A.SREENIVASA REDDY (ABU DHABI)Archer Aviation has appointed retired Italian military officer Brigadier General Cristiano Tartaglione as its Chief Operating Officer for UAE operations, as the company prepares to launch its commercial electric air taxi services in the country.The announcement comes at a critical juncture, with Archer planning to introduce its all-electric vertical take-off and landing (eVTOL) aircraft, Midnight, in Abu Dhabi as early as this year or next. The air taxi service aims to significantly cut down travel times, replacing 60–90-minute car journeys with 10–20-minute flights.Tartaglione brings over three decades of leadership experience from the Italian Air Force, where he commanded multinational air operations, led advanced jet maintenance programmes, and logged more than 3,500 flight hours as a fighter pilot, a statement by Archer Aviation said. 'I am honoured to join Archer Aviation at such a critical stage of growth as we prepare for commercial launch,' said Tartaglione. 'My focus will be on driving operational readiness, regulatory alignment and long-term value as we launch safe and scalable air mobility services in the region.'In his new role, Tartaglione will lead Archer's UAE operations, build and mentor a local team, develop operational infrastructure, and ensure compliance with UAE aviation regulations. He is expected to work closely with local partners including Abu Dhabi Aviation and the General Civil Aviation Authority (GCAA).The Midnight aircraft, manufactured in Atlanta, Georgia, is designed to carry a pilot, four passengers, and luggage at speeds of up to 241km/h. It is engineered to be low-noise, safe, and competitively priced with ground transport options.Dr Talib Alhinai, General Manager of Archer Aviation UAE, said: 'Cristiano joining the team is a big step forward for Archer Aviation's mission in the UAE. His leadership and expertise will be critical as we aim to bring the region's first commercial electric air taxi services to life.'Archer recently secured GCAA design approval to convert the Abu Dhabi Cruise Terminal helipad into the country's first hybrid heliport for helicopters and eVTOL aircraft. Chief Commercial Officer Nikhil Goel said in recent media interviews that the Midnight aircraft is expected to arrive in Abu Dhabi this summer for test flights under Gulf weather conditions.
He also indicated that fares will be comparable to ride-hailing services like Careem and Uber.

A reading above 50 signals expansion, while a reading below 50 indicates expanded sharply as firms sought to prevent further increases in backlogs of work, although growth in hiring and purchasing lagged behind. 'Besides, a quicker rate of cost inflation led to a fresh rise in average prices charged,' the report said. 'While the reading signalled a sustained improvement in business conditions, the implied rate of growth was softer than the survey's long-run trend,' the PMI survey report said. Ongoing regional tensions, weaker tourism activity and headwinds from global trade disruptions slowed down new spending. 'Although firms received higher new orders compared to the previous month — the upturn was the least marked since August 2021,' the report said. The softer increase in new orders contributed to a slight easing in the rate of expansion in July, which was further dampened by intensified competitive pressures.'However, the overall increase in output remained robust, and was only marginally weaker than the historical trend,' the report said. Some firms reported that output increased amid new sales opportunities, rising client incomes, advancements in technological investment and the clearance of pending work, the report said. "New order volumes helped firms to expand, but this trend is declining, with the latest data indicating the softest rise in incoming new work in almost four years. While survey partly links this slowdown to tensions between Iran and Israel, there were also many comments suggesting that markets are becoming more crowded, making it increasingly difficult to secure new orders,' observed David Owen, Senior Economist at S&P Global Market accumulation was marked in July as survey indicated softening of job growth in non-oil companies. Input cost pressures accelerated slightly at the start of the third remarked on higher costs for shipping, raw materials, wages and capital, marking the sharpest rise in input prices since April.'Consequently, businesses raised their output charges following a slight drop in June, although the increase was only mild,' the report said. Firms remained optimistic on future activity in the non-oil private sector, driven by hopes of strengthening demand levels, the report said. Dubai PMI Non-oil private sector in Dubai regained momentum in July following a recovery in demand growth. The Dubai PMI rose to 53.5, up from a 45-month low of 51.8 in June, signalling a solid improvement in operating conditions across the non-oil private sector economy. A key driver of the recovery was the new orders component, which indicated a much sharper improvement in sales volumes compared to June. This stood in stark contrast to the widerl UAE trend.'Survey participants often reported better business conditions and an increase in new client enquiries,' the PMI report said.'Dubai non-oil firms expanded their output at the sharpest rate in five months while continuing efforts to increase employment and inventories,' the report said. SREENIVASA REDDY (ABU DHABI) Saudi Arabia's economy has demonstrated strong resilience to external shocks, with the non-oil sector expanding, inflation remaining contained, and unemployment reaching record lows, according to the International Monetary Fund's (IMF) 2025 Article IV IMF reported that non-oil real GDP grew by 4.5% in 2024, driven by retail, hospitality, and construction sectors. In contrast, oil GDP fell by 4.4% due to continued OPEC+ production cuts, resulting in a moderated overall growth rate of 2.0%. Despite this, inflation stayed low, averaging 1.7%, while the unemployment rate among Saudi nationals dropped to an all-time low, with youth and female unemployment halving over the past four current account shifted from a surplus of 2.9% of GDP in 2023 to a deficit of 0.5% in 2024, as increased investment-related imports and remittance outflows weighed on external balances. Nonetheless, the Saudi Central Bank's net foreign assets stabilised at $415 billion, covering 187% of the IMF's reserve adequacy IMF projects non-oil growth to remain above 3.5% over the medium term, supported by Vision 2030 projects and government-led initiatives. Real GDP growth is forecast to accelerate to 3.6% in 2025 and 3.9% in 2026, as OPEC+ production cuts are gradually phased out. Inflation is expected to stay contained, with CPI averaging 2.1% in emerging twin deficits—fiscal and current account—the IMF said fiscal and external buffers remain ample. The fiscal deficit is projected to widen to 4.0% of GDP in 2025, with public debt rising to 29.8% of the outlook remains strong, the IMF warned of downside risks from weaker oil demand, lower government spending, and regional security tensions. On the upside, growth could benefit from higher oil production or additional Vision 2030-linked investments. Under Article IV of the IMF's Articles of Agreement, the IMF holds bilateral discussions with members, usually every year. A staff team visits the country, collects economic and financial information, and discusses with officials the country's economic developments and policies.
