Holyoke Public Schools to leave state control, union voices concerns
Holyoke DPW increases efforts to curb trash overflow, boost recycling efforts
The transition out of state receivership is set to take place on July 1, but teachers in the district are saying control over the school still won't be back in the hands of educators.
The Massachusetts Department of Elementary and Secondary Education provided Holyoke Public Schools with a list of exit assurances to support them during this transition, but the Holyoke Teachers Union sent a statement to 22News saying the state's plan for 'exit assurances' is just a continuation of state control, and that it nullifies educator decisions regarding working conditions and student learning conditions.
The new exit plan redefines the 'receiver' role to the superintendent. Right now, Anthony Soto is serving as interim superintendent and receiver. He's been in the role for four years now. He'll continue to have control over schedules, staffing, decision making, and compensation. The plan also maintains priorities that will be enforced by the state for a two year period after receivership ends.
Holyoke Public Schools says the assurances were made with feedback from the school committee and teachers' association. Commissioner Patrick Tutweiler says the assurances promote continued improvement and give stability to the work that's already been done.
The assurances will be in place for the next two years while the school committee works to hire a permanent superintendent.

State: Holyoke schools on track for July 1 exit from commonwealth oversight
HOLYOKE — Holyoke Public Schools will return to local control on July 1, the state announced tonight. The announcement comes after 10 years state oversight, called receivership, for chronic underperformance. The state made a provisional determination in October that the schools would be ready to re-helm the district if the School Committee completed a plan for rebuilding and sustaining the schools. 'Holyoke has worked hard to regain local control of its schools, and this is a great moment for the city, students, educators and families,' said Gov. Maura Healey in a statement. Education Secretary Patrick A. Tutwiler, who also serves as interim commissioner, said, 'It is time for local officials to take the lead,' It's a proud day for Holyoke, said Holyoke Mayor Joshua A. Garcia, who also chairs the School Committee, in the statement. The commonwealth noted a number of district achievements, including: • an increase in the district's four-year cohort graduation rate from 60.2% in 2014 to 77.1% in 2024, which includes a 32-point gain for English learners and a 31-point gain for students with disabilities over the same time period; • a reduction of the out-of-school suspension rate from 20% in 2013-14 to 9.8% in 2023-24; • an increase in the percentage of students in grades 11 and 12 completing advanced coursework from 39.5% in 2018 to 57% in 2024; • and a gap-narrowing increase in the percentage of Hispanic/Latino students in grades 11 and 12 completing advanced coursework, from 32.2% in 2018 to 54.6% in 2024. 'The Holyoke School Committee and Local Control Subcommittee worked very hard to get to this day, but we know our work is just beginning,' said Yadilette Rivera Colon, vice chair of the School Committee, in the statement. The district has about 4,800 students in preschool through grade 12 and had been in receivership since 2015. Receiver Anthony Soto has led the district since 2021. Earlier this year, the School Committee named him superintendent for the 2025-26 school year, overseeing the transition. The state will continue to support and monitor the district's progress, which has to meet exit assurances that Tutwiler issued April 28, the state said. Exit assurances include professional development for teachers; the creation and use of an early literacy plan; two-way communication with families, including non-English speakers; policies related to teaching and learning time; and educator compensation and evaluation. Massachusetts to cut sales tax from items up to $2,500 during tax-free holiday
CHICOPEE, Mass. (WWLP) – Mark your calendars because August 9th and 10th is when the sales tax will be cut from items under $2,500 in Massachusetts. The tax-free holiday is a time for small business to boost their sales and bring in new customers looking to save money. The increase in sales during the tax-free weekend last year generated $3.54 million in indirect tax revenues due to increased economic activity, according to the Department of Revenue. During this weekend, most retail items of up to $2,500 purchased for personal use will be exempt from a 6.25 percent sales tax. This is a great opportunity for consumers to purchase items as prices on store shelves spike, driven in part by federally imposed tariffs. Any item will qualify for the tax exemption if you order and pay for an eligible item over the Internet during the tax-free weekend and during Eastern Daylight Time. No sales tax is due on that purchase, even if the delivery occurs after the sales tax holiday weekend. Layaway sales do not qualify during the tax-free weekend. In Massachusetts, all retailers must take part in the sales tax holiday. If you are taxed in error during the weekend, the business is responsible for giving you a refund of the tax you paid. The Massachusetts law was put into place in 2018, which was sponsored by Senator Adam Gómez (D-Springfield) and Representative Carole A. Fiola (D-Fall River). 'Lowering costs for Massachusetts residents and supporting local businesses is critical for our communities in this time of economic uncertainty,' said Senate President Karen E. Spilka (D-Ashland). Senator Markey announces plans to file amendment on AI regulation
BOSTON (WWLP) – State Senator Ed Markey (D-Mass.) has announced that he intends to file an amendment on AI regulation. Senator Markey said he plans to file an amendment to the Senate reconciliation bill to block Republicans' attempt to prevent states from regulating AI in the next ten years. Senators in both parties have expressed an interest in regulating artificial intelligence. He also took part in a virtual roundtable last week with advocates to discuss the ban's impact on communities throughout the United States.
