the fact that most other countries in the world are switching to cheaper renewable energy so fast is reason for rejoicing. We are being given a reprieve from the worst consequences of our carelessness with the planet, and we should use the time wisely. First, a few harsh realities. The average global temperature has been far higher than the models predicted for the past two years: well over 1.5°C above the pre-industrial average, compared with the predicted +1.2°C. If that continues, we will hit the "never exceed" level of +2.0°C within 10 years. If we're lucky, we won't get there until about 2040. But realistically, we will get there at some point. There's already too much carbon dioxide in the air, and too much more will be put there before our emissions fall steeply enough to make a real difference. That's a great deal more heat than is in the atmosphere now, which at the very least means bigger storms and forest fires, worse floods and droughts, more extreme temperatures both high and low. But it also means that we may cross one or several tipping points that will make things much worse. We are walking through a minefield, and the mines are the "tipping points" that will be activated when the planet reaches certain levels of heat. We don't know exactly what those levels are, but some could be just ahead, while most others would be tripped between +2.0°C and +3.0°C. And we do know that once we have set them going, we can't turn them off again. The tipping points can probably even cascade, one setting off another and delivering us rapidly to levels of heat that would be catastrophic, so our highest priority must be not to cross them. That means holding the heat down, even if we have to do it artificially. We can cut our emissions faster than we thought possible, but we also need to use that time to develop geoengineering techniques that will let us cool the planet directly. Those techniques seem feasible in theory and not even very expensive (as planetary interventions go), but there's a lot of work to do before they are ready. ■ Gwynne Dyer is an independent London journalist.

Donald Trump announces trade agreement with Indonesia, including 19% tariff

Photo: AFP/TIMUR MATAHARI US President Donald Trump says the United States has reached a trade agreement with Indonesia after speaking with the country's President Prabowo Subianto. Hours after announcing the agreement on Truth Social, Trump told reporters that it calls for Indonesia to not charge any tariffs on American exports, while the US will impose a 19 percent tariff on Indonesian exports. In a subsequent post on Truth Social, he said the agreement was "finalised". However, the Indonesian government had yet to confirm the details, saying on Tuesday that a joint announcement was in the works. "We are preparing a joint statement between US and Indonesia that will explain the size of reciprocal tariff for Indonesia including the tariff deal, non-tariff and commercial arrangements. We will inform (the public) soon," Susiwijono Moegiarso, a senior official with Indonesia's Coordinating Ministry for Economic Affairs, told Reuters in a text message. Trump also said Indonesia committed to buying "$15 Billion Dollars in U.S. Energy, $4.5 Billion Dollars in American Agricultural Products, and 50 Boeing Jets, many of them 777's". Before departing the White House to speak at a summit in Pittsburgh, the president said Indonesia is "known for high-quality copper, which we'll be using". That may mean that copper from the country could face lower tariffs, or no tariffs, if Trump proceeds with his threat to levy a 50 percent tax across all copper imports on 1 August. While Indonesia shipped $20 million worth of copper to the US last year, according to US Commerce Department data, that's far behind top suppliers Chile and Canada, which sent $6 billion and $4 billion worth of the metal to the US last year. "No tariffs there; they pay tariffs here. Switching the asymmetry our way," US Commerce Secretary Howard Lutnick said in a CNBC interview on Tuesday. Trump said India is "working along the same line" with regard to securing a trade agreement. In April, Trump briefly imposed a 32 percent tariff on goods from the country before pausing so-called "reciprocal" tariffs. Countries that were due to face those tariffs have been charged a minimum 10 percent tariff for the past three months. That's due to end on 1 August. "Great deal, for everybody, just made with Indonesia. I dealt directly with with their highly respected President," Trump wrote on his social media platform Tuesday morning. "DETAILS TO FOLLOW!!!" This marks Trump's fourth trade agreement announcement in three months. He had previously promised dozens of deals with US trading partners over that time frame, but that has proven tough to reach. One of the four agreements he previously announced was with Vietnam earlier this month, similarly posting on Truth Social. But the administration has yet to announce any more information on that agreement. Trump's volatile trade policy has paralysed many businesses. Some fear that new orders they place for products manufactured overseas could be tariffed at dramatically higher rates given Trump can - at the flick of a switch - change rates charged on a country's exports. Trump has said companies can avoid such headaches by moving production to the United States. But it's not so simple in practice: Businesses may not only encounter difficulty finding the right workers, but it could take years - and many millions of dollars - before manufacturing facilities are up and running. Then, once production is moved to the US, costs could increase, leading to higher prices for American consumers. Representatives from the Indonesian government did not immediately respond to CNN's request for comment. Indonesia is America's 23rd top trading partner, US Commerce Department data from last year shows. The United States imported $28 billion worth of merchandise from there last year. Apparel and footwear were the top two goods Americans bought. Meanwhile, the US exported $10 billion worth of goods there last year. Ukraine says Russian strikes kills three in the east

Russia has been stepping up its summer offensive campaign as Washington-mediated ceasefire talks stall, claiming more ground in eastern Ukraine while pounding it with combined drone, artillery and missile strikes. "Two dead and two injured: law enforcement officers recorded the consequences of another enemy attack in the Kupiansk district," the Kharkiv region prosecutor office said on social media, adding that the victims were 67 and 69 years old. "The enemy fired artillery at the outskirts of the Velykopysarivska community. Unfortunately, a 50-year-old local resident was killed," said Sumy regional authorities. Elsewhere on the front line, Russian forces claimed two more villages in the Donetsk region, increasing the pace of their advance. A Ukrainian drone attack on Russia's western city of Voronezh wounded 27 people, local officials said Tuesday. Trump said he had struck a deal with NATO to supply American air defence systems and weapons to Ukraine and threatened Russia with tariffs and sanctions, as he grows frustrated with Russian leader Vladimir Putin for rejecting a ceasefire and instead intensifying attacks. - AFP
