Proposal to delay water tariff hike will cost Penang govt RM40mil, says CM
Chow, who is also PBAPP chairman, said the decision reflected the state's commitment to easing financial burdens on the people while continuing to invest in critical water infrastructure.
"We do not want to implement it early next year; we hope to delay it to the middle of next year,' he told a press conference on Tuesday (July 8) after the launch of PBAPP's new RM5bil Islamic Medium-Term Notes (IMTN) Programme.
Chow said IMTN represents an alternative funding avenue, opening up opportunities for investors to fund necessary water projects and help subsidise tariffs.
He said PBAPP should not be judged solely on tariff rates, adding that the corporation is actively working to enhance efficiency, reduce operational costs, and implement essential infrastructure upgrades.
These include booster pump stations and expanded pipe distribution networks, he added.
Acknowledging the limitations of internal funding and cost-cutting, he said, PBAPP is tapping into private financing initiatives and working with Pengurusan Aset Air Berhad (PAAB) to fund large-scale projects.
He said these efforts aim to ensure that PBAPP does not have to raise capital on its own.
Under a leaseback model with PAAB, selected water infrastructure projects will be financed and repaid over a 30- to 45-year period.
One such project is the Mengkuang Water Treatment Plant, which is being financed through sukuk issuance to cover contractor payments.
Based on the Syariah-compliant Sukuk Wakalah structure, it will allow PBAPP to raise medium to long-term financing through Malaysian capital markets.

GEORGE TOWN: Former Penang Deputy Chief Minister II Dr P. Ramasamy today withdrew his defamation suit against Chief Minister Chow Kon Yeow over the controversial land sale issue in Batu Kawan. The consent judgment was recorded by Sessions Court Judge Helmi Ghani here after lawyer Dr Shamsher Thind Singh, representing Ramasamy, informed the court that his client agreed to withdraw the suit without the liberty to re-file it. Ramasamy initiated defamation proceedings against Chow on July 18 last year, over a statement published on Chow's official Facebook page on Oct 3, 2023, which Ramasamy alleged gravely damaged his reputation. The suit stemmed from a cancelled deal between Penang Development Corporation (PDC) and Umech Land Sdn Bhd over the sale of 226 hectares of land in Byram, Batu Kawan, which has now been cancelled. Chow was represented by lawyer In the same court, the PDC also withdrew its defamation suit over the same matter against Ramasamy without liberty to re-file and without an order as to costs. Ramasamy also agreed to withdraw statements he made about the PDC as part of the settlement. The Batu Kawan land deal became controversial due to allegations that it was sold below market value.

Penang students can now apply for Ancom Crop Care's RM10,000 scholarship
KUALA LUMPUR, July 18 — Ancom Crop Care's scholarship programme for Penang-born students is now open for its final cycle, with applications accepted from July 18 to October 14, 2025. The scholarship, worth up to RM10,000 per student for tuition fees, is aimed at students from financially disadvantaged backgrounds in Penang. It is open to those who have secured admission to any local government or private university — excluding Medicine and Dentistry — as well as those who have applied and are still awaiting offer letters. Students currently in their second, third or final year of undergraduate study may also apply. Launched in May 2023 by Ancom Crop Care Sdn Bhd — a subsidiary of Bursa Malaysia-listed Ancom Nylex Berhad — the scholarship was officiated by Penang Chief Minister Chow Kon Yeow. This year marks the third and final round of applications under the programme. Ramasamy drops defamation suit against Chow over land sale

Both meetings dealt with the sale of 226ha of land in Byram, Batu Kawan, to Umech Land Sdn Bhd. Ramasamy agreed to drop the lawsuit without liberty to file afresh. Shamsher Singh Thind represented Ramasamy, while Ruebankumar Asokan appeared for Chow. Separately, PDC also withdrew its defamation suit against Ramasamy. As part of the settlement, he agreed to retract statements made about the agency and to end both suits permanently, with no order as to costs.
