Rangers were able to snap up the club's player of the year last season, Djeidi Gassama, for a cut-price £2.2million as a result of the financial mismanagement going on at Hillsborough.
Prior to that deal being sealed, there were reports that Windass could be set for a shock return to Ibrox.
Now that he has been freed by the Owls, those rumours have ramped up once again.
Both Rangers and Wrexham have been mentioned as potential landing spots for the attacking midfielder, who initially joined Gers from Accrington Stanley in 2016.
He scored 19 goals across 73 games for the Light Blues in all competitions before leaving in August 2018 for Wigan Athletic.
Over the past few weeks Wednesday's players weren't paid on time and several stars voiced concerns and wanted to quit.
Indeed, multiple players went as far as to hand in notice periods while they waited on their wages.
Windass submitted a former appeal after being told his contract wouldn't be voided, and it's believed he won his case and as a result the club agreed to release him.
Striker Michael Smith has also had his contract waived.
A short statement by the club on social media said: "The Owls can confirm that the current contracts of Michael Smith and Josh Windass have been terminated by mutual consent.
Rangers boss Russell Martin opens up on transfer plans as he delivers updates on Dessers and Igamane
"Sheffield Wednesday thank Michael and Josh for their services and wish them well for the future."
Both players will leave Hillsborough with immediate effect.
While Smith is 33, Windass is a couple of years younger at 31.
Given he probably has a few years of football left in him, he has been linked with a number of clubs - including Rangers.
Coventry City, Derby County and Norwich City are among the other clubs who could swoop.
If Windass was to re-join the Light Blues it would most likely be as a backup or rotational player.

Daniel Dubois and Oleksandr Usyk in double bust-up even before their weigh-in as glove row and low-blow controversy sparks arguments between the two camps
Daniel Dubois and Oleksandr Usyk were reported to be embroiled in two bust ups even before the weigh in for their undisputed world heavyweight championship this Saturday night. At the regular rules meeting, Team Usyk protested against the Fly gloves to be worn by Dubois this Saturday night at Wembley. This brand of glove contains only a thin padding of horse hair which minimises the reduction of punching power like Dynamite Daniel's. They are banned in the US and some other parts of the world but approved by the British Boxing Board of Control who are expected to permit their use in this fight. Team Dubois sought a precise ruling as to how high Usyk can wear his trunks. This follows the controversy in their first fight in Poland when the Ukrainian hero was given time to recover from an arguable low blow which Dubois thought had given him an astonishing upset victory. But Usyk is not known for wearing his shorts above the waist line. At the weigh in Dubois scaled 243lbs 8 oz, ten pounds heavier than for the first fight, presumably to enhance the hefty power which gives a big puncher's chance of an upset. It also gives him a one-and-a-half-stone weight advantage over Usyk's 227lbs 3 ounces, which is six pounds more than he scaled in Wrocław two summers ago.
