Paramount to buy freehold land in Penang for RM57.84mil

KUALA LUMPUR: Paramount Corporation Bhd has entered into a sale and purchase agreement to purchase 7.67 hectares (ha) of freehold land located in Bandar Cassia, Penang, from Penang Development Corporation for RM57.84 million.
The property developer said the purchase marked a key addition to its landbank to drive sustainable growth in the northern region and will be used for a new mixed development.
In a statement, Paramount said the acquisition is expected to generate a gross development value (GDV) of RM744 million and add to Paramount's remaining landbank of 145.24 ha and remaining GDV of RM5.49 million.
It said that the proposed acquisition would be funded through a combination of internally generated funds and bank borrowings.
"The newly acquired land is located in the city centre of Bandar Cassia in Penang, within a 600-metre radius of Utropolis Batu Kawan development.
"With accessibility via Jalan Tun Abdullah Ahmad Badawi (previously known as Lebuhraya Bandar Cassia) and a thriving community ecosystem already in place, the new development is set to complement the existing landscape by providing a diverse range of quality homes and business opportunities," it said.
Paramount's group chief executive officer, Jeffrey Chew, said the acquisition is expected to contribute positively to its long-term revenue.
"Our track record in this region has shown how integrated developments can truly transform local economies and uplift communities.
"We are excited to build on this momentum with a new development in the mature township of Bandar Cassia that will serve as the next chapter in our vision for Penang," he said.
Paramount said the proposed development comprises serviced apartments, semi-detached townhouses and shop offices.
Construction is scheduled to commence in 2027 with completion by 2033.
"Once fully completed, the development would provide housing options as well as create a vibrant commercial environment that enhances liveability and economic growth in the state," it added.

GEORGE TOWN: The tariff reduction for Malaysia, from 25 per cent to 19 per cent, is seen as a good step forward and comes as a positive achievement and a relief for many, said Penang Chief Minister Chow Kon Yeow. The chief minister said that small and medium enterprises (SMEs) might remain exposed in the new tariff environment, and hoped that the Ministry of Investment, Trade and Industry (MITI) would continue negotiating for better deals for these businesses. 'We hope MITI will continue negotiating better deals and prepare for the possible impact, especially on our small and medium industries (SMEs), who may be more exposed in this new environment,' he told reporters at the GBS By The Sea launching ceremony in Bayan Lepas here, today. Chow said that the current exemptions remained in place for now, but expects the situation to become clearer by the end of the year. He highlighted that Penang accounted for about 55 per cent of Malaysia's electrical and electronics (E&E) exports, highlighting the state's vital contribution to the national economy and reinforcing the urgency for strategic trade negotiations. It was reported earlier that the US would impose a reduced 19 per cent tariff on Malaysian imports, effective Aug 1, 2025. On July 7, Washington announced a 25 per cent tariff on all Malaysian products entering the US, in addition to existing sectoral tariffs, effective Aug 1 this year. This figure was one percentage point higher than the tariff rate announced in April. Meanwhile, on the Penang-Perak water project, Chow said negotiations with the Perak state authority would commence soon. 'We are working pretty well. Negotiations with Perak will begin very soon, followed by the implementation of the project. The target is by 2030 to 2031,' he said. Chow added that the additional water supply would be crucial for supporting the Penang Development Corporation (PDC)'s efforts to open new areas for industrial development. The chief minister also highlighted that Penang remained on a strong growth trajectory, driven by positive investment sentiment, including both new investments and expansions. 'We are currently focused on expanding our industrial parks. Recently, I announced that we have sufficient industrial land for the next five years. 'But sometimes, we may speak too soon. Officers from the Bukit Aman Special Task Force on Anti-Money Laundering (AMLA) visited PDC headquarters on July 9, as part of a nationwide investigation into the MBI investment scheme. The visit was aimed at tracing financial flows possibly linked to the scheme. The transactions involved the Bayan Mutiara development, where a company linked to MBI became the major shareholder in 2018. Chow had repeatedly said that PDC was not the subject of the investigation, but assisting as a stakeholder involved in earlier commercial transactions that might be relevant to the probe. Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed that enforcement efforts were discussed by Prime Minister Datuk Seri Anwar Ibrahim and Chinese President Xi Jinping during Xi's visit in April.

PETALING JAYA: Paramount Corp Bhd is acquiring an 18.97 acre piece of freehold land in Bandar Cassia, Penang, from Penang Development Corp for RM57.841mil. In a statement, the company said the acquisition marks a key addition to its land bank to drive sustainable growth in the northern region. The company said the acquisition is expected to generate a gross development value (GDV) of RM744mil, adding on to its remaining land bank of 358.9 acres and remaining GDV of RM5.497mil. 'The proposed acquisition will be funded through a combination of internally generated funds and bank borrowings,' it said. The newly acquired land is situated in the city centre of Bandar Cassia in Penang, within a 600m radius of Utropolis Batu Kawan development, Paramount Property's award-winning development. The proposed development for the site comprises serviced apartments, semi-detached townhouses and shop offices. Construction is slated to commence in 2027 with completion by 2033. Once fully completed, the development will provide housing options as well as create a vibrant commercial environment that enhances liveability and economic growth in the state. Separately, TA Research said it is feeling more confident in the strategic rationale and valuation of Paramount's plans to acquire a 28% stake in Singapore Exchange-listed Envictus International Holdings Ltd following a briefing on the deal. 'Management addressed key concerns candidly, including earnings quality, post-acquisition integration, and capital impact,' the research house said. It added that there was now more clarity on Envictus's turnaround trajectory, while the attractive entry valuation and Paramount's disciplined stance on not pursuing further food and beverage (F&B) acquisitions strengthened its conviction in the long-term value of the transaction. 'The proposed acquisition enhances Paramount's growth profile by providing exposure to a resilient, cash-generative F&B business at a compelling entry multiple,' the research house said. The company announced a proposed deal involves Paramount's wholly owned Venice Concepts Sdn Bhd acquiring the stake in Envictus from JAG Capital Holdings Sdn Bhd, in which Plantation and Commodities Minister Datuk Seri Johari Abdul Ghani owns a 96% stake. JAG Capital Holdings currently holds a 29.6% in Envictus. Property developer Paramount is looking to buy the operator of Texas Chicken and San Francisco Coffee in Malaysia for RM126.32mil in cash, as it aims to expand its footprint in the F&B sector. However, TA Research cautioned that the main risks to the deal include the potential that the anticipated benefits may not fully materialise or that returns may not sufficiently offset the investment cost. 'As Envictus is listed in Singapore, any future changes to foreign investment regulations could impact Paramount's rights or ability to repatriate profits, although no such restrictions currently exist. 'Additionally, with only a 28% stake, Paramount will not have operational control over Envictus, but plans to mitigate this by nominating board representatives to safeguard its interests,' the research house said. Paramount signalled a cautious tone, flagging a softer property market in the second half of the year due to external trade uncertainties, cost pressures from fuel-subsidy rationalisation and expansion of the sales and service tax (SST). 'With only RM600mil in sales achieved against its RM1.5bil full-year target, there's a possibility of downward revision. That said, we believe there is still room for a rise in sales in the second half, especially once there is greater clarity on SST and tariff developments,' the research house said. TA Research maintained its FY25 to FY27 earnings forecasts for Paramount and its target price of RM1.48 based next year's price to book multiple of 0.6 times. 'The stock remains deeply undervalued, trading at just 6.4 times 2026 price-earnings and 0.4 times price to book, significantly below the sector average of 13.9 times price-earnings and 0.8 times price to book. 'With a superior over 7% dividend yield, significantly outperforming the sector average of 3.7%, we see limited downside risk to its share price,' the research house said.
