NJ lawmakers advance legislation requiring new AI data centers to use clean energy
A bill that cleared the state Senate Environment and Energy Committee on Monday afternoon would require AI data centers to source their energy demands with new, clean energy options and submit an energy usage plan to the Board of Public Utilities, or BPU.
The legislation would not take effect until after at least half of the 12 other states in the PJM region — including Pennsylvania, Delaware and Maryland, plus Washington, D.C. — adopt similar requirements. PJM is the largest power grid distributor in North America.
'The point of this bill is to say, 'Yeah, we would love to have AI data centers in New Jersey, but don't put your cost of being here on our ratepayers. You should bring your own electric supply with you,'' said state Sen. Bob Smith, D-Middlesex, who chairs the Environment and Energy Committee.
Nearly an hour of testimony on the bill included arguments from advocates both for and against it.
Taylor McFarland of the Sierra Club thanked the committee leadership for taking up this issue because the 'rapid demand for data centers in New Jersey will lead to a massive energy demand straining the existing grid.'
But Michael Egenton of the New Jersey State Chamber of Commerce said the state should be encouraging new industry sectors to open operations instead of 'placing hurdles, impediments, mandates and fines,' because that will ultimately lead to their opening in other regions.

Earlier this month, the state Senate Legislative Oversight Committee held a three hour meeting to discuss the needs of the state's energy infrastructure and where AI fit into that.
Panelists from utility companies, distributors and others in the energy and artificial intelligence industries noted that the supply now is not able to meet the demand in New Jersey — which consumes more energy than the state generates — and that gap is expected to grow.
State Sen. Andrew Zwicker, that committee's chair, put the energy usage of data centers into perspective by saying they already use 2% of the energy globally.
"The environmental impact of AI is remarkable," he said. "Training a single large language model like OpenAI's ChatGPT consumes approximately 1,300 megawatt hours of electricity, the same amount used by 130 U.S. homes in a year."
Zwicker went on to say New Jersey's goal should be to "foster AI, not resist it," and to learn what can be done.
Last year, Murphy called for what he dubbed an "AI moonshot" — an effort to advance AI use and opportunities to put New Jersey at the forefront of new economic developments.
Since that announcement, he has touted the state's partnership with Princeton University to create an AI innovation hub, and last summer he signed a law that will set aside tax breaks for businesses that collect more than half their revenue from artificial intelligence or use more than half their staff for that purpose. Businesses would be eligible for incentives worth up to $250 million.
Industry leaders have already taken steps to secure the energy needed to support their operations. Microsoft announced that it had exclusively acquired all of the energy created at the newly reopened Three Mile Island nuclear power plant in Pennsylvania for its data centers.
During Murphy's two terms, or since 2017, five power generation plants have shut down in New Jersey: four coal plants and the Oyster Creek nuclear power plant. In addition, Murphy's plans for offshore wind have fallen apart as the state has ended four solicitations for projects, with Orsted abandoning two projects and most of the bidders on the others walking away, particularly in the wake of President Donald Trump's executive order to freeze the issuance of new offshore wind permits.
One offshore wind project remains in New Jersey: Atlantic Shores South, which has received all its federal approvals and is set to generate 2,800 megawatts as early as 2028.
Natural gas and nuclear energy provided 90% of the state's total energy generation from 2011 to 2023.
Residents are split on how the state produces energy overall, according to a Fairleigh Dickinson University poll released earlier this month.
About a third of respondents each supported nuclear power or natural gas. Offshore wind was also popular when it was suggested to the poll's respondents. Other options, such as importing electricity from other states or not making investments in technology that would require more electricity, were unpopular.

Musk's latest Grok chatbot searches for billionaire mogul's views before answering questions
The latest version of Elon Musk's artificial intelligence chatbot Grok is echoing the views of its billionaire creator, so much so that it will sometimes search online for Musk's stance on an issue before offering up an opinion. The unusual behavior of Grok 4, the AI model that Musk's company xAI released late Wednesday, has surprised some experts. Built using huge amounts of computing power at a Tennessee data center, Grok is Musk's attempt to outdo rivals such as OpenAI's ChatGPT and Google's Gemini in building an AI assistant that shows its reasoning before answering a question. Musk's deliberate efforts to mold Grok into a challenger of what he considers the tech industry's 'woke' orthodoxy on race, gender and politics has repeatedly got the chatbot into trouble, most recently when it spouted antisemitic tropes, praised Adolf Hitler and made other hateful commentary to users of Musk's X social media platform just days before Grok 4's launch. But its tendency to consult with Musk's opinions appears to be a different problem. 'It's extraordinary,' said Simon Willison, an independent AI researcher who's been testing the tool. 'You can ask it a sort of pointed question that is around controversial topics. And then you can watch it literally do a search on X for what Elon Musk said about this, as part of its research into how it should reply.' One example widely shared on social media — and which Willison duplicated — asked Grok to comment on the conflict in the Middle East. The prompted question made no mention of Musk, but the chatbot looked for his guidance anyway. As a so-called reasoning model, much like those made by rivals OpenAI or Anthropic, Grok 4 shows its 'thinking' as it goes through the steps of processing a question and coming up with an answer. Part of that thinking this week involved searching X, the former Twitter that's now merged into xAI, for anything Musk said about Israel, Palestine, Gaza or Hamas. 'Elon Musk's stance could provide context, given his influence,' the chatbot told Willison, according to a video of the interaction. 'Currently looking at his views to see if they guide the answer.' Musk and his xAI co-founders introduced the new chatbot in a livestreamed event Wednesday night but haven't published a technical explanation of its workings — known as a system card — that companies in the AI industry typically provide when introducing a new model. The company also didn't respond to an emailed request for comment Friday. 'In the past, strange behavior like this was due to system prompt changes,' which is when engineers program specific instructions to guide a chatbot's response, said Tim Kellogg, principal AI architect at software company Icertis. 'But this one seems baked into the core of Grok and it's not clear to me how that happens,' Kellogg said. 'It seems that Musk's effort to create a maximally truthful AI has somehow led to it believing its own values must align with Musk's own values.' The lack of transparency is troubling for computer scientist Talia Ringer, a professor at the University of Illinois Urbana-Champaign who earlier in the week criticized the company's handling of the technology's antisemitic outbursts. Ringer said the most plausible explanation for Grok's search for Musk's guidance is assuming the person is asking for the opinions of xAI or Musk. 'I think people are expecting opinions out of a reasoning model that cannot respond with opinions,' Ringer said. 'So, for example, it interprets 'Who do you support, Israel or Palestine?' as 'Who does xAI leadership support?' Willison also said he finds Grok 4's capabilities impressive but said people buying software 'don't want surprises like it turning into 'mechaHitler' or deciding to search for what Musk thinks about issues.' 'Grok 4 looks like it's a very strong model. It's doing great in all of the benchmarks,' Willison said. 'But if I'm going to build software on top of it, I need transparency.' ChatGPT Is Changing the Words We Use in Conversation
After its release in late 2022, ChatGPT reached 100 million users in just two months, making it the fastest-growing consumer application in history. Since then the artificial intelligence (AI) tool has significantly affected how we learn, write, work and create. But new research shows that it's also influencing us in ways we may not be aware of—such as changing how we speak. Hiromu Yakura, a postdoctoral researcher at the Max Planck Institute for Human Development in Berlin, first noticed differences in his own vocabulary about a year after ChatGPT came out. 'I realized I was using 'delve' more,' he says. 'I wanted to see if this was happening not only to me but to other people.' Researchers had previously found that use of large language models (LLMs), such as those that power ChatGPT, was changing vocabulary choices in written communication, and Yakura and his colleagues wanted to know whether spoken communication was being affected, too. The researchers first used ChatGPT to edit millions of pages of e-mails, essays, and academic and news articles using typical prompts such as to 'polish' the text or 'improve its clarity.' Next, they extracted words that ChatGPT repeatedly added while editing, such as 'delve,' 'realm' and 'meticulous,' dubbing these 'GPT words.' The team then analyzed more than 360,000 YouTube videos and 771,000 podcast episodes from before and after ChatGPT's release to track the use of GPT words over time. They compared the GPT words with 'synthetic controls,' which were formed by mathematically weighting synonyms that weren't frequently used by the chatbot—such synonyms for 'delve,' for example, could include 'examine' and 'explore.' [Sign up for Today in Science, a free daily newsletter] The team's results, posted on the preprint server last week, show a surge in GPT words in the 18 months after ChatGPT's release. The words didn't just appear in formal, scripted videos or podcast episodes; they were peppered into spontaneous conversation, too. 'The patterns that are stored in AI technology seem to be transmitting back to the human mind,' says study co-author Levin Brinkmann, also at the Max Planck Institute for Human Development. In other words, a sort of cultural feedback loop is forming between humans and AI: we train AI on written text, it parrots a statistically remixed version of that text back to us, and we pick up on its patterns and unconsciously start to mimic them. 'AI is not a special technology in terms of influencing our behavior,' Yakura says. 'But the speed and scale at which AI is being introduced is different.' It may seem harmless—if a bit comical—for people to start talking like ChatGPT. But the trend carries deeper risks. 'It's natural for humans to imitate one another, but we don't imitate everyone around us equally,' Brinkmann says. 'We're more likely to copy what someone else is doing if we perceive them as being knowledgeable or important.' As more people look to AI as a cultural authority, they may rely on and imitate it over other sources, narrowing diversity in language. This makes it critical to track and study LLMs' influence on culture, according to James Evans, a professor of sociology and data science at the University of Chicago, who was not involved in the study. 'In this moment in the evolution of LLMs, looking at word distribution is the right methodology' to understand how the technology is affecting the way we communicate, he says. 'As the models mature, these distributions are going to be harder to discriminate.' Scientists may need to look at broader linguistic trends beyond word choice, such as sentence structure and how ideas are presented. Given that ChatGPT has changed how people talk just two and a half years into its adoption, the question becomes not whether AI is going to reshape our culture, but how profoundly it will do so. 'Word frequency can shape our discourse or arguments about situations,' Yakura says. 'That carries the possibility of changing our culture.'
