The Economic Community of West African States (ECOWAS) pre-election mission' kicks off its activities in preparation for the october 2025 presidential election in Côte d'Ivoire
The objective of this ECOWAS pre-election fact-finding mission is to engage with actors and stakeholders in the electoral process on the political atmosphere and the conduct of pre-election activities, to identify any difficulties and to make concrete recommendations for the peaceful and transparent conduct of the presidential election.
Since its arrival in Abidjan, the Mission has met with certain institutions in charge of the presidential election as well as certain actors and stakeholders in the electoral process.
On June 30th, 2025 the mission held consultations with the Ministry of Foreign Affairs, African Integration and Ivorians Abroad, the High Authority for Audiovisual Communication (HACA), representatives of media associations and civil society, the Independent Electoral Commission, the ambassadors of ECOWAS member countries accredited to Côte d'Ivoire, and Ms Hélène N'Garnim-Ganga, Resident Coordinator of the United Nations System in Côte d'Ivoire.
At the Ministry of Foreign Affairs, African Integration and Ivorians Abroad, Prof. Théodore Holo and his delegation were received by Ambassador Yapi Koffi Évariste, Secretary General of H.E. Léon Kacou Adom, Ivorian Minister of Foreign Affairs, African Integration and Ivorians Abroad. In his introductory remarks, Prof. Holo reiterated ECOWAS' commitment to maintaining regional momentum in support of democratic processes, in a context where peace and stability remain crucial issues.
At the High Authority for Audiovisual Communication (HACA), the ECOWAS delegation met with its President, Mr. René BOURGOIN, to inquire about the overall framework for preparing for the elections at the media level, the institutional mechanisms put in place, and the role this body plays in the electoral process. In this regard, the HACA gave a presentation on the operational mechanisms already deployed, the mechanisms for monitoring online media, and the awareness-raising activities carried out with audiovisual actors.
During his meeting with media representatives, the Head of the ECOWAS Pre-Election Mission recalled the crucial role that the media play in the conduct of the electoral process and in the dissemination of accurate and responsible information, all of which promotes social cohesion and peace.
Prof. Holo emphasised the need for equitable access to the media for candidates and stressed the responsibility of regulators and the media in preventing hate speech and disinformation, particularly on digital platforms.
On July 1st, 2025 the ECOWAS delegation first met with representatives of Ivorian civil society organisations, including the Initiative for Peace, the CNCJI, the AFJCI, WANEP-CI, MIDH, RESPSFECO, POECI, FOSCAO, the Islamic Council, CIED and RAIDH. The mission then visited the Independent Electoral Commission (CEI), where it held discussions with its President, Mr Ibrahim Kuibiert Coulibaly, and members of the CEI Bureau.
Prof. Holo was accompanied by Ambassador Abdel-Fatau MUSAH (PhD), Commissioner for Political Affairs, Peace and Security of the ECOWAS Commission, and H.E. Ms. Adjo-vi Yekpe, Ambassador of Benin to ECOWAS, representing the Committee of Permanent Representatives of ECOWAS Member States, H.E. Fanta Cissé, ECOWAS Resident Representative in Côte d'Ivoire, a representative of the United Nations Office for West Africa and the Sahel (UNOWAS) and a team of electoral experts from the sub-region and the Directorate of Political Affairs.

The Standing Committee on Political Affairs, Peace and Security of the ECOWAS Permanent Representatives Committee (PRC) conferred with the ECOWAS Commission's Commissioner of Political Affairs, Peace and Security, Ambassador Abdel-Fatau Musah on the 10th of July 2025, in Abuja, Nigeria. Discussions centred on ways of consolidating the existing collaboration between the PRC and the Department of Political Affairs, Peace and Security as well as the enhancement of strategic information flow and implementation of decisions by the ECOWAS Authority of Heads of State and Government. Led by His Excellency Musa Sani Nuhu, the Permanent Representative of Nigeria to ECOWAS, the Ambassadors expressed great appreciation to the Commissioner and the Department for the strong and close partnership in working together over the last three years on matters of peace and stability in West Africa. On his part, Ambassador Abdel-Fatau Musah congratulated the Sierra Leonean High Commissioner, His Excellency Julius Sandy on his country's ascension to Chairmanship of the ECOWAS Authority of Heads of State and Government and noted that the need for constant interactions with the ambassadors cannot be overemphasised. The Commissioner who was flanked by the Director, Peace Keeping and Regional Security (DPKRS) Dr. Cyriaque Agnekethom, Gen. Mactar Diop, Chief of Staff of the ECOWAS Standby Force and staff of the Department stressed that high-pitched attention will continue to be paid to the work of the Department owing to its strategic role in providing responses to core issues of sustainable peace, security, stability and regional integration. He further harped on the need to have an organic and structured way of feeding into the decision-making processes that are also binding on stakeholders, similar to the arrangements at the United Nations and the African Union. 'There is a need to think regionally. We need that two-way communication between the Department and Member States. How do we contribute as a Department to make sure that the PRC achieves its goals. The forum is therefore something to embrace as it creates an avenue to exchange ideas for the benefit of our region' The Commissioner added. Benin: Launch of the third edition of the information and awareness campaign for women small-scale cross-border traders along the Abidjan
On Tuesday 8th of July 2025, the ECOWAS Commission, through its Department of Human Development and Social Affairs, in collaboration with the Department of Economic Affairs and Agriculture, officially launched the Cotonou stage of the third edition of the information and awareness-raising campaign for women small-scale cross-border traders along the Abidjan-Lagos corridor. The aim of this initiative is to build on the achievements of previous events held on the Tema-Paga and Dakar-Banjul-Bissau corridors. The aim is to increase women traders' knowledge of the legislation governing cross-border trade, existing Community initiatives and the tools developed for them, particularly in terms of border transparency and the fight against gender-based violence. In Cotonou, the activities began with field visits, notably to the modern market and to an SME run by a woman entrepreneur specialising in the manufacture of cosmetic products distributed nationally and sub-regionally. A visit to the Sèmè-Kraké juxtaposed control post is also planned, with a view to reinforcing exchanges between the various players involved. The official launch ceremony was held at the Golden Tulip hotel. It was co-chaired by Benin's Ministries of Social Affairs and Microfinance, and of Industry and Trade. It was also attended by Her Excellency Professor Fatou Sow Sarr, ECOWAS Commissioner for Human Development and Social Affairs, and His Excellency Amadou DIONGUE, ECOWAS Resident Representative in Benin. Other participants included the Deputy Secretary General of the Ministry of Social Affairs and Microfinance, the Director of the ECOWAS National Office in Benin, representatives of the Cotonou Chamber of Commerce, associations of small-scale cross-border traders, and technical and financial partners. This third edition marks a major step forward in the ECOWAS' commitment to the economic empowerment of women and to improving the fluidity of cross-border trade in the West African region.
