HC bench allows NTA appeal, sets aside order for NEET UG '25 re-test

Indore: The Indore division bench of Madhya Pradesh high court on Monday allowed the appeal of the National Testing Agency (NTA) and set aside the writ court order that directed a re-test of NEET UG 2025 for students who faced power cuts during the exams on May 4, 2025. The court allowed writ petitions filed by the NTA against the June 23 order that directed the agency to conduct the retest of students approaching the court before June 3, with grievances that power cuts adversely affected their ability and concentration during the tests on May 4. The bench, comprising Justice Vivek Rusia and Justice Binod Kumar Dwivedi, while clubbing a bunch of appeals from the NTA and the students, said in the order, "..we do not find that it is a fit case for a re-test of NEET (UG) 2025. Hence, all the Writ Appeals filed by the NTA stand allowed. The impugned order passed by the Writ Court dated June 23, 2025, is hereby set aside, and all the writ petitions are dismissed." Referring to a statistical analysis of the performance of students prepared by an expert committee and submitted by the NTA, the court observed that it is clear from the aforesaid that the result and performance of the writ petitioners were not seriously affected due to bad weather and power outage for some time. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Premium 3 & 4 BHK ( 1079 - 1829 ) from ₹72.03 Lacs* at Jessore Road Srijan Realty Learn More Undo To avoid such a situation in the future, the court also directed the NTA and local administration of each district to ensure that all the measures, especially the continuity of power supply by way of regular supply or by way of an alternate mode of supply, proper sitting arrangement, and availability of air and cooling, are in place. It is the responsibility of the local administration to prepare the list of centres that can be used for these types of important examinations by any of the agencies, it said. The court observed that it is correct that students prepared a whole year before appearing in this examination, which is a turning point in their career. "They must have taken coaching from higher and expensive coaching centres along with their regular studies of Higher Secondary School Examinations. Therefore, if they faced this type of situation, they and their family members may feel in their entire life that because of this incident, they could not reach a place they dreamed of in life," it observed. "It is also a fact to accept that more than 22 lakh students appeared for limited seats of 1 lakh, therefore, the percentage of selection is very low. These students feel that they could not perform well because of the power outage in their examination centres, but the other 21 lakh students who appeared in good condition remained unsuccessful," the court said. "There is no guarantee that even if the re-test is done in all conducive circumstances or atmosphere, they will secure higher marks than this examination," the court observed. It is correct that for every child, this exam is very important for his future career, but it is also important to note that out of 27,264 candidates, only 70 candidates filed writ petitions complaining about disruption due to power outage, which is a very insignificant figure, the court observed. Earlier, Solicitor General Tushar Mehta submitted that the learned Single Judge's direction for a re-test was impractical as the NEET (UG) exam is conducted in a single shift with one question paper to preserve comparability and fairness. He contested that the direction to conduct a re-test would significantly delay the commencement of this academic session.

"If anyone has votes in Bihar after RJD, it is Vikassheel Insaan Party," claims party founder Mukesh Sahani

Patna (Bihar) [India], July 14 (ANI): Vikassheel Insaan Party (VIP) founder Mukesh Sahani on Monday claimed that after the Rashtriya Janata Dal (RJD), his party comes second on the list in terms of votes in Bihar. He further claimed that his party has more capital than Chief Minister Nitish Kumar and his party. Speaking to ANI, Mukesh Sahani said, '... The core voters of Congress are supporting the BJP now... If after RJD, anyone has votes in Bihar, it is VIP... In terms of capital, we have more capital than Nitish Kumar...' Sahani suggested Chief Minister Kumar to leave his chair and stated only Tejashwi Yadav, Chirag Paswan, or him are able to carry forward the legacy of Nitish Kumar. '... Whether it is Tejashwi Yadav, Chirag Paswan, or me, only we can carry forward Nitish Kumar's legacy. Others want to rule Bihar. We want to break the chains of slavery here... Nitish Kumar should bless us and leave his chair,' the VIP leader said. His remarks comes ahead of the Bihar Assembly elections which are expected to be held later this year in October or November; however, the Election Commission of India (ECI) has not announced an official date. Earlier on Sunday, following the Supreme Court's approval for a Special Intensive Revision (SIR) of Bihar's electoral rolls, Mukesh Sahani, leader of the Vikassheel Insaan Party (VIP), called for the resignation of the Union Home Minister and Bihar's Chief Minister. Sahani's demand comes in the wake of reports alleging the infiltration of foreign nationals, including individuals from Bangladesh, Myanmar, and Nepal, into Bihar's voter list. The VIP leader criticised the government for its failure to secure the state's borders and protect the integrity of the electoral process ahead of the upcoming Assembly elections. Speaking to ANI, Sahani said, 'When the Election Commission was doing these things without preparation, questions started raising on them. Then they started saying things like these--that people of Bangladesh, Myanmar, and other countries are saying all these things just to mislead people.' 'If these things are true, then the Home Minister of the nation and the state CM should resign. It is the responsibility of the government to protect the border and make sure that no person from another nation resides in Bihar,' he added. (ANI)

Government finds MNREGA digital attendance system is riddled with holes

Nearly four years after introducing digital attendance system for MNREGA workers and three years after making it mandatory, the government has discovered a whole range of ways the National Mobile Monitoring System (NMMS) platform used for the purpose is being 'misused' and has now added four layers of analog monitoring to plug the holes. On July 8, the Union Rural Development Ministry issued a 13-page note to the State governments on the issue. As per the Ministry's note, there were at least seven ways that the NMMS is allegedly being gamed, which, the government said, was undermining the credibility of the digital attendance system and leading to 'potential misuse of public funds'. The Ministry also cautioned that 'no relaxation will be given in matters concerning the misuse or manipulation of NMMS'. Under NMMS, geo-tagged photographs of the workers are to be uploaded twice a day. First when they arrive for work and then at the end of their shift. Only exception for the second round of photographing is offered at sites with 20 or below workers. It was found that 'irrelevant or unrelated photographs' were being uploaded. In many cases, 'photo-to-photo capturing instead of live work images' was being done. There was also 'mismatch in actual vs recorded count'. A mismatch in gender composition of workers was found at several work sites. The same photo of workers in multiple muster rolls, mismatch in workers in morning and afternoon photos and non-uploading of photos in the afternoon session are the other discrepancies flagged by the Rural Development Ministry. The Ministry has directed the States to ensure that these photographs and attendance of workers is verified at gram panchayat, block, district and State level. At gram panchayat level, they want 100% verification of the present workers. The percentage of physical verification of the uploaded photographs of workers reducing at different levels. So, while at the block level, 20% of the photos at random need to be verified, at the district level, this number is down to 10%, and at State level to 5%. The other significant change is that the government now allows for editing the muster rolls before making the wage bill. So far, this could be done only at the District Collector's level, who also took action in case of complaints. Such amendments of the muster rolls were rare. Chakradhar Buddha, senior researcher, LibTech India, said that what was meant to be a technology-driven, corruption-resistant system is now entirely dependent on manual checks by frontline workers. 'This defeats the very purpose of introducing a digital attendance system,' he added. The government's directions, he said, will be difficult to comply. 'During the summer months, especially in Adivasi areas where large-scale MGNREGA work takes place, thousands of NMMS photos are generated daily. Verifying these images demands staff capacity and technical infrastructure that simply don't exist on the ground,' Mr. Buddha said.
