Why the world is treating the new Syria differently from the new Lebanon, and what Beirut can learn from that

The US, Turkey, Saudi Arabia and other Gulf countries are pressing ahead to encourage Syria to become a model for much of the Middle East. That involves co-existence with Israel, the containment of extremist movements and engagement with minorities, all within the framework of the state.
The issue of the state's monopoly on the possession of arms remains a major hurdle. Some of Syria's minority groups insist on retaining their weapons until it becomes clear how the new government will handle their rights and to what extent it will rein in extremist militants. There is also the issue of federalism and decentralisation, which the state opposes. But despite the massacres and atrocities committed in Sweida and on the coast, those investing in President Ahmed Al Shara's project and the new Syrian model are forging ahead.
When it comes to the future of Lebanon, however, western countries – namely the 'European three' (E3, which comprises the UK, France and Germany) and the US – are wavering on several fronts. In dealing with Lebanon itself, the E3 has chosen to take a backseat to US diplomacy, led by Ambassador to Turkey and special envoy for Lebanon and Syria Thomas Barrack.
But Iran is a hugely important part of what happens in Lebanon, and the E3 limited recent discussions with representatives from Tehran solely to nuclear issues. Iran's nuclear programme must be addressed, but that should not prevent Europe from raising other concerns, like Tehran's proxy network.
Succumbing to Iran's traditional insistence that neither the US nor Europe discuss its regional proxies, including Hezbollah in Lebanon, is a strategic error. It fails to prevent Iran's ongoing erosion of Lebanese sovereignty its use of Lebanon as a bargaining chip in negotiations with the West. Europe is not challenging Tehran's directive to Hezbollah to keep its arms instead of handing them over to the Lebanese state. This is dangerous, especially given how confused and contradictory US positions have become towards both Iran and Lebanon.

Mr Barrack's three visits to Lebanon have drawn criticism because at times he wielded the stick and at others, he expressed understanding of the 'complexity' of disarming Hezbollah. One moment, he described Hezbollah as a political party and the next a terrorist organisation. He appears to have emerged from meetings with Lebanese officials more influenced by their appeasement tactics than persuasive in moving them towards sovereign decision-making.
The contradictions in the American position in Lebanon may be intentional, as part of a strategy to alarm Lebanese officials and the public, or unintentional, the result of Mr Barrack's frequent gaffes, only to be followed by retractions. Mr Barrack says he understands the 'difficulties', and that 'everyone is doing their part and trying to settle things in Lebanon, but the situation is complex, both for Lebanese leaders and for all of us'. Such statements devalue American prestige and seriousness. They are not so much the words of a serious emissary carrying US President Donald Trump's demand that Lebanon's leaders enforce a monopoly on arms as they are those of a local-style politician who 'understands' the difficulties but cannot guarantee how Israel might react to Hezbollah's outright refusal to disarm.
Nor has Steve Witkoff, Mr Trump's envoy to the Iran negotiations, insisted that Iran cease using its grip over Lebanon through Hezbollah as a negotiation card with Washington. All of this will cost Lebanon dearly when Israel inevitably destroys its infrastructure in response to Hezbollah's rebuilding of its military capabilities, including Iranian missiles on Lebanese soil. The Trump administration does not want Israel to open multiple fronts. But it also cannot restrain Israel in Lebanon if Israel deems Hezbollah's refusal to disarm a security threat.
Yet in Syria, Mr Trump wants Israel to act with restraint. Iran has lost its staging ground there, a devastating blow to its regional axis. And while Washington recognises the persistence of extremism and the survival of ISIS, it believes that containment of these factions is possible through co-optation, offering them a slice of the cake instead of a bloody conflict.
In return, Israel gains a buffer zone and security guarantees along its border with Syria. The message to Israel is that even if ISIS remains dominant in some areas, security arrangements can contain its threat as long as it remains within isolated pockets that pose no danger to the Syrian state structure. In other words, Syria will not be a threat to Israel.
Gulf states have quickly moved to encourage Syria's re-integration into the Arab fold. Despite all the challenges, the Gulf is a key partner in backing Mr Al Shara and rebuilding Syria. This was reflected last week in the Saudi-Syrian Investment Forum, a watershed moment that signalled a long-term strategic partnership between Riyadh and Damascus. Forty-seven agreements and memoranda of understanding were signed, worth about $6.4 billion. They included the construction of a medical city as well as deals in agriculture, industry, transport, gas, water, electricity, infrastructure and real estate development. Syria is being placed on a new track, and should indeed be congratulated for this strategic leap towards realism that embraces investment as the basis of policy.
One hopes Lebanon's leaders take a lesson from their new counterparts in Damascus and abandon their arrogance towards eager assistance from fellow Arab states, hiding behind the excuse of being unable to rein in Hezbollah. They ought to demand the US, Europe and the Arab world also pressure Iran and not just offer security guarantees via Israel, because the two issues are inseparable. One hopes they also cease dodging political accountability under the guise of protecting Lebanon's safety.
Perhaps Arab states will consider taking a calculated risk in supporting Lebanon, as they did in Syria. Both countries suffer from instability. Just as Hezbollah and Israel are playing havoc with Lebanon, extremist fundamentalism continues to trouble Syria. May the international partnership playing a constructive role in Syria inspire those involved to think outside the box in order to rescue Lebanon from regional war and ruin. Lebanon, too, deserves to be rebuilt and invested in to defy those who want it destroyed.

When Istanbul Mayor Ekrem Imamoglu was detained in February on charges of corruption, European officials were stunned. Imamoglu, widely regarded as the most important contender against Turkish President Recep Tayyip Erdogan, had faced legal challenges before. But few expected his dramatic detention in a dawn raid and his treatment as little more than a common criminal. At the same time, another court case was launched against the leadership of the main opposition Republican People's Party (CHP) to remove them from office, again on charges of bribery. 'These steps risk setting Turkey-EU relations back by a decade,' a senior EU official fumed earlier this year. Five months forward, Ankara's relationship with Brussels couldn't be better. The EU last year decided to deepen its dialogue with Turkey, and many questioned whether the hard-found momentum, after years of frozen EU membership negotiations, would last amid an increasing crackdown on the opposition. In the weeks after the Imamoglu incident, EU officials met Turkish Finance Minister Mehmet Simsek as part of the Turkey-EU High-Level Economic Dialogue meeting in Brussels. In May, Turkish Foreign Minister Hakan Fidan attended an informal meeting of the EU foreign ministers, known as Gymnich. 'Waiting for an EU's reaction similar to Georgia's one,' Nacho Sanchez Amor, a Turkey rapporteur at the European Parliament, posted on 5 July, when three mayors were arrested. 'A new test for a coherent foreign policy or an invitation to exhibit our traditional 'double standards'?' That reaction didn't come. In July, Turkish Trade Minister Omer Bolat met his counterparts as the two sides held the Turkey-EU High-Level Trade Dialogue meeting. The next day, Turkish Interior Minister Ali Yerlikaya met his European counterpart as they held the Turkey-EU High-Level Migration and Security Dialogue meeting. European Commission President Ursula von der Leyen with Turkish President Recep Tayyip Erdogan at the Presidential Palace in Ankara (Turkish Presidency/AFP) And finally, on Monday, the EU commissioner for enlargement, Marta Kos, met Fidan in Istanbul, releasing a joint statement that underlined areas of collaboration, from EU's projects linking Europe to Central Asia to visa liberalisation, an update to the customs union and Ukraine's reconstruction. 'Commissioner Kos also emphasized that dialogue on rule of law and democratic standards is an integral part of our relationship and a commitment by Turkiye as a candidate country,' the joint statement said. Kos and Fidan didn't hold a news conference, a sign that neither side wanted to get antagonistic questions from media on Imamoglu's case, among other issues. 'The EU doesn't want to rock the ship,' a western diplomat told Middle East Eye. 'The EU needs Turkey on Ukraine, on the defence industry overhaul and for the stability in the region as Syria recovers from the civil war.' The diplomat added that other concerns around human rights issues in Turkey are taking the back seat as the world enters a new era of conflicts and risks with Donald Trump's presidency in the US. EU with few options Turkey has emerged as a global arms producer following a series of western sanctions that have restricted Ankara's access to military equipment since 2016. Over the past two decades, the country has invested billions of dollars in its domestic defence industry. Last year, Turkish firms exported $7.2bn worth of defence products to global markets, as Ankara now produces its own fighter jets, tanks, artillery, armoured vehicles and electronic warfare systems. Turkey has been essential in supplying arms to Ukraine and hosting peace talks between Kyiv and Moscow since 2021. Despite Ankara's refusal to join full international sanctions on Russia, Turkey has recently taken two important steps that indicate the direction Erdogan is taking in the war. 'It has become clear once again,' Erdogan said on 11 April, 'that European security is unthinkable without Turkey.' Ankara earlier this month joined the 'international drone coalition' supporting Ukraine by providing armed and unarmed military drones to Kyiv. Turkey is one of the three main drone producers in the world. Turkey also in March joined the Coalition of the Willing to support Ukraine, and in July broadly committed itself to post-war security guarantees for the country. Turkey to follow The Hague Group's measures against Israel 'to stop the genocide' Read More » Ozgur Unluhisarcikli, a regional director at German Marshall Fund, said the EU doesn't have many options to counter Turkey's democratic backsliding other than fully suspending the official membership negotiations, which isn't seen currently as a real option since it would be too difficult to reverse once taken. Unluhisarcikli added that Trump assuming office has weakened the US security commitment to Europe and Europeans are looking for ways to fend for themselves if necessary. 'This encourages both the EU and Turkey to view each other more favorably in terms of security and defence industry cooperation, rather than within the framework of full membership,' Unluhisarcikli told MEE. 'The EU does not want to weaken the option of strategic cooperation by criticizing Turkey based on its domestic political developments.' With this spirit, the EU is looking forward to focusing on joint areas of interest, as alluded to by the joint declaration on Monday, said Samuel Doveri Vesterbye, a managing director at the European Neighbourhood Council. This includes the Middle Corridor, a scheme also known as the Trans-Caspian International Transport Route, which links Europe, including Turkey and the Caucasus, to Central Asia. 'Why is this a priority for EU and Turkiye? It's because the Central Asian region presents many opportunities for industry, critical raw materials, renewable energy production, trade and geo-political considerations linked to Turkic, Central Asian nations,' Vesterbye told MEE. 'And regional integration of wider Europe, which today includes countries like Tajikistan, Armenia, Turkiye, Kazakhstan, Azerbaijan, Georgia and many others.' A second western diplomat said the EU was focusing on the practical deliverables to improve EU-Turkey relations and keep Ankara on track while trying not to antagonise it - basically offering carrots rather than sticks to make progress on bilateral issues. An 'opportunity' for Turkey Marc Pierini, senior fellow at Carnegie Europe and former EU ambassador to Turkey, however, has a differing opinion, saying that the EU government and its bodies all have expressed their dismay at the constant degradation of rule of law in Turkey. 'Given the worsened geopolitical situation in the world, an unavoidable evolution takes place: it's called the hierarchy of crises. Big powers tend to prioritise those crises closer to their core interests,' he told MEE. 'Simultaneously, Turkey's leadership is probably seeing this geopolitical situation as an 'opportunity' to further consolidate its autocratic model for domestic and electoral reasons while western partners are otherwise preoccupied.' But Turkey continues to face hurdles: for example in gaining access to the EU arms fund known as SAFE, which has a €170bn budget for European joint defence projects. SAFE mandates that 65 percent of projects are funded by firms in the bloc, the broader European Economic Area or Ukraine, only allowing Turkey to join the project with limited participation. Greek Prime Minister Kyriakos Mitsotakis, however, last week continued to argue that Turkish firms won't be able to participate in the SAFE programme unless Turkey lifts its 1995 declaration of casus belli if Greece decides to increase its territorial waters from six to 12 miles.

US and Chinese officials began a second day of talks in Stockholm on Tuesday to resolve longstanding economic disputes and step back from an escalating trade war between the world's two biggest economies. The meetings may not yield immediate large breakthroughs but the two sides could agree to another 90-day extension of a tariff truce struck in mid-May. It may also pave the way for a potential meeting between US President Donald Trump and Chinese President Xi Jinping later in the year, though Trump on Tuesday denied going out of his way to seek one. The delegations met for more than five hours on Monday at Rosenbad, the Swedish prime minister's office in central Stockholm. US Treasury Secretary Scott Bessent was seen arriving at Rosenbad on Tuesday morning after a separate meeting with Swedish Prime Minister Ulf Kristersson. China's Vice Premier He Lifeng also arrived at the venue. Neither side made statements after the first day of talks. China is facing an August 12 deadline to reach a durable tariff agreement with Trump's administration, after reaching preliminary deals in May and June to end weeks of escalating tit-for-tat tariffs and a cut-off of rare earth minerals. Without an agreement, global supply chains could face renewed turmoil from US duties snapping back to triple-digit levels that would amount to a bilateral trade embargo. The Stockholm talks follow Trump's biggest trade deal yet with the European Union on Sunday for a 15 per cent tariff on most EU goods exports to the United States, and a deal with Japan. The Financial Times reported on Monday that the United States had paused curbs on tech exports to China to avoid disrupting trade talks with Beijing and support Trump's efforts to secure a meeting with Xi this year. Trump pushed back against suggestions he was seeking a meeting with Xi. 'This is not correct, I am not SEEKING anything! I may go to China, but it would only be at the invitation of President Xi, which has been extended. Otherwise, no interest!' he wrote on Truth Social. Meanwhile, in Washington, US senators from both major parties plan to introduce bills this week targeting China over its treatment of minority groups, dissidents, and Taiwan, emphasizing security and human rights, which could complicate the talks in Stockholm. Taiwan President Lai Ching-te is also set to delay an August trip his team had floated to the Trump administration that would have included stops in the United States, sources familiar with the matter told Reuters on Monday. The potential visit would have infuriated Beijing, possibly derailing the trade talks. China claims Taiwan as its own territory, a position Taiwan rejects, and denounces any show of support for Taipei from Washington. Previous US-China trade talks in Geneva and London in May and June focused on bringing US and Chinese retaliatory tariffs down from triple-digit levels and restoring the flow of rare earth minerals halted by China and Nvidia's H20 AI chips, and other goods halted by the United States. Among broader economic issues, Washington complains that China's state-led, export-driven model is flooding world markets with cheap goods, while Beijing says US national security export controls on tech goods seek to stunt Chinese growth. Bessent has already flagged a deadline extension and has said he wants China to rebalance its economy away from exports to more domestic consumption − a decades-long goal for US policymakers. Analysts say the U.S.-China negotiations are far more complex than those with other Asian countries and will require more time. China's grip on the global market for rare earth minerals and magnets, used in everything from military hardware to car windshield wiper motors, has proved to be an effective leverage point on US industries. China stocks ended higher on Tuesday as a new round of Sino-US trade talks continued, while the Hong Kong benchmark declined with some investors booking profits near the month-end. China's blue-chip CSI300 Index and the Shanghai Composite Index reversed morning session's losses, closing up 0.39 per cent and 0.33 per cent, respectively. Hong Kong benchmark Hang Seng dropped 0.34 per cent, while Hang Seng Tech fell 0.35 per cent. Market sentiment cooled slightly as investors awaited details from the ongoing US-China trade talks that started on Monday in Stockholm. Nour and Remas escaped Israel's bombs – then its starvation policy killed them

Ashraf Abo Salla spent 21 months shielding his 11-year-old daughter Nour from Israeli bombardment, dodging bombs, shelling and snipers. But there was one thing he couldn't protect her from: hunger. Nour died of starvation caused by a brutal Israeli siege. Her father couldn't find food, and the lentils they were given weren't enough to keep her alive. In a Gaza morgue, frail and hollow-eyed, he appeared consumed by guilt, though none of this was his doing. He didn't cry, but his despair and anger were raw as he wrapped Nour's skeletal body, her ribs and wrists clearly visible, in a blue sheet. Her clothes were still on: dirty jeans and a worn black blouse she seemed to have lived and died in. 'They trick us with a handful of lentils, but children need bread too. They need milk,' he told The National, in reference to the aid being distributed, which is given under the constant threat of being killed, by an Israel-US backed foundation. 'She survived on the community kitchens, but those are gone now,' he added, standing in front of a cracked wall where a corner had been broken to make space for black plastic body bags. More than 60,000 Palestinians, among them tens of thousands of children, have been killed by Israeli fire since the start of the war. Despite global outrage, Israel has refused to halt its bombardment, claiming it is targeting Hamas, but in the process it is destroying the lives and futures of hundreds of thousands of people. Starvation is increasingly being used as a weapon of war, according to the UN. In recent weeks, dozens have died of hunger in the besieged coastal enclave, where even fishing is banned. A trickle of aid trucks has entered Gaza in the last few days, but the famine is spreading, and children like Nour are dying every day. Cold marble table Images emerging from Gaza show clinics crowded with starving people. Residents have begun posting their daily struggles on social media: a piece of bread shaped like a fish to trick children into believing it's a real fish; a single piece of fruit shared by a family of six; fava beans eaten like snacks. 'They just see us as images,' said the aunt of 13-year-old Remas Al Burdeene, speaking from a small clinic in Gaza. Remas's life had been hard long before the famine. She lived with a disability in her legs and had endured war after wa r. This week, she died of hunger, too. On a dark, cold marble table, her tiny legs peeked out from under a brown blanket. Nurses arrived to wrap her body in a white burial shroud. Before that, Dalia, her aunt, had covered her with her own blanket and held her one last time. The blanket had a drawing of a dark blue sky. 'No one is doing anything to help us,' the aunt said, her body as thin as Remas's. On Tuesday, the Integrated Food Security Phase Classification (IPC) issued an alert over the rise in hunger-related deaths in Gaza, warning that access to food and other essentials has plummeted to unprecedented levels. 'Famine thresholds have been reached for food consumption in most of the Gaza Strip,' the IPC said in a report. For Dr Khalil Al Dajran, of Al Aqsa Hospital, the worst is yet to come, despite international outrage and even US President Donald Trump acknowledging the starvation crisis and calling for Gaza's children to be fed. 'Today we announced 14 more deaths due to malnutrition, raising the number of starvation deaths to 147, of which 88 are children,' he told The National. 'We fear the number will increase in the coming days,' warned the doctor, who was speaking outside the hospital near a field clinic, as people waited on the pavement for news of loved ones. Meanwhile, the Israeli Prime Minister Benjamin Netanyahu has refused to acknowledge the consequences of his decisions and his army's siege policy. 'There is no starvation in Gaza,' he claimed in a speech.
